The Applicant Intends to construct a single-family dwelling and driveway.Submitted information includes the following: • Site Plans titled"The Crimes Residence',prepared by the LA Group,dated February 9, 2016; • Stormwater Pollution Prevention Plan, prepared by the LA Group,dated February 15,2016; • Supplemental Information for Site Plan Application; • Town of Queensbury Freshwater Wetlands Permit Application,and; • A site plan review application. Your office has requested that we limit our review to the design of stormwater management and erosion and sediment control Items as it relates to compliance to local, state or relevant codes and regulations. Based upon our review of the Information provided, Chazen offers the following comments for the Town's consideration: Stormwater Management&Erosion and Sediment Control. 1. The proposed site development disturbs less than 1 acre of land and will not be subject to NYSDEC Phase 11 Stormwater Regulations. However, this project falls within the Lake George watershed and will be subject to the stormwater management requirements set forth in section 147-11 of the Town code, for projects within the Lake George Park. The project proposes to disturb over 15,000 square feet and Is considered a"major project, 2. Section 147-11-1(3)(c)(11 states, "Storrnvoter control measures shall be designed so that there will be no increase in runoff volume form a ten-year-frequencyltwenty-fotir-hour-durat[Ol?storm -__. .........__ Chazen Engineering,Land Surveying&Land3cape Archdectore Co.,UP,C, Chazen Environmental Seevices,Inc, The Chazen Companhss, 0c, Town of Queen sbury The CrImes Rtsidence March 9,2016 Page 2 event following development over the predevelopment volume." Design point 2 existing condition has a runoff volurne of 0.032 acre-feet and Design point 2 proposed condition has a runoff volurne of 0,04 acre-feet; the Applicant to revise the stormwater design such that it complies with Section 147-11-1(3)(c)[1], 3. Section 147-1.1-1(3)(c)[2) states, "For storm events exceeding the ten-year design storm, the stormwater control measures shall function to attenuate peak runoff flow rates for a twenty- five-year-frequency storm to be eq uol to or less than predevelopment flow rates.""The table on page 10 of the SWPPP does riot match the HydroCAD results; the Design point 2 existing condition has a runoff rate of 0.95 cfs and Design point 2 proposed has a runoff rate of 1,16 cfs; the Applicant to revise the storrnwater design such that it complies with Section 147-11- 1(3)(c)(2)m 4. Section 147-11(i)(3)(c)(4) of the Town code states that "infiltration devices for major projects shall be located a minimum of.100 feet from Doke George and any down-gradient drinking water supply, lake, river, protected stream, water well, pond, wetiond;a separation of more than 100 feet may be,required in cases where contamination of the water supply is possible due to highly permeable solls, shallow groundwater an similar situations. The separation distance shall be a minimum of 5D feet from up-gradlent water supplies. Designs shall mitigate adverse effects that groundwater recharge will hove on adjacent wells, water supplies, wastewater treatment systems, buildings, roadways, properties and stormwater control measure.Stormwoter recharge areas shall be located a minimum of 100 feet from the subsurface treatment system of wastewater treatment system unless it is demonstrated that a lesser separation will not adversely,affect the functioning of such leach fields." The following practices do not appear to conform to Section 147-11(l)(3)(c)(4): a) It appears that Grass Depression, Rain Garden 2, 3, 4, and Stormwater Planter 4 are located within 100 feet of the wastewater treatment system. The Applicant should demonstrate that the stormwater features located less than 100 feet from the leach field will not affect the leach field. b) it appears that Stormwater Planter 1, 2, and Rain Garden 4 are located within 100 feet of wetland, The Applicant shall revise the design to demonstrate compliance with the noted standards, Alternatively if the Applicant Is requesting a variance from the setback distances, they should request the same and provide justification for the variances In support of the design, 5, Stormwater Planter 2 receives runoff from the proposed driveway; according to Table I Required Minimum Separation Distances to Protect Water Wells From Contamination of Part 5 Standards for Water Wells of the NYS DOH,water wells shall be separated a minimum horizontal distance of 100 feet from surface wastewater recharge absorption system constructed to discharge storm water from parking lots, roadways or driveways. Stormwater Planter 2 is located approximately 40 feet from the existing water well.The Applicant shall revise the design to conform to the NYSDOH water well separation standards.
