On November 4,2014, Matthew Huntington,PE from our office visited the site to review the placement of fill materials below the subsurface wastewater treatment system. He performed percolation tests on the soil and determined that the in-place percolation rate was 6 minutes/inch. This percolation rate is considered to be acceptable and the contractor proceeded to install the sand medium and piping for the Presby"'treatment system. Mr. Huntington visited the site again on November 5, 2014 to review the installation of the distribution box,sand and piping materials. Mr. Huntington also review the installation of the piping within the septic tank and determined that it was acceptable. Based on his observations, it is our opinion that the subsurface treatment components of the overall wastewater system were installed in substantial conformance with the requirements of the project design drawings. On December 24,2014, 1 visited the site to review the installation of the wastewater pumping station and associated piping and equipmert Both discharge pumps and the pump controller were installed_ The discharge piping arrangement within the pump station was modified slightly to delete the 114"diameter drain-back holes in the piping and to substitute therefore a ball valve which allows for recycling of a portion of the effluent back into the pump pit,thereby allowing the force main to drain when the pumps shut off. This valve is also used to control the flaw rate into the distribution box. This modification to the original discharge piping design is acceptable. The pump station installation was operated under all design scenarios including normal pumping operations and the possible failure of one or both pumps. The pumps alternated their operation during normal pumping conditions(lead/lag pump configuration)and activated the alarm (as well as the lag pump)properly in the event of pump failure. The flow rate at the distribution box was observed and determined to be appropriate with all discharge laterals receiving approximately the same portion of the overall effluent flow. Based on my observations, it is our opinion that the wastewater pumping system components were installed in substantial conformance with the requirements of the design drawings and are acceptable. At this time,there are only two minor items of work remaining regarding the watewater treatment system installation. A manhole cover is yet to be installed at the discharge end of the septic tank to facies access for future clearing of the tank. The contractor noted that this cover is on order from the supplier and will be installed in the new future. The design drawings also noted that large landscaping boulders we to be installed at the west end of the subsurface treatment field to prevent vehicles from driving over the system. At this time,these boulders have not been installed. We understand that in lieu of the boulders,you intend to install a low decorative site retaining wall in this area as a part of the final sitework and landscaping to be completed this Spring. This wall will serve the same purpose as the original boulders in keeping vehicles off of the treatment system and is an acceptable alternative. The remaining work items noted above will not affect the performance of the wastewater treatment system. In our opinion, the system may be placed into operation at any time after the final inspection is completed and the system is approved by the Town of Queensbury Building Inspector. Please feel free to share a copy of this correspondence with the Town as may be necessary for you to obtain your Certificate of Occupancy for the residence.
