The applicant has revised the project for a 5 lot subdivision of a 9.24 acre parcel with lots ranging from 1.37
acres to 2.02 acres. The project, revised, shows a private drive that has a single access on Corinth Road. 'The:
plans show the location of proposed homes, septic,, driveways,, raingardens,, and stonnWater for the, road. The
Planning Board had, been provided a sketch plan application for the proposed project and did not identify
coincems with the proposal at that time (October 2014). The applicant had the tests, witnessed by the! Town
Designated Engineer. The results indicate no groundwater was encountered.
The applicant has submitted a slormwater management and pollution prevention plan that has been, forwarded to
the Town engineer for review and comment.
The,project site is in the Water district as approved by the Town Board.
Preliminary Review. Preliminary plat subdivision lot layout shows the 5 lot arrangement.. Layout plans, —shows
the a private drive with access to the 5 lots, The lots are: to have septic systems, and. municipal water service.,

Site Design- The plans shows the location of the new home to have a different configuration than the
demolished home where it is now closer to the shore and side setbacks. Site disturbance.proposed is 8,000, sq I
Building—The plans show the first floor with.the garage, 3 bedrooms, living room and kitchen area with access
to the open deck. The basement is a walkout patio area and is proposed to be unfinished. Th,e area under the
garage: is not to be excavated. The building height is 27 ft 6 in being proposed.

The Chazen Companies (Chazen) Ihas recelved the latest project submission. Our office provided an
initial review letter on, May 6, 20,16, however no response to, these comments were provided by the
Applicant, Based upon our review, Chazen offers the following comments for the Town's consideration-
Stormwater Management&Erosion and Sediment:Control:
1. According to the site plan review application the proposed site Improvements disturb less than,
one (1) acre and thus the project is not required to obtain, coverage-under the NNSDEC SPIDES
General Permit foir Stormwater Discharges from Construction Activity (GP-0-15-1002). Comments
related t;io the proposed stormwater management and erosion and sediment ccontroll features
proposed fort he site are,offered below-.
2. It does not appear that stoirmwater callculations are provided.The Applicant shla1l revise the site
plan to include supporting stormwater calculations that demonstrate how storm,water will be
manased on-site. It is noted that according: to the site coverage conditions, the Applicant is
reducing the overall impervious cover on the site.
3. The Applicant shall revise the slite plan to include a stabilized construction entrance in,
accordance with the latest version of the New York State Standards and Specifications for
Erosion and Sediment Control,, in accordance with,town code Chapter 147-9., Also, the site plan
depicts slit fence outside of the Applicant's property and not parallel to the contours. The
Applicant should revise the slit fence location to be on the Applican't's property and shall revise
the silt fence to run,parallel to the contours.
4. It is noted that NYS,DOH Appendix 5-8,7,, Table I states the required minimum separation

The applicant proposes to maintain an existing, 4.1 acre parcel for a Class A .marina operation at the site, The
submitted materials indicate there is existing 67 slips and '75 parking spaces. The applicant has indicated the
Marina has existed, prior to 19,82 when, a DEC permit was obtain, since that time a Lake George Park
Commission permit has, also been obtained, The application. to maintain a Class A marina is subject to site plan
and special use permit as the applicant's application for Administrative review SUP5-2003was denied without
prejudice 11/23/2004.
• Location- The project is located at 3000 State Route 91,, near Ale xy Lane.
• Arrangement-The applicant proposes to maintain an exis,ting Class,A marina operation consisting of a 6.4

• Building -There is an existing building on the site noted as,the Office l uilding. The building
accommodates refuse, restrooms and customer needs,
Site oonditions,'The applicant has submitted plans showing the existing site showing areas labeled for
parkin g on the shoreline side, beach area,, fti,eling area and an area onAlexy Lane for boat storage: and
parking. The aerial,photo indicates there is a lawn area from the beach area to the east boundary line:-a
small portion of this area indicates proposed boat storage on the applicants plans-clarification will be
needed. The LPC permit obtained by staff shows the slip numbers, the beach house building.
Traffic- The applicant's plans show the location of parking on the site with no space markings. The permit
infon-nation indicates there are 75, parking spaces between the Alex y Lane area and the shoreline area.,
Aerial photos, also show one:access point to enter and exit the parking area.,
Grading and drainage plan/Sediment and erosion,control -There are no,proposed changes to the site-
approving the existing site as has been maintained by thre applicant.
* Landscape plan—The applicant has indicated that the existing landscaping, lawn and beach to be maintained
as currently exists.
* Site lighting plan- The existing three light posts along the wooden dock walkway near the office building as
shown on the plan are:to remain.
Criteria for a Special Use Permit listed. below:
A. Harmo?Zy i4pith the Comprehensive Plan: Class A Marina is an allowed use in the Waterfront Zone
through a special use permit. Ilie applicant has explained that the docks area existing.
B. Compatibility- The proposed Class, A Marina site is on a parcel on Lake George and is located aniongst
single family dwellings, vacant land, and nearby to othermarinas.
C. Access, circulation, and parking.- The Marina is, accessible from Route 9L. 'The plans indicate there are
75 parking spaces,

aware that Lake George Park Commission permit also is in existence for this marina. Staff research
