Dear Mr. Brown:
Pursuant to your request, Chazen has reviewed the traffic assessment (Traffic Assessment, dated
February 17, 2016, prepared by Creighton Manning.) submitted by the Applicant (or the above
referenced project, Comments/observations regarding the traffic study are offered below for the Town's
consideration.
Traffic Study Review
1. We concur with the trip generation estimates for the 100-room hotel,and we concur with the
results of the level of service analysis for the Intersection of Corinth Road and Big Bay Road as
presented in the assessment.
2. The study does not acknowledge the Exit 19 Rezone Study(performed by CHA,dated February
2016)and the traffic analysis contained in that study,although the assessment did use traffic
volurne data that was collected for the Rezone Study.
The Rezone Study evaluated the cumulative impacts of potential development along the Corinth
Road/Main Street corridor from Big Bay Road to Richardson Street.Conclusions of the Rezone
Study noted that geometric Improvements to the Intersection of Corinth Road and Big Day Road
will be necessary'to accommodate growth in this area. The proposed hotel project Is part of the
growth that contributes to the need for those geometric improvements,
Also provided in the conclusions of the Rezone Study is the need to provide a means to
equitably allocate the costs for funding those improvements with developers and property
owners in this area. It is recommended that the Town initiate negotiations with the project
applicant to establish an agreement to begin to collect the funds for the improvements.

1 'The project will create the 41h leg of the intersection opposite Big Bay Road.The assessment
notes that this leg was planned as part of the design for the Corinth Road/Main Street/ road
Street project(PIN 1753.80).As shown on the Site Plan by Bohler Engineering that is contained
as an attachment to the assessment,the location of the two-lane 41h leg is slightly offset from
Big Bay Road, not In the location shown In PIN 175180,such that the centerlines don't line up as
they should.Justification for this offset should be provided.
Further, as contained in the Rezone Study,the 411"leg needs to consist of two lanes approaching
Corinth Road for a three-lane access driveway to accommodate all growth expected in this area,
The Site Plan should include these two approach lanes and they should be built at the time
when t his leg is added to the Intersection,
4 The assessment notes that an easement will be provided from the driveway to an adjacent
vacant parcel.The Site Plan should include where the easement will be provided to ensure that
it will not be located too close to Corinth Road such that turning movements arid queuing will
not Impact the operations at Corinth Road,Traffic Engineering guidelines on driveway/
intersection separation should be consulted when establishing the location of the easement,
5� It is noted that the Rezone Study Included a growth of 294 hotel rooms In the Corridor for the
traffic analysis.The proposed project at 100 rooms, plus the proposed hotel project of 89 rooms
on Big Bay Road and lastly 79-rooms associated with the proposed hotel on Big Boom road are
within that growth estimate such that the analysis and conclusions of the Rezone Study are
valid,
