OMall Site Plan Application & Building Modifications VISION Engineering CIVIL • STRUCTURAL • MUNICIPAL June 15, 2016 Town of Queensbury 742 Bay Road Queensbury, NY 12804 Attn: Craig Brown RE: 102 Quaker Road - Site Plan and Building Modifications Omall Family Limited Partnership VISION Engineering represents the above applicant who previously obtained site plan approval from the Town of Queensbury Planning Board under application SP20-2014. At this time the Owner would like to make minor changes to the building structure in addition to slight changes to the site as a result of having secured a tenant for Tenant Space #1. The site modifications proposed are minor in nature and minimally impact prior approved changes by the Town Planning Board. The proposed building modifications are limited to the front and a portion of the east side, including a small addition and alternations to the existing fagade. It is our understanding the proposed building and site modifications require site plan review, a front setback variance, and a sign permit and variance. A brief summary of the project is as follows; 1. The applicant would like to modify the building by removing the existing roof overhang along the front and a portion of the east side and replace it with a new front entrance structure and more modern fagade finish. While the existing brick would remain, the upper portion of the front and east wall currently an overhang with shingles would have an EIFS finish applied. In addition, an entrance structure/tower is proposed on the front to allow for a more modern building appearance, and which also is more in conformance with the Route 254 architectural design standards for multi-use retail buildings. The entire front portion of the existing building is non- compliant with the required front setback of 75 feet, thus any changes to the front of the structure would require an area variance. In addition to the building changes, minor site changes are proposed to enhance the previously approved east side entrance to the Tenant 1 space. Because it was preferred that parking be on the east side of the building to improve traffic safety and provide better control of access to the site (instead of the entire front as currently exists), the primary entrance to be utilized by Tenant 1 patrons is on the east side of the building. We propose to remove a parking space directly in front of the side entrance and added a landscaping island near the side entrance for improved aesthetics. 2. In addition to the minor site and building alterations, the Owner would like to propose signage for the building for permitting and approval. The retail/office building consist of three tenant spaces, thus the building is designated as a Business Complex according to the sign regulations. Signage allowed in accordance with Chapter 140 is as follows; a. Each site entrance can have one freestanding sign up to 45 square feet in size. While the site consists of two entrances and separated parking areas, currently only one freestanding sign is desired at the main access for the east side parking lot. The existing sign will be replaced which lies within the existing sign planter. The new sign will be 45 square feet, post mounted, double sided, and internally back-lighted. It will allow for designated space for each of the three tenants. b. Each tenant is allowed one wall sign up to 100 square feet in size. The Owner would like each tenant to have their own wall mounted building sign per the code. Maintaining visibility and branding along Quaker Road is imperative to the retail business so Tenant 1 would like to place one 100 square foot sign (utilizing internally lighted building mounted lettering) on the proposed entrance structure. In addition to signage on the front permitted by code, Tenant 1 proposes to install a wall mounted prefabricated internally lighted sign above the east side entrance. This sign would be no greater than 45 square feet in size, and is proposed to be installed on a skewed canopy structure to be constructed on the existing masonry building face. Because only one wall sign per tenant is allowed and Tenant 1 desires two wall mounted signs, a sign variance is required for the second side entrance sign proposed. I expect you will find the enclosed documents satisfy submission requirements. The Planning Board shall not approve a Site Plan unless it first determines that such site plan meets the following Standards. Please prepare responses to each of the following topics. STANDARDS B. The proposed project furthers or is consistent with the policies of the Town's Comprehensive Plan. C. If adjacent properties are either undeveloped or previously developed without having made provision for future linkage, then a future connection must be identified and provided for in the site plan under review for such future linkage when the time arises. The Planning Board may require proof that the applicant has made contactwith adjacent property owners for purposes ofcoordinating linkageswith adjacent properties. H. The project shall not have an undue adverse impact upon the natural,scenic,aesthetic,ecological,wildlife,historic,recreational or open space resources of the town or the Adirondack Park or upon the adequate provision of supporting facilities and services made necessary by the project,taking into account the commercial,industrial,residential,recreational or other benefits that might be derived from the project In making the determination hereunder,the Planning Board shall consider those factors pertinent to the project contained in the development considerations set forth herein under§179-9-080 of this chapter,and in so doing,the Planning Board shall make a net overall evaluation of the project in relation to the development objectives and general guidelines setforth in§179-9-080of this Article. The provision for and arrangement of pedestrian traffic access and circulation,walkway structures,control of intersections with vehicular traffic and overall pedestrian convenience shall be safe and adequate for pedestrian movement Pedestrian connections between adjacent sites shall be provided to encourage pede5trian use.
