Your office has requested that we review the design of stormwater system, it relates to compliance to
local, state or relevant codes/regulations and general practice. Based upon our review, Chazen offers
the follow!ng comments for the T'own's consideration.
Stormwater Management&Erosion and Sediment Control:
1. It appears that the proposed site improvements disturb less, than one (1) acre and thus the
project is not required to obtain coverage under the NYSIDEC SPDES, General Permit for
Starmwateir Discharges from Construction ActMty (GP-0-1"02). Comments related to the
proposed stormwater management and erosion and sediment control features proposed for the
site are offered below:

2,� The Applicant has provided a HydroCAD model whlch ana[ysis piost-develbprnent site condlitions.
Hlow,ever, a predevelopment model was not provided such that accurate complarisions to
demonstration stormwater runoff mitigation, has be achieved, can be made. Additionally, the
Applicant shalt provide subcatchmenit maps which depict the subcatchments used to develop
both the pre-and post-development runoff models.
3. Section 63.1 of the NYS SMW states,that the bottom of Infiltration faciliities,shall be located at
least 3 feet above the seasonal[y, high groundwater table. It does not appear that soil testing
was performed. Soii testing shouild be performed to confirm i adleq,uate separation frurni
seasonally high groundwater as well as the Infiltration rates used in the modet
4. The, project narrative states that the new building is 8,400 sq.:ft., in size. However, the
information provided in the HydroCAD model indicates that it Is 101,900 sq.ft- Applicant to
clarify and revise as needed.
5,, The Hydro AD model uses a vold percentage of 50% for nodes 1P and 2P and 100% for 3P.
However, crushed stone typically has, a maximurn void ratio of 40%. Additionally, the sizing, of
the proposed Inf ilt ratio n/eave trenches varies f rorn that shown on the site plan and deta 11s.The
Applicant shall revise the model accordingly.
Conclusions and'Recommendations
It is, our, opinion that the applicant should provide clarification for the above Iterns and Incorporate the
changes in subsequent plan sibmissions.
