Dear Board Members:
This office represents John Hughes with respect to a proposed 5-lot subdivision of his 19.73-
acre parcel along Oxbow Hill Road, Glen Lake Road, and State Route 149, Due to the parcel's
topography, there is only one feasible access point, near the northwesterly portion of Oxbow Hill
Road, therefore a private road Is proposed to access the five lots, This road will originate at this
access point on Oxbow Hill Road and will end with a turn-around at the border of Lot 4.
Over the upland portions of the site, there is more than sufficient gentle-moderately sloping land
over which the road and the five house sites, wastewater systems, and stormwater
management practices can be constructed, all which will meet the town's standards. When the
area comprised of slopes greater than 20% is deducted from the allowable "usable" acreage,
some density relief will be required from the zoning ordinance. Furthermore, the applicant
requests area variance relief for the lots to be accessed by the private road rather than their
own road frontage upon public roads and relief from the 400-ft requirements for lot width and
road frontage for Lots 1-3.
Significant forested buffers will be maintained along Route 149, Oxbow Hill Road, and Glen
Lake Road, and the private road will have significantly less land disturbance when compared to
a town road of the same length. Finally, NYSDEC stormwater management Will be provided for
the project.
