3.04 r 3.4 APPOINTMENTS\Promote Building Maintenance Mechanic Gary Austin to Working Supervisor in Bldg and Grounds—6-6-16 RESOLUTION AUTHORIZING PROMOTION OF GARY AUSTIN FROM BUILDING MAINTENANCE MECHANIC TO WORKING SUPERVISOR IN BUILDING AND GROUNDS DEPARTMENT RESOLUTION NO. ,2016 INTRODUCED BY: WHO MOVED FOR ITS ADOPTION SECONDED BY: WHEREAS, the Town of Queensbury's Facilities Manager has advised that there is currently a vacancy in the Working Supervisor position in the Building and Grounds Department due to the retirement of the prior Working Supervisor,and WHEREAS, consistent with the Collective Bargaining Agreement, the Facilities Manager posted for such position, and WHEREAS, Gary Austin, a current full-time Building Maintenance Mechanic within the Department,has requested a promotion to the position, and WHEREAS, the Facilities Manager recommends that the Town Board authorize the promotion of Gary Austin from Building Maintenance Mechanice to Working Supervisor as Mr. Austin has met the qualifications and has the required job experience for the position,and WHEREAS, the Town Board wishes to authorize the requested promotion, NOW, THEREFORE, BE IT RESOLVED, that the Queensbury Town Board hereby authorizes and directs the promotion of Gary Austin from Building Maintenance Mechanic to Working Supervisor in the Town Building and Grounds Department effective on or about June 7th, 2016 at the rate of pay specified in the Collective Bargaining Agreement between the Town and CSEA for the Working Supervisor position for the year 2016, subject to a ninety (90) day probationary period and any other applicable Civil Service requirements, and BE IT FURTHER, RESOLVED, that the Town Board hereby authorizes and directs the Town Supervisor, Facilities Manager and/or Budget Officer to complete any forms and take any action necessary to effectuate the terms of this Resolution. NOES : ABSENT: WORKING SUPERVISOR DISTINGUISHING FEATURES OF CLASS: The work involves responsibility for supervising and participating in tasks relating to construction, maintenance and repair of highways, roads, bridges and related structures, tasks relating to municipal buildings and grounds maintenance and repair, or tasks relating to facilities maintenance, including recreation areas.The incumbent acts as a work leader over an assigned work crew. This class differs from that of higher-level positions by virtue of the nature and extent of the supervision exercised. A Working Supervisor oversees the details of assigned work projects, supervises assigned crews as the particular occasion demands and actively participates in work projects,performing both skilled and unskilled work in one or more of the construction, building or grounds trades. The work is performed under general supervision of a higher level supervisor with leeway allowed for the exercise of independent judgment in carrying out the details of the work. This is a broad class which includes positions in many fields of work. Performs related work as required. TYPICAL WORK ACTIVITIES: (Illustrative only) Leads and participates in the construction of gravel,macadam,asphalt or concrete roads; Leads and participates in evacuation,drainage and embankment projects; Leads and participates in the preparation of ditches,culverts, basins and miscellaneous work; Leads and participates in the cutting of brush,trimming of trees,and setting of guide posts; Leads and participates in snow removal and ice control activities; Leads and participates in the painting,repair and routine maintenance of all equipment; Leads and participates in skilled and unskilled building cleaning,maintenance and repair tasks; Leads and participates in facilities,grounds,and/or fields maintenance; Leads and participates in equipment operation,maintenance,repair and safety training programs; Consults with higher level supervisor regarding the scope,scheduling and progress of the work assigned; Observes the work performed and inspects its final completion to ensure safety,effectiveness and efficiency Ensures that the crew is equipped with the appropriate tools, materials and equipment Creates and maintains basic records and reports relative to the work performed; Operates motor equipment,tools and equipment related to the work assigned; May perform manual labor activities relating to the assigned work; May maintain time records and other records; May oversee the servicing of assigned motor vehicles; May maintain inventory records and the pricing of supplies,materials and equipment as directed; May communicate with municipal officials and the public,as needed,relating to facility issue. FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Ability to supervise the work of others engaged in routine tasks; ability to understand and follow oral and written directions;ability to get along well with others;ability to keep records and make reports; dependability; physical endurance; physical condition commensurate with the demands of the position. MINIMUM QUALIFICATIONS: Either: a. Graduation from high school or possession of a high school equivalency diploma and two(2)years of experience in construction, public works,buildings maintenance,grounds maintenance or related activities; b. Four(4)years of paid experience as defined in(a)above. SPECIAL REQUIREMENT FOR ACCEPTANCE OF APPLICATION: Possession of an appropriate New York State Department of Motor Vehicles operator's license at the time of appointment.
