WHEREAS, the Queensbury Town Board serves as the Town's Local Board of Health and is
authorized by Town Code Chapter 136 to issue variances from the Town's On-Site Sewage Disposal
Ordinance, and
WHEREAS, Katharine Cornell (Applicant) has applied to the Local Board of Health for a
variance from Chapter 136, §136-11, which requires applicants to obtain a variance for holding tanks as
the Applicant wishes to install a 4,000 gallon holding tank system to replace the existing failed on-site
wastewater treatment system on property located at 14 Mayflower Lane in the Town of Queensbury,
NOW, THEREFORE, BE IT
RESOLVED, that the Town of Queensbury Local Board of Health will hold a public hearing
on Monday, February 22nd, 2016 at 7:00 p.m. at the Queensbury Activities Center, 742 Bay Road,
Queensbury, to consider Katharine Cornell's sewage disposal variance application concerning property
located at 14 Mayflower Lane in the Town of Queensbury(Tax Map No.: 227.6-1-8) and at that time
all interested persons will be heard, and
BE IT FURTHER,
RESOLVED, that the Local Board of Health authorizes and directs the Queensbury Town
Clerk to publish the Notice of Public Hearing presented at this meeting and send a copy of the Notice
to neighbors located within 500 feet of the property as required by law.

Dear Mr. Hatin:
We have been retained by Katharine Cornell,the owner of the existing residence at 14 Mayflower Lane,
Pilot Knob, NY,to complete the design for a replacement on-site subsurface wastewater treatment system.
The recent failure of the existing system servicing the residence prompted a site investigation by Schoder
Rivers Associates(SRA)to determine the feasability of replacing the system.The extent of the existing
treatment system consists of a precast concrete septic tank and clay tile absorption field.The approximate
location of the existing absorption field was noted by the homeowner to be located under the asphalt paved
driveway. Upon inspection of the existing septic tank it was determined that effluent is flowing back into the
septic tank due to the compromised absorptive capacity of the soils in the area of the existing clay tile field.
The owner anticipates replacing the existing deficient wastewater treatment system with a holding tank at
this time Due to the location of the residence,the magnitude of existing site slopes,overall lot size and
proximity to Lake George a conventional septic system conforming with the Town Code for on-site sewage
disposal is not feasible. Utilizing a holding tank as a method of on-site sewage disposal will require the
following variance from the Town of Queensbury Sewers and Sewage Disposal Ordinance:
• Chapter 136 Part 1.Article Il. Section 136-11.A -Holding tanks are prohibited unless a variance is
granted for a holding tank by the Local Board of Health.
As a mitigative measure in support of this variance request,we are proposing a solenoid valve be installed
on the potable water line servicing the residence.The valve will oPerate in a normally open fashion until
triggered by an auxiliary switch connected to the holding tank's alarm system.Once triggered by a high
water switch in the tank the valve will close and shut off the water supply to the residence.
We assume that, as a part of the variance application process,the proposed design must be reviewed by
the Town Engineer. To that end,we have enclosed the following information for review:
• Nine(9)copies-Septic Variance Application and,SEQRA Short Environmental Assessment Fonn.
• Nine(9) prints each-Drawing C-1 Revision 0 dated 2/1/16-site plan and details for the wastewater
system replacement project.
