referenced project. The applicant intends to upgrade their site located at 64 Main Street, Ind nudlng;
recounfig;,urlung the existing parking areas and the addition of new landscaped areas. Submitted information
includes the following'.
• Site Plans and Details prepared by Jarrett(Engineers, PI.LC Jlani uary,2016;
■ Stormwater Polluution Prevention Plan prepared byJlarrett Engineering,„dated February 2016 and,.
• Site P'larn Reviewing Application, Short EAF and Project Narrative,dated February 2016.
Your office has requested that we limit our review to the design of stoirrnvwrater systema: as it relates,to
compliance to local, state or relevant cou de's and regulations,. (based upon our review, Chaaen offers the
following coimmernts for the Town's conslderationr
Storrawater Management&Erosion and Sediment Control:
1. The project proposes to disturb,an airea of 1.,2 acres,and requires the preparation of a Stormwatier
Pollution Prevention Plan (''SWPPP� in accordance with GP-0-15-00.2 that includes eresio n and
sediment controls as well as post construction storm Ater management practices.,A Storruuwater
Pollutpoun Prevention Plain (,S PPP) Inas been provided. Comments relating to the Stormwatder
Management Deport aund.SPPP are offered below.
2. The suubratchmeunt Iboundarles on the pre and post-development drainage maps should not be
limited to the sLubJect property Ilene, It shall include the entire watershed tributary to each design
point.The dr,alinage,maps provided in theS'W 'PPP shall be revised to Incluude existing and proposed
topography on the site so the drainage,divides can be verified,.

3, It does not appear that documentation was provided per Part LF.4 of the SPDES,General, Permit
concernibg construction activities that may affect threatened and endangered species. The
Applicant shall provide the Town with any documentation regarding the above determination and
incorporate the same into,the S'W'PP'P pursuant to Part LF.4 of the SPDES,General Permilt.,
4. It does not appear that documentation was provided per Part I.F.8 of the SIRDES General Permit
concerning, construction activities, that have the potential, to affect aiin historic property. The
Applicant shall address the proiject"s potential to affect an histo,fic property in the WPPP aind
provide the Town with any documentatiion required in accordance,with Part LF.8, of the SPOES
General Permit.
5. The infiltration, swalle is modeled with an, exfiltration rate of 60, in/hr. The Applicant shiaill, clarify
the percolation test results provided on the plans and how the,eAltration rate was establishecl.
6. The W'Qv calculations provided indicate that the Landscaped Infiltration Swale is equivalent to a
DEC infiltration trenc`hi.The detafl provided does,not appearto meet all requirements depicted lirn
figure 6,11 of the NYSSMDM. The Applicant shall clarify how the Landscape Infiltration Swale
meets the design requirements of the infiltratibn trench,
7, 5ection,6.3.3,of the NYSSMDM, Indicates required pre-treatment voluiimes depending,on the fc of
the, underlying soil. The required pre-treatment volume shall be provided meeting these
requirements,The Applicant shall clarify in the 5WPPP how this Is provided.
8, The GS provided in the SW'PPP Is not completed.The Applicant shall provide a completed NOL
9� A legally binding and enforceable, Maintenance agreement may be executed between the facility
owner and the Town ensuring, that proper maintenance rneasures, wil�l be Implemented for all
proposed stormwater management practices as specified in Town code section 14:7-IO.D if the
Town chooses., A draft olf this agreement should be provided to the Town for review and shall be
inclutided in the RPP.
