3.4 • 3.4 APPOINTMENTS\Establish Transfer Station Attendant and Transfer Virginia Bates From Laborer-6-20-16 REVISED RESOLUTION ESTABLISHING TRANSFER STATION ATTENDANT TITLE/POSITION AND AUTHORIZING TRANSFER OF VIRGINIA BATES TO SUCH TITLE/POSITION RESOLUTION NO. ,2016 INTRODUCED BY: WHO MOVED FOR ITS ADOPTION SECONDED BY: WHEREAS, the Queensbury Town Board wishes to update the title and duties for the current full-time, hourly, overtime eligible Motor Equipment Operator position at the Town's Transfer Stations, and WHEREAS, the Warren County Department Personnel and Civil Service has reviewed the job duties for the proposed new title and has determined that Transfer Station Attendant is the most appropriate title for the position as set forth in the New Position Duties Statement adopted by the Warren County Department of Civil Service and presented at this meeting,and WHEREAS, the Town Board and the Town's Unit of the Civil Service Employees Association, Inc. (CSEA) have agreed that this new title/position shall continue to be an hourly position to be included in the Town's CSEA Bargaining Unit, and WHEREAS, consistent with the Collective Bargaining Agreement, the Transfer Station Supervisor posted such vacant position within the Town, and • WHEREAS, by Resolution No.: 350,2012, the Town Board authorized the hiring of Virginia Bates in the full-time Union position of Laborer in the Town's Building and Grounds Department on a permanent basis, and WHEREAS, Town Policy requires that familial relationships must be disclosed and that the Town Board approve the appointment of Town employees' relatives, and Virginia Bates is the sister of Deputy Town Clerk II Rose Mellon, and WHEREAS, Ms. Bates has applied for a transfer from her current Laborer position in the Building and Grounds Department to the Transfer Station Attendant position and Ms. Bates meets the requirements for the position and is the most qualified applicant from the Town who desired a transfer, and as such, the Town Board wishes to authorize the transfer of Ms. Bates from the Laborer position in the Building and Grounds Department to the Transfer Station Attendant position on a provisional basis until such time as Ms. Bates meets all Civil Service requirements for the position, and NOW, THEREFORE, BE IT RESOLVED, that the Queensbury Town Board hereby establishes the hourly, full-time Transfer Station Attendant title as set forth in the New Position Duties Statement adopted by the Warren County Department of Civil Service and presented at this meeting, such title to be included in the Town's Civil Service Employees Association, Inc. (CSEA) Bargaining Unit and added to the Union Contract at the next Contract opening, and BE IT FURTHER, RESOLVED,that the Town Board hereby authorizes the transfer of Virginia Bates from her current Laborer position in the Building and Grounds Department to the newly established CSEA position of Transfer Station Attendant effective on or about July 66', 2016 on a provisional basis subject to a ninety(90)day probationary period and any applicable Civil Service requirements, and • BE IT FURTHER, RESOLVED, that the Town Board further establishes the 2016 hourly rate for the position in the Town's Agreement with the CSEA at$19.50, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs the Town Supervisor and/or Budget Officer to complete and file any documentation and take such other and further actions necessary to effectuate all terms of this Resolution. Return One Completed:Copy-To-Warren County Civii Serviee Mara 14.7016 Y TRANSFER STATION ATTENDANT DISTINGUISHING FEATURES OF THE CLASS: The work involves responsibility for ensuring that all solid waste and/or recyclables brought to a Town or Village transfer station are unloaded and deposited in the appropriately designated areas. Duties include the operation and minor maintenance of transfer station equipment. Incumbents also survey incoming loads of refuse,weigh or direct vehicles to appropriate sites or sort and separate solid waste and/or recyclables once it has been deposited.The work is performed under the general supervision of a higher level supervisor.Does related work as required. TYPICAL WORK ACTIVITIES: (Illustrative only). Directs transfer station users in unloading solid waste and/or recyclables; Maintains area surrounding transfer station site clean and free of debris; Operates and performs routine maintenance on a hydraulic compactor and other equipment assigned; May collect fees and account for monies received; May maintain simple records such as dates of container pick up,estimates of amount of refuse handled,etc.; May be required to operate non-CDL vehicles such as plow trucks,skid steers,loader in connection with highway maintenance or other public works projects; Works outside,sometimes in inclement weather; Performs assigned related tasks as required. FULL PERFORMANCE KNOWLEDGE,SKILLS,ABILITIES AND PERSONAL CHARACTERISTICS: Working knowledge of the methods used in performing minor routine maintenance on hydraulic equipment; working knowledge of standard safety precautions used in operating heavy machinery; ability to use standard hand tools;ability to maintain simple records; ability to deal effectively with others;physical condition commensurate with the demands of the position. MINIMUM QUALIFICATIONS: . Graduation from high school or possession of a high school equivalency diploma,and one year of experience in municipal public work activities,general construction, the operation or repair of motor equipment or other related experience.
