RESOLUTION TO ACCEPT BIDS FOR WATER DEPARTMENT MATERIALS
RESOLUTION N0, 155 . Introduced by Mr. Hammond Robertson who moved its
adoption, seconded by Mr. Harold Robillard:
WHEREAS , Thomas Flaherty, Water Superintendent did tecommend that we
advertise for bids for Water Department Materials to be used for the
installation of service lines during 1975, and
WHEREAS, eight bids were received and turned over to Mr. Flaherty for
his recommendation, now therefore be it
RESOLVED, that upon Mr. Flaherty' s rea_uest the Town Board accept the
bid on Cast Iron materials of Vellano Brothers Inc. of $1, 251. 70 and be
it further
RESOLVED, that upon Mr. Flaherty' s request the Town Board accept the bid
on Brass and Copper Materials of Martisco Corp. of $3412 . 30, and be it
further
RESOLVED, that the financing of material was included in the 1975 water
department budget.

A discussion was held on the proposed flood insurance program. . .

Supervisor Streeter-noted that the Town was concerned as the the
discrepancies in the maps which were to be used. . noting areas of
Lake George and Glen Lake that the Town does not feel are flood
prone. . .
Frank Dwyer of the State Environmental Conservation Department-passed out
booklets on the proposed insurance program. . (copy on file) . . .noting
that he felt that there are flood prone areas in the town and to protect
these areas the Town should file for the insurance program. . .
an example for the cost of the insurance is on a single family dwelling
25(,% per hundred dollars of property value. . .
Supervisor Streeter-noted that in order for residents in this area to
receive a loan such as home improvement or to sell a home they must
have flood insurance and to receive this under a lesser rate the town
must file for the program. . .
Councilman Olson-noted that he did not favor this insurance but to protect
the families in these area he would vote yes under protest. . .
RESOLUTION APPLYING FOR FLOOD INSURANCE
RESOLUTION NO. 156 , Introduced by Mr. Gordon',,Streeter who moved its
adoption, seconded by Mr. Hammond Robertson:
WHEREAS, certain areas of the Town of Queensbury have been designated as
subject to the periodic flooding (and/or mudslides) , from streams, rivers,
and lakes, causing serious damages to properties within these areas , namely,
Lake George, Glen Lake, the Hudson River, and portions of Half Way Brook, and
WHEREAS, relief is available in the form of Federally subsidized flood
insurance as authorized by the National Flood Insurance Act of 1963; and
WHEREAS, it is the intent of this Town Board to require the recognition
and evaluation of flood and/or mudslide hazards in all official actions
relating to land use in the flood plain (and/or mudslide) areas and
having special flood (and/or mudslide) hazards; and
WHEREAS, this body has the legal authority to adopt land use and
control measures to reduce future flood losses pursuant to the provisions
of Article 16 of the Town Law of the State of New York, and other statutes
in such cases made and provided; NOW, THERFORE, BE IT
RESOLVED, that the Town Board of the Town of Queensbury hereby:
1. Assures the Federal Insurance Administration that it will enact
as necessary, and maintain in force for those areas having .flood or
mudslide hazards, adequate land use and control measures with effective
enforcement provisions consistent with the criteria set forth in Section
1910 of the National Flood Insurance Program Regulations; and
2. Vests the office of the Town Engineer of the Town of Queensbury,
with the responsibility, authority, and means to :
(a) Delineate or assist the Administrator, at his request,
in delineating the limits of the areas having special flood (and/or
mudslide) hazards on available local maps of sufficient scale to identify
the location of building sites.
(b) Providing such information as the Administrator may
request concerning present uses and occupancy of the flood plain
(and/or mudslide) area. {
(c) Cooperate with Federal , State, and local agencies and
private . firms which undertake to study, survey, map, and identify flood
plain or mudslide areas , and cooperate with neighboring communities with
respect to management of adjoining flood plain and/or mudslide areas in
order to prevent aggravation of existing hazards .
(d) Submit on the anniversary date of the community' s initial
eligibility an annual report to the Administrator on the progress made
during the past year within the community in the development and implementa-
tion of flood plain (and/or mudslide)area) management measures.
3. Appoints the office of the Zoning Inspector (Building and Zoning;
Enforcement Officer) to maintain for public inspection and to furnish upon

request a record of elevations (in relation to mean sea level) of the
lowest floor (including basement) of all new or substantially improved
structures located in the special'"flood hazard areas. If the lowest
floor is below grade on one or more sides, the elevation of the floor
immediately above must also be recorded.
4. Agrees to take such other official action as may be reasonably
necessary to carry out the objectives of the program.
5. The Town Board of the Town of Queensbury by the adoption of this
resolution specifically reserves the right and privilege of seeking
amendments and changes of maps and designations heretofore made as to the
areas of the Town claimed to be subject to periodic flooding (and/or mudslides'
more particularly, and without limiting the same, to the areas designated on
the map annexed hereto and designated as Exhibit "A".

Mr. Dwyer-This would not over lap the N.Y. St. Code because they do not
cover the flood prone !Areas in this way- . . . .The system will be under local
control with reports to be filed with the federal government at the end of
each year. . .
RESOLUTION FOR FLOOD INSURANCE BUILDI14G PERMIT SYSTEM
RESOLUTION NO. 157, Intkothiced by Mr. Harold Robillard who moved its
adoption, seconded by Mr. Hammond Robertson:
WHEREAS, the Town of Queensbury has adopted and is enforcing the New
York State Building Construction Code and the Zoning Ordinance of the
Town of Queensbury, and
WHEREAS, by virtue of the Building Code and Zoning Regulation as aforesaid,
any person, firm or corporation is prohibited from erecting, constructing,
enlarging, altering, repairing, improving, moving or demolishing any build-
ing or structure without first obtaining a separate building permit for each
building or structure from the building Inspector of the Town of Queensbury,
and the Building and Zoning Enforcement Officer of the Town of Queensbury,
and
WHEREAS, the Office of the Building and Zoning Enforcement Office and
Building Inspector of the Town of Queensbury must examine all Plans and
specifications for the proposed construction when application is made to
him for a building permit,
NOW THEREFORE, BE IT RESOLVED by the Town Board of the Town of Oueensbury
as follows:
1. That the Building Inspector and the office of the Building and
Zoning; Officer of the Town of Queensbury shall review all building permit
applications for new construction or substantial improvements to determine
whether proposed building sites will be reasonably safe from flooding. If
a proposed building site is in a location that has a flood hazard, any
proposed new construction or substantial improvement (including prefabricated
and mobile homes) must (i) be designed (or modified) and anchored to pre-
vent flotation, collapse, or lateral movement of the structure, (ii) use
construction materials and utillt °i equipment that are resistant to flood
damage, and (iii) use constructioriiethods and practices that will minimize
flood damage; and
2. That the Building Inspector and the Office of the Building and
Zoning Officer of the Town of Queensbury shall review subdivision proposals
and other proposed new developments to assure that (i) all such proposals
are consistent with the need to minimize flood damage , (ii) all public
utilities and facilities, such as sewer, gas, electrical, and water systems
are located, elevated,Agd constructed to minimize or eliminate flood damage,
and (iii) adequate drainage is provided so as to reduce exposure to flood
hazards; and
3. That the Building Inspector and the Office of the Building
and Zoning Officer of the Town of Queensbury shall require new or re-
placement water supply systems and/or sanitary sewage systems to be
designed to minimize or eliminate infiltration of flood WAXers into the
systems and dischArges from the systems into flood waters, and require on-site
waste disposal systems to be located so as to avoid impairment of them or
contamination from them during flooding.

RESOLUTION NO. 158 , Introduced by Mr. Gordon Streeter who moved its

WHEREAS the Town of Queensbury is the owner of property on the south
side of Aviation Road in said Town, the property known as the Town
Highway Garage Property more particularly described on Schedule "A"
hereto annexed, and
WHEREAS pursuant to Section 64 (2) of the Town Law of the State of New
York the Town Board has authority to convey real property in the name
of the Town, subject to permissive referendum, and
WHEREAS, the Town of Queensbury has continued with the erection of a
Town Highway-Police Building which was intended to be financed partially
from the sale of the present Town Highway Garage premises described in
Schedule "A" hereto annexed, and
WHEREAS the Town Board desires to receive bids for the purchase of
said property, now, therefore be it
RESOLVED, that the Town Clerk be and he hereby is authorized and directed
to cause to be published once in the official Town newspapers in the
following form:

Notice is hereby given that the Town Board of the Town of Queensbury
will receive sealed bids up to 5 p.m. D.S .T. on the 12th day of August, 1975
at the Town Clerk' s Office at the Queensbury Town Office Building, Bay and
Haviland Roads , Glens Falls , New York for the purchase of certain real
property described in Schedule "A" hereto annexed and subject to covenants
and restrictions therein cnntained, said conveyance is subject to the

WHEREAS, there are certain obligations payable from the Queensbury
Water District and such funds are not currently available, therefore

RESOLVED, that $30, 000 be transferred from the General Town Furid
to the Queensbury Water District on a temporary loan basis, such
loan to be repaid on or before December 31, 1975.

WHEREAS , upon proper investigation it appears that the applicant has
complied with all of the requirements of the ordinance regulations

from residents of Old Forge requesting Town Mater and Fire Hydrants . . .
Councilman Robertson-will investigate the area and determine the cost of
the improvement to be made and the assessed valuation that can support
the improvement.
Mr. Ramsey of Sherman Island Road requested that water be placed on his
