TOWN BOARD MEMBERS PRESENT SUPERVISOR DANIEL STEC COUNCILMAN ROGER BOOR COUNCILMAN THEODORE TURNER COUNCILMAN JOHN STROUGH TOWN BOARD MEMBERS ABSENT COUNCILMAN TIM BREWER TOWN OFFICIALS Pine View Cemetery Superintendent Mike Genier SUPERVISOR DANIEL STEC-Opened the Meeting 1.0CEMETERY RATE INCREASE Supervisor Stec-We have been looking at over the last few years ways to make sure that our non tax revenues or fees for various services that we provide are current and realistic, the first department to be updated was Community Development, last year we did Solid Waste increasing garbage fees which had not been touched in ten years, which is now self sustaining. Superintendent Mike Genier and the Cemetery Commission have look at st their fee schedule and made recommendations to take place on January 1. Mr. Steve Lovering and the Recreation Commission are also over the winter looking at their own set of rates. Superintendent Mike Genier-Spoke to the Board on a general rate increase fifty to seventy five dollars depending on the services this will cover everything that we offer at the cemetery and crematory, cost of lots, cost of grave openings, cremations, interments, disinterment’s, and we also do work in the outside cemeteries we have increased the prices there and increased prices for work on Sunday or Holidays and then misc. costs that we have for storage in the vault, mailing cremains to various locations in the country, st after hours work and things like that. The last increase was August 1. 2003. Spoke on the increase in labor and increase in fuel costs, this would be a way to increase the revenue stream. Presented to the Town Board a list of proposed increased rates…Compared rates with Glens Falls Cemetery on Bay Street and St. Mary’s in South Glens Falls also a comparison with crematoriums… Budget Officer Jennifer Switzer-Questioned how much this will increase revenues? Superintendent Genier- Approximately $25,000. Supervisor Stec-Questioned how much the subsidize was? Budget Officer Switzer-$100,000 Councilman Boor-Do you anticipate these rates to keep you even with the energy costs or to actually bring in additional revenues. Superintendent Genier-I think we will be a little ahead of the energy costs. Looking for ways to improve efficiency in the crematory, with better air control on the unit, that will be a $3,000 expenditure. Councilman Boor-Questioned what temperature the unit runs and is there another fuel other than natural gas? SPECIAL TOWN BOARD MEETING 11-14-2005 MTG. 51 116 Superintendent Genier-The temperature is approximately seventeen to eighteen hundred…nothing that I have heard of in regard to alternate fuels. Councilman Boor-How much gas does it take for one cremation? Superintendent Genier-It is hard to determine, it would run approximately a couple of hours. Noted that the new schedule of fees are reasonable. Looking to place, at the cost of approximately $27,000. a columbarium on the cemetery property. Councilman Strough-Where is the closest crematorium? Superintendent Genier-There is one in Troy and one in Plattsburg. Supervisor Stec-Noted a resolution will be forthcoming to increase rates effective in January of 2006. The only department left to look at non tax revenues is the rate structure of Parks and Rec. and they will do that over winter. 1.1DISCUSSIONS Supervisor Stec-Will be receiving correspondence from a business in Queensbury that will be moving from the Queensbury Empire Zone to the City Empire Zone. Budget Officer Jennifer Switzer-You will be getting a memo on changes in the employee handbook. Noted that the Town Departments will be trained on Munis the last two weeks in December all the Town Board Members will have log on and pass words and you will have access to a computer to look up any budget items. Councilman Boor-Questioned if there was access from an outside computer? What would I have access to? IT Director Bob Keenan-It can be accessed. Budget Officer Switzer-You would be able to go in and if there was something in the audit you would be able to see what is in there to be paid, noted there would not be a detailed description. Councilman Boor-Noted he will come in for a demonstration and see if he would want it. th Supervisor Stec-On December 12 we were going to have fire companies come in, in advance I was going to ask Jennifer to send them a letter inviting them to the meeting on th the 12 to go over their budgets for new year included in that letter was what was budgeted for them next year. Requested that the Budget Officer prepare packets for the Board Members on the current budgets from the fire companies. Discussion held regarding increase in Penflex Retirement-will need a resolution from the Town Board to be placed on the ballot this can be taken up next year it is a mandatory referendum. th Supervisor Stec-Also at the December 12 meeting discuss the contact for one year, two years or three years there may also be other discussions on district lines … Mr. Decker will also do the Water Shed Conference Annual Presentation. Councilman Strough-Questioned if that presentation should be done with TV8 present. Supervisor Stec-Noted in the past it was done at a workshop. Councilman Boor-What about West Glens Falls EMS? Budget Officer Switzer-Noted receiving phone calls from Sandy Boucher who wants to know about how they are going to pay their engineers and lawyers, we have asked for specifics and they were to send those specifics to us. Suggested a letter should be written to them that the costs can be covered by the closing of the property. SPECIAL TOWN BOARD MEETING 11-14-2005 MTG. 51 117 Councilman Boor-Suggested a letter go out that everything should be in writing no more phone calls, want to have everything documented. All correspondence should be directed to the Town Board. Supervisor Stec-Noted that a letter will be prepared. Discussion held regarding Great Escape Property- Councilman Strough-the letter gave the option of either deeding over the property or giving us an easement. The problem of the easement is we do not know the exact location of the trail because we have to survey it and assess the ground and soil conditions. Councilman Boor-they do not get their money until they do this, and since we do not know where the location is they are more apt to deed it over to us then give us the easement. Councilman Strough-I would like a letter of intent that they are in the process…Supervisor Stec-The deal is for the sixty five is between us and the County. It would be money we owed the County. Councilman Boor-We do not owe the County money until that is satisfied. Councilman Strough-I would not have given them the option of the easement. The other loose end, you foiled CT Male Associates for Butler Storage Reservoir Dam, requested a copy. Supervisor Stec-Yes I will get you a copy.
