Dear Mr. Brown:
The Chazen Companies (Chazen) has received a submission package from your office for the above
referenced project. The applicant intends to construct two commercial buildings and redevelop the site
at 87 Main Street. Submitted information includes the following:
• Site Plans, Details,and landscape plan prepared by Paul K. Male, PE, dated August 26, 2015;
• Engineer's Report prepared by Paul K. Male, PE,dated August 24,2015;
• Building elevation plan by Dreamscapes Unlimited,dated November 25,2015;
• Short EAF;
• Town of Queensbury Site Plan Application;
Your office has requested that we review the design of stormwater system it relates to compliance to
local, state or relevant codes/regulations and general practice. Based upon our review, Chazen offers
the following comments for the Town's consideration:
Stormwater Management&Erosion and Sediment Control:
1. It appears that the proposed site improvements disturb less than one (1) acre and thus the
project is not required to obtain coverage under the NYSDEC SPDES General Permit for
Stormwater Discharges from Construction Activity (GP-0-15-002). Comments related to the
proposed stormwater management and erosion and sediment control features proposed for the
site are offered below:

3. It does not appear that stormwater calculations were provided in the engineer's report. The
Applicant should provide basis-of-design stormwater calculations to substantiate the design of
the stormwater facilities as well as the summary statement that indicates "The redevelopment
of the site can easily be handled by the well-drained soils on the site and should not result in any
new runoff leaving the site."
4. It is difficult to discern how stormwater runoff from the western half of the larger building will
be managed. The Applicant shall depict how stormwater runoff from the western half of the
larger building will be managed to ensure there are no impacts to neighboring properties.
5. It does not appear that proposed contours or proposed grading is depicted on the site plan.This
information should be depicted on the plans so that the proposed drainage patterns can be
understood.
6. It does not appear that erosion controls are depicted on the site plan. The Applicant shall revise
the site plan to include erosion and sediment controls (i.e. silt fence and stabilized construction
entrance) in accordance with the latest version of the New York State Standards and
Specifications for Erosion and Sediment Control.
7. Careful installation and maintenance are vital to the success of porous pavement as an
infiltration practice. Porous pavement is highly susceptible to clogging. The Applicant shall
provide detailed maintenance procedures and construction sequencing for the porous
pavement in accordance with Section 5.3.11 of the New York State Stormwater Management
Design Manual(NYS SMDM)to the plans.
8. The Town should consider requiring the Applicant to provide interior site signage indicating that
porous pavement is in use and that sand should not be used for winter snow management
operations.
9. Considering that the site was previously developed, and that to construct the buildings on site,
construction equipment will likely travel over much of the area proposed to be porous asphalt
or concrete. As such, it is recommended that the Applicant indicate decompaction requirements
on the site as well as provide soil infiltration testing following decompaction to confirm rates
used in design.
10. It does not appear that a porous concrete and porous asphalt details were provided in the
drawing set.Applicant shall provide a porous concrete and porous asphalt detail in conformance
with the NYS SMDM (see Table 5.15).
11. Section 5.3 of the NYS SMDM states that the bottom storage reservoir for porous pavement
shall be located at least 3 feet above the seasonally high groundwater table. Additionally,
Section 6.3.1 of the NYS SMDM states that the bottom of infiltration facilities shall be located at
least 3 feet above the seasonally high groundwater table. The Applicant references soil tests by
Frank Walter from 1988 indicating 10 feet of coarse sand, the Applicant should provide the full
results if available. Soil testing must be performed to confirm adequate separation from
seasonally high groundwater (minimum 3-feet) at these locations in conformance with the NYS
SMDM. Chazen would not take exception to testing being performed at the start of

construction. However, it shall be noted that if any design changes occur because of discovered
inconsistency in soil conditions, the project may be subject to additional site plan review. The
Applicant shall notify the Town prior to advancing the soil testing; such that the Town can
witness the testing, if they so choose.
Conclusions and Recommendations
It is our opinion that the applicant should provide clarification for the above items and incorporate the
changes in subsequent plan submissions.
