The applicant intends to construct a 3 story hotel and associated site improvements on 19.44 acre parcel. Submitted Information includes the following: 0 Site Plans and Details prepared by Hutchins Engineering,February 1,2016; 0 Stormwater Pollution Prevention Plan prepared by Hutchins Engineering, dated February 16, 2016; and, 0 Site Plan Review Application and Project Narrative dated February 16,2016. Your office has requested that we limit our review to the design of toren water system as It relates to compliance to local, state or relevant codes and regulations, Based upon our review, Chazen offers the following comments for the Town's consideration: Stormwater Management&Erosion and Sediment Control: 1. The project proposes to disturb an area of 4.25 acres and requires the preparation of a Stormwater Pollution Prevention Plan (SWPPP� in accordance with GP-0-15-002 that includes erosion and sediment controls as well as post construction stormwater management practices. A Stormwater Pollution Prevention Plan (SWPPP) has been provided. Comments relating to the Stormwater Management Report and SWPPP are offered below, 2. It does not appear that the SWPPP contains the inspection requirements per the General Permit Part IV inspection and Maintenance Requirements.The Applicant to revise the SWPPP to Include the inspection requirements of the General Permit. The Applicant has sent Inquiries to the NYSDEC and NYSOPRHP regarding threatened avid endangered species and archeological resources per Part 1.F.4 and Part I.F.8 of the General Permit.The Applicant to revise the SWPPP once the determination letters are received, 4. There appears to be a stream located west of the site but it does riot appear that the stream is discussed in the SWPPP;the Applicant to clarify. S. The roof leaders (tie into CR 6) from the southern half of the building do not appear to have Invert,size,or material specifications on the drainage plan; the applicant to revise. 6. The Applicant modeled only 1 of the 4 roof leaders depicted on tile drainage plan;the Applicant shall model all 4. 7. The Applicant shall Include all subcatchments on the proposed condition watershed map. For instance, subcatchment 2A and 4A are not shown on the watershed map. Subcatchment 2A ("NW% hotel")and subcatchment 4A("NE X Hotel")consist of half the hotel but it is difficult to discern what subcatchment the other half of the hotel falls within. 8. The subsurface infiltration bed detail on sheet S-7 shall provide dimensions for the chambers such that the dimensions can be checked against the HydroCAD model. 9. It does not appear that the operation and maintenance plan includes O&M procedures for the subsurface infiltration devices. The Applicant shall revise the operation and maintenance plan accordingly and include the manufacturer's operation and maintenance requirements, M The Applicant Intends to use the Camp Hazen method to size the pretreatment devices. The Water Quality Volume spreadsheet calculates the impervious percentage for the subcatchments and all impervious percentages fall under 75%; however the Applicant is using the Camp Hazen formula (0.0081*WQv) for impervious percentages over 75%, The Applicant shall revise the pretreatment calculations accordingly, 11. There appears to be a gap in the existing grading in the southwest area of the site near test pit #3 and the swale;the Applicant to revise, 11 Four deep soil test pits were performed and the results are shown on sheet S3. It appears that the deep soil test pits were not performed to an adequate depth to confirm the 3 feet of separation to seasonally high groundwater/bedrock for infiltration devices In accordance with section 63.1 of the NYS SMDM. For Instance, TP '4 has an existing ground elevation of approximately 380% and was performed to a depth of 110" or roughly 370.8% the subsurface infiltration system 2P has a bottom of stone depth of 370.3' — requiring a deep test pit to a depth of approximately 367S. Chazer would not take exception to testing being performed at the start of construction. However, It shall be noted that if any design changes occur because of discovered inconsistency In soil conditions, the project may be subject to additional site plan review. The Applicant shall notify the Town prior to advancing the soil testing; such that the Town can witness the testing, If they so choose, The Applicant shall perform the testing In conformance with section 6.3,1 and Appendix D of the NYS SMDM. The Applicant shall provide a detail for the rock check dams. 15. The Erosion Control Implementation Schedule includes sediment basins, however sediment basins are not depicted on the erosion control plan;the Applicant to revise.
