January 2016 File: #47600 STORMWATER MANAGEMENT REPORT CAMERON'S DELI 446 Dix A enue ucensbu r NY Introduction & Summary The proposed Concord Pools project on Big Boom Road is the redevelopment and reuse of an existing site in a commercial area. The site is located on the southeast corner of the intersection of Dix Avenue and Queensbury Avenue on the site that was formerly Quaker TV Sales. The site is relatively flat with sandy, very well drained soils. This report will show that the Cameron's Deli project has no potential for runoff to reach a natural surface water body. In addition, the report shows that the proposed stormwater design complies with the Town of Queensbury's requirements and that appropriate erosion and sediment control measures will be used during construction. Site Location The project site is at the southeast corner of the intersection between Dix Avenue and Queensbury Avenue. The total site area is 1.35 acres. Existing Conditions The existing site was previously used as a commercial sales business and includes a 3,421.5 square foot building. There is an existing paved driveway and parking area that served the facility with large curb cuts on both the Dix Avenue and Queensbury Avenue sides. The rear of the site is vacant lawn. The site is essentially flat. Soils on this site are classified by the Warren County SCS Soils Survey as Oakville loamy fine sand. Test pits and infiltration testing on the confirmed the soil classification with fine and medium sandy loam over coarse sands. No water or mottling was found. Deep soil tests were performed and showed deep, well drained soils and are very suitable for stormwater infiltration. The existing site is crowned higher than the adjacent streets and runoff from the parking area and north & west roofs run off into the road then to the east and south along the road. The entire building and all asphalt paving will be removed and the site will be slightly lowered prior to construction of the new use. Existii , 'onditiogsSLUji �a - Parcel Area: 1.35 acres Building Coverage: 3,421.5 sf = 5.8% Pavement Coverage (all asphalt) 11,879.4 sf = 20.2% Pervious Surface: 43,576.81 sf = 74.0% Proposed Development The proposed project consists of complete removal of the existing building and asphalt paving, lowering of the grade in the central portion of the site and construction of a new building. A new parking area will be constructed along the north and west sides of the building. Runoff from the new parking area will be directed to grassed lined swales with drywells along the west, north and northeast corner. Runoff from the building roof will be directed gutters and piped to infiltration trenches with infiltration chambers. A rear access drive for deliveries will be constructed along the south and southeast corner of the new building. Runoff from the access drive will be directed to an infiltration trench along the southern edge of the access drive. The proposed project will result in the following lot coverage: Proposed Conditiogs S�niinar Development Area: 1.35 acres Building Coverage: 3,469.5 sf = 5.9 % Pavement Coverage (including gravel drives): 20,528.05 sf = 34.9% Pervious Surface: 34,880.16sf = 59.2 % Proposed Stormwater Management All stormwater from the redeveloped site will be infiltrated into the well drained soils on the site. Runoff from the roof will run off the building eaves into gutters which will be piped to infiltration trenches where it will filter into the ground. Runoff from the paved parking lot will be directed to infiltration swales along the lower edges of the parking lot. These infiltration swales will handle all rainfall events. Runoff Calculations 0 All computations SCS TR-20, HydroCAD 0 10 year, 24 hour storm—Type I1 rainfall= 3.6" 50 year, 24 hour storm—Type I1 rainfall= 5.2" 0 100 year, 24 hour storm - Type lI rainfall= 6.5" Measured minimum infiltration velocity=600+inches per hour o Calculations use velocity= 10 inches per hour which is quite conservative HydroCAD calculations have been performed to determine the amount of runoff from the develoned Site. The develoned site has heen modeled as a. series of suhcatchments (discrete drainage areas), reaches and ponds as shown on the attached HydroCAD drainage diagram. 2 Since the stormwater design is based on 100% infiltration of the runoff of all design storms, only the 100-year storm was analyzed. Since the infiltration facilities can accommodate the 100-year storm, they can obviously accommodate the smaller design storms. The attached HydroCAD calculations show the stormwater routing for the site and summaries for each of the subcatchments, reaches and ponds. Conclusions The HydroCAD calculations show that the proposed stormwater infiltration devices will accept all runoff from a 100-year design storm without any runoff from the site. Thus the proposed redevelopment of the site will maintain the existing stormwater conditions of no runoff. Additionally, the temporary erosion and sediment control measures proposed will result in no runoff from the site during the construction. All site construction will be completed and full ground cover reestablished prior to the onset of winter and possible frozen ground conditions. Temporary Erosion and Sediment Control Measures Erosion and sediment control measures will be incorporated into the construction of the project. These practices will comply with the New York State Department of Environmental Conservation publication entitled "New York Guidelines for Urban Erosion and Sediment Control" (the blue book). Separate erosion and sediment controls will be installed for each phase of construction. The following temporary erosion and sediment control devices will be utilized. Sediment Control Fence: Silt fence shall be used to control erosion from sheet flow on slopes not to exceed 3 on 1. Concentrated flows shall not be directed toward the silt fence. The silt fence must be installed parallel to the contour lines to eliminate drainage along the fence. TemMorar Sediment Trap: Basins will be excavated below each construction site and seeded with ryegrass to accept stormwater runoff from the construction site allowing sediment to settle out. Sediment Traps shall be constructed in the location and be of the size and type specified to collect sediment laden stormwater. Temporary Secdin Land that is stripped of vegetation will be seeded and planted as soon as possible. Any area that will remain cleared but not under construction for 10 days or longer will be seeded with a ryegrass mixture and mulched to stabilize soil until construction resumes. 3 Stabilized C:"onstrUclion ntcame: Existing roads will be protected by installation of a crushed stone blanket for cleaning construction vehicle wheels. Blankets shall be placed at any intersection of a construction road with a paved or publicly owned road. Stabilized construction entrances shall be installed as necessary. Dust Control: Measures for dust control during construction shall be implemented as needed(daily water sprays will be used during dry conditions. In addition to water sprays, temporary mulching, temporary seeding and covering stockpiles with tarps shall be implemented when necessary. Control of Litter, Construction Debris and Construction Chemicals During the course of infrastructure and building construction, the site shall be kept clear of debris and litter which could be transported by water or wind. This material shall be picked up daily and shall be stored in waste debris containers where it is securely held. All petroleum products or other waste contaminants which are water soluble or could be dispersed and transported by stormwater shall be stored in covered containers and be regularly removed from the site and properly and legally disposed of. All petroleum or other hazardous materials shall be stored and handled in conformance with NYSDEC spill prevention and containment requirements. Sequence of Construction Sediment control fence will be installed along the low side of each area to be disturbed to contain runoff from the construction site. The area of the sediment basins shall be graded, topsoiled, seeded and mulched. The temporary sediment traps shall be a minimum of 3,600 cf per acre of disturbed area. The total site disturbance is 1.06 acres = 3,816 cf of storage required. After the site is stabilized, the sediment basins shall be cleaned out and final grades established as shown on the Grading and Drainage Plan. After the site is stabilized all drainage shall be directed into the permanent stormwater basins. 4 Maintenance of Temporary Erosion and Sediment Control Devices The sediment traps shall be inspected at least weekly and after every rain event by the Contractor. When 50% of the volume of the trap is full, The Contractor shall remove collected sediment and dispose of properly. The Contractor shall inspect the sediment control fence weekly and after every rain event and remove trapped sediment and maintain the devices in good working order. 5
