1974-02-07 SP RESOLVED that Ethel Fowler, Margaret Wiles , Elva McDermott, Dorothy Barker, are hereby appointed election inspectors, and Sylvia Dougher, Edith Bowman, are hereby appointed ballot clerks for said election, and it is further RESOLVED and Ordered, that -the Town Clerk of the Town of Queensbury give notice of said special election or referendum by publication of a copy of this resolution certified by the Tnwn Clerk,published at least once in the official newspaper of the Town not less than ten (10) nor more than twenty (20) days before the date set for the ekketion as aforesaid, and that a copy thereof shall be posted on the sign board of the Town maintained pursuant to Subdivision 6 of Section 30 of the Town Law not less than (10) nor more than twenty (20) days before the date designated for the hearing,,µaforesdid, and it is further RESOLVED AND ORDERED, that this order be entered in the minutes of the proceedings of the Town Board. Councilman Olson:noted that any questions on the building can be brought to any councilman or the Department Beads . . . Salute to the Flag. Public Hearing on Fire Protection Contracts-Notice of Hearing was read. . . Supervisor Austin:noted that this was a one year contract, 15, 000 to each company in two. installemtnts the first being tonight and the second on the 7th of August totaling the 15, 000. . OPENED TO PUBLIC: 7 :34 P .M. Biif Martin: requested the reading of the contract. . . Supervisor Austin: read the contract. . . noting that the contract is approximately the same with minor changes. . . a) total amount being 15, 000 b) dates being changed c) no provisions 40 for setting up fire study committee, the committee is already set up and nearing the completion of its work. Jim Canavan: .Has the results of the Fire Committee been made part of the record yet? Supervisor Austin: No The only minutes that the Town Board has is of the meeting held January 15, 1974 of the Fire Protection Committee. . . Jim Canavan: requested the reading of the Minutes. . . Supervisor Austin: read the minutes : MINUTES OF QUEENSBURY FIRE PROTECTION STUDY COMMITTEE HELD AT BAY-RIDGE FIRE HOUSE ON 1-15-74 The meeting was opened by Chairman Roger Hewlett. In attendance were Mr. Hewlett and Phil Davies, North Queensb ury; Chuck Ogden, Bill Mellon, and Gary Evans, Bay-Ridge; Frank Shortell and Richard Collin, Queensbury Central ; Vic Miner, Glenn Gregory, and Mickey McFarren, West Glens Falls ; Al Dufour, Art Seney, and Ed Waters, South Queensbury. North Queensbury and Queensbury Central submitted Letters of authority. Chairman Hewlett requested the remaining fire com- panies to submit Letters of Authority within two weeks . Chairman Hewlett outlined Supervisor John Austin' s proposals for (1) setting up five separate fire protection districts, and (2) hiring a part-time fire marshal to enforce the fire code and act as liason between the Town Board and the fire companies regarding budgets . A general discussion of Supervisor Austin' s proposals followed. Chairman Hewlett moved that the first proposal be voted upon and it was approved to set up five separate fire protection districts . All five fire companies voted "Yes." The Committee approved the proposal to establish the post of fire marshal with the reservation that applicants be screened by this Committee and their recommendations for filling the post be taken into consideration by the Town Board. All five fire companies voted "Yes . " The Committee asked the Chairman to discuss with Supervisor Austin the Town Board' s position with regard to tax distribution for funding the ambulance services since the five fire districts are serviced by three ambulance units. Chairman Glenn Gregory reported for the Boundary Sub-Committee that the Boundary Committee feels that negotiations on boundary lines should be conducted by the fare companies bord&rins the boundary line in question. Agreement has been reached by West . Glens Falls and Queensbury Central and map was shown. The meeting was adjourned by the Chairman. Respectfully submitted, /s/ Richard Collin Secretary Supervisor Austin stated that the input was not sole*y from him but from the Study Committee and Mr. Proper and the Town Board. . . the legal work would have to be done by the Town Board this year even though thelfivetdletricts could not be created until January 1975 . . . A fire Code and Marshal could be hired prior to that time. . . public information meetings will have to be held on this topic . . . Unknown: Will there be a public hearing in regard to the Fire Marshal? Supervisor Austin: We will not have to have a public hearing but as a matter of policy a public information meeting will be held. We would have to have a legal public hearing to disblve the present -- 44 district and create five new ones- Recessed: 7:46 P.M. Public Information meeting on the Highway - Police Building Supervisor Austin noted that this is the thud information meeting Ken Parker: Will the police area have a 24 hour radio service and will it be available to the fire companied? Supervisor Austin: The building is being prepared for 24 hour service, as far as the Fire Companies using this the Board has decided to have the Town Engineer make a study of the communications that will be needed when this is completed the Board will know how far to go in as far as this system being set up. . . Ken Parker: Will burglar alarms systems be set up? Gilbert Schlierer-Chief: Yes, there will be a panel. . . Jim Canavan: When will the 24 hr. service begin? Supervisor Auatmn: Within one yaur of the construction of the building. . . Ken Parker: If the estimated sale value of the existing plant is low will the added money be used to reduce the expenditure? Supervisor Austin`: if we get more than anticippted I would recommend that the Revenue Sharing Monies .be used for other purposes. . . Closed 7: 56 P.M. RESOLUTION FOR FIRE PROTECTION CONTRACTS RESOLUTION NQ_, Introduced by Mr. Daniel Olson who moved its adoption, seconded by Mr. Harold Robillard: WHEREAS , there has been duly established in the Town of Queensbury a fire protection district known as "Town of Queensbury Fire Protection District" embracing all of the territory of said Town, and WHEREAS , it is proposed that contracts be entered into with Bay Ridge Volunteer Fire Company, Inc. ; West Glens Falls Volunteer Fire Co . Inc. ; North Queensbury Volunteer Fire Co. Inc. ; South Queensbury Volunteer Fire Co. Inc. ; and Queensbury Central Volunteer Fire Co. Inc. ; for the furnishing- of fire protection to such district, and HHEREAS, due notice has been given of a public hearing to be held at the Town Office Building, Bay and Haviland Roads in said Town on the 7th day of February, 1974 at(7- 30 P.M. D.S .T. to consider such contracts, the notice duly specifying the time and place of t-hk. hearing as afore- said and giving in general terms the proposed contract, and VIHEREAS, sX4d hearing having been held and all persons and appeea- ing having been heard, it is hereby RESOLVED, that this Town Board contract with the said Bay Ridge Volunteer Fire Co. Mr. Martin-noted that the County could not legally adopt and Fire Code. . . there will have to be legislation in order for the County to have a Fire Code. . . Chuck Ogden noted that the Local Government on the Town Level dould adopt a fire code. . . Victor Miner question the board as to when the West Glens Falls Fire Company could use the new Hydrants. . . -The Town Board will notify the West Glens Falls Five Company when the Hydrants can be used. . .
