Dear Mr. Brown:
The Chazen Companies (Chazen) has received a submission package from your office for the above
referenced project. The Applicant intends to remove an existing house and construct a single-family
dwelling and driveway. Submitted information includes the following:
• Site Plans titled "Chris Boyd", prepared by Environmental Design Partnership, LLP., dated July
14, 2016;
• Letter from the Town of Queensbury to the Applicant, dated July 14, 2016;
• Project narrative letter, prepared by Environmental Design Partnership, LLP, dated July 14, 2016;
• Architecture Plans by Miller Designs, undated; and
• A site plan review application.
Your office has requested that we limit our review to the design of stormwater management and
erosion and sediment control items as it relates to compliance to local, state or relevant codes and
regulations. Based upon our review of the information provided, Chazen offers the following comments
for the Town's consideration:
Stormwater Management& Erosion and Sediment Control:
1. The proposed site development disturbs less than 1 acre of land and will not be subject to
NYSDEC Phase II Stormwater Regulations. Projects that fall within the Lake George watershed
are typically subject to the stormwater management requirements set forth in section 147-11 of
the Town code, for projects within the Lake George Park. However, the Application appears to
be under 5,000 square feet of total disturbance (when considering redevelopment of existing

impervious areas) and results in an overall reduction in imperviousness. As such the project does
not appear to be considered a minor or major project by LGPC requirements (as outlined in 147-
11 of the Town code). Considering this, we offer the following comments:
2. It is noted that this office recognizes that the proposed plan reduces the total impervious area
of the parcel when compared to existing conditions. Further, it provides facilities for stormwater
management, where no facilities appear to have previously existed (under the existing
condition). When viewed in those terms, the proposed plan can be considered an improvement
in regard to stormwater management over that of the existing site.
3. The Applicant should ensure that the proposed infiltration devices meet the setbacks from
neighboring drinking water supplies, as prescribed by Appendix 5B of the NYS DOH Standards
for Water Wells.
4. Areas shown to have permeable pavers appear as though they may be used for construction
vehicles to access the site. The construction vehicles may compact the subsoil, thus limiting
infiltration under the permeable pavers. As such, soil restoration may be needed to de-compact
the subsoil such that infiltration may be restored. We recommend that the Applicant depict this
requirement on the plans and in the construction notes.
Conclusions and Recommendations
It is our opinion that the applicant should provide clarification for the above items and incorporate the
changes in subsequent plan submissions.
