October 15, 2016 Mr. Chris Hunsinger, Chairman Town of Queensbury Planning Board 742 Bay Road Queensbury, NY 12804 Re: Lake George RV Parkā€”East End Pool Area Improvements Dear Mr. Chairman: On behalf of Dave King, owner of Lake George RV Park, Inc. (LGRV Park), we believe this application is in full compliance with the Town's site plan standards and applicable local laws including Chapters 136 and 147 for water supply, sewage disposal and stormwater management local law. The following is a brief description of the project to assist the Planning Board in their review. The proposed project consists of the construction of a new zero entry pool, children's splash pad area, warming tubs, two (2) mechanical buildings, indoor pool building addition and associated pool decks, walkways, utilities, sanitary and stormwater improvements. The existing pool building fagade will also be updated as part of the project to match the new mechanical buildings. The existing pool, wading pool and pool decks will be demolished. Overall site disturbance for this project will be approximately 1.40 acres. Stormwater While there will be over one acre of disturbance as a result of this project, there will be no discharge off site. All runoff from the existing pool area is handled on site in a flat area and low/depression area. After improvements have been made, we are proposing to continue to utilize these areas. Alterations will be made to the low area to assure continued infiltration of stormwater, particularly during the winter months. See DEC permit waiver (in stormwater report) and stormwater summary for more details. Buildings Mechanical/Pavilion Building #1 will be approximately 1,269 sf (2,077 sf roof area), Mechanical/Bathroom Building #2 will be approximately 1,764 sf (2,855 sf roof area) and the pool building addition will be approximately 221 sf(746 sf roof area). Site The East End Pool area is not accessible to the general public and there will be no additional employees hired as a result of the new improvements. Therefore, additional parking is not proposed. Mr. Chris Hunsinger October 15, 2016 Page2 No additional traffic affecting Town roads will be generated as a result of this project. There will be no new curb cuts; the existing entrance drive will continue to be used. The pool area has a significant buffer of mature and understory vegetation along the Route 149 corridor. There is also substantial screening internally to the camp along the west and southern perimeters of the project area. The applicant is proposing additional plantings to mitigate potential visual impacts from within the camp and the Route 149 corridor. Lighting Outdoor lighting is proposed as shown on the Lighting Plan. Lighting will be limited to night sky compliant fixtures. Two levels of lighting will be provided as follows: 1. Overhead lighting is being provided to illuminate the pool area when the pool is used after dark. The intensity of the overhead lighting shown is required by the NYS Department of Health for the safety of swimmers. This lighting will only be used when swimming is permitted after dark, likely towards the end of the camping season. 2. Pedestrian lighting is being proposed to illuminate walking surfaces in the pool area after dark when campers gather to utilize the recreation, fire pit and fireplace areas. This lighting will be "ambient" in nature and is at a much lower intensity than the overhead lighting used for swimming. Additional lighting will be mounted on the new buildings and proposed addition to illuminate areas in front of the entrances. Hours of operation will typically be dawn to dusk for swimming activities with extended hours for the use of the recreation facilities, fire pit and fireplace. On occasion, the pool will be used after dark. All rules of the LGRV Park will apply.
