3.02 3.2 SERVICES\Bollam,Sheedy,Torani-Audit Cash Receipts&Disbursements—2016-2018—7-11-16 RESOLUTION AUTHORIZING EXTENSION OF SERVICES OF BST & CO., CPAs, LLP TO AUDIT STATEMENTS OF CASH RECEIPTS AND DISBURSEMENTS FOR FISCAL YEARS ENDING DECEMBER 31ST, 2016, 2017 AND 2018 RESOLUTION NO.: ,2016 INTRODUCED BY: WHO MOVED ITS ADOPTION SECONDED BY: WHEREAS, by Resolution No.: 337,2011, the Queensbury Town Board authorized engagement of Bollam, Sheedy, Torani & Co., LLP, CPA's, now known as BST & Co., CPAs, LLP (BST) to provide cash receipts and disbursement auditing services to the Town of Queensbury for the years ending December 31, 2011, 2012, 2013, 2014 and 2015, with the option of a three year extension of such services if a mutually agreeable renewal was negotiated between BST and the Town, and WHEREAS, the Town Budget Officer has advised the Town Board that she has been pleased with the services BST has provided, she has negotiated an agreement for such three year renewal of such services, and therefore she has recommended that the Town Board authorize a three year extension of BST's services, NOW, THEREFORE, BE IT RESOLVED, that the Queensbury Town Board hereby authorizes a three year extension of the professional services of BST & Co., CPAs, LLP (BST) to provide cash receipts and disbursement auditing services to the Town of Queensbury for the years ending December 31, 2016, 2017 and 2018 at a cost,per year, of. • $26,750—2016 • $27,250—2017 • $27,750—2018 to be paid for from the appropriate account(s) as will be determined by the Town Budget Officer, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs the Town Supervisor to sign any needed documentation and the Town Supervisor and/or Town Budget Officer to take any and all action necessary to effectuate the terms of this Resolution. Barbara • f 4.^ ttp, p • i-4Y ACCOUNTING:'TA ADVISORY June 14, 2016 Barbara H.Tiemey, Budget Officer Town of Queensbury 742 Bay Road Queensbury, New York 12804 RE: Audit Services Proposal Dear Barbara: We are nearing the completion of our audit of the financial statements of the Town of Queensbury(Town) as of and for the year ended December 31, 2015. We will present the results of the 2015 audit to the Town Board at a meeting this summer. The issuance of the 2015 audit will conclude our professional services agreement with the Town as detailed in our professional services proposal dated September 29, 2011. We value the relationship we have developed with the Town over the past five years and would very much like to be of continued service beyond the 2015 audit. In addition to the required auditing services, we have provided assistance to the Town in the following areas: • Review of Town departments, including clerk, receiver of taxes, recreation, water, and most recently highway; • Assistance with IRS reporting requirements for meal allowances; • Consultations regarding withholding taxes and reporting requirements,and • Policies regarding fund balances. We have made the resources of our firm available to the Town and have provided value outside of the required audit services. Given our familiarity with the Town's operations, we feel that we are best suited to deal with any challenges the Town may face in the near future. Further, we feel that our knowledge of the Town's Federal programs will be beneficial to the changes required under the Office of Management and Budget (OMB) Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards effective for 2015 Federal awards. Section I B. of the Town's Request for Proposals dated September 1, 2011 provides for an option to extend the professional services contract for an additional three years. We value our relationship and would appreciate the opportunity to continue to be of service to the Town by providing the following services contemplated in the original agreement for an additional three years. The proposed fees for 2016 represent an increase of$500 (1.5%)over fees for the same services provided for 2015. Please confirm that the proposed fee arrangement is agreeable with the Town.
