Re: Fairfield Senior Housing
construction of the additional 2 bays. 'ffie Fifth parking boy is located south of ybridge Drive,
on lot 13, This parking is, not yet needed for commercial development, and may or inay not be
needed for the senior housing units, but since proposed zoning rhanges will likely require that all
residienfial parking be located outside of the 000' setback line, therefore this bay is proposed to
be bonstructed initially,
'Ilia project includes additional walking pagis around the new site and connecting to the multiuse
path to give residents, anentireivalking loop. In support of the housing project, recreation areas
have been earmarked (bocce ball, badminton., shuffle board, etc,) along with an outdoor dining
area, sitting area, and bicycle storage, Aed,-
Lighting currently used in. the Parkwill be continued throughout the Fairfield senior housing
project; ie:. the sarne fixtures as well as spacing, and height, Landscaping is proposed on the
attached plans, with many trees added to supplement those already p1wited when the Park was
originally develop,ed. Saveral perenniallannual planting, beds are planned, along with at least 2
;4resident gardens" where tenants in the housing project can plai-A flowers/vegetables.
Our current goal is to obtain site plan approval for the entire project, including all of the parl<ing
shown on the site, plan. We look fbrward to discussing this project with each board, and iri the

Re: "Fairfield Sen ior Ho usi rig"' Site Plan
The proposed housing projectt is in keeping with ne:arb ' uses, and is in
keeping with zoning requirements. In as rn=h ,as senior housing tends to have.
tenants, that do not demand as much in community services, including not
driving as much or in the same patterns a,s working corrirnuters, much of the
impact that other housing, projects would have should not be realized.
F The establishment, maintenance and operatian of the proposed arse will not
create public hazardsftom ti-qffic, tra'ac congestion or,the parking of vehicles
andloy- equipment or be otherwise detrimental to the health, sqfetjr or general
welfare ofpersons residing or uporking in the neighborhood or to the general
wearea the taw m Traf P
,fte access and circulation road intersections, road
and driveway widths, and trafficcontrols will be adequate.
Senior housing typically glenerates, fewer individual automobile, trips than does
other housing types, especially single family homes. That traffic that is
generated is often at a different time of day from committing workers, thus
reducing the impact to road, networks.
G. Off-streel parking and loading facilities will be appropriately located and
arranged and suf ficie n
, to meet traffic anticipated to be generate dby the new
'use, The establishment of vehicle, links between parking areas ofadjacent
properties are provided where feasible, This fitrihers the Town's goal of
reducing curb cats andre 'arcing congestion. A. twenty-foot Wide Connection is
required. If a4iacent properties area either uncle velqped Or previously
developed without having made provision for future linking, then a funav
connection must be identified and provided, or in the site plan under review
fir suchfuture linking when the time arises. 1""he Planning Board mqy require
proof that the applicant has made contact with adjacent propero owners for
puiposes of coordinating 107,kages with o4jacent properties.
The Fairfield Professional Park was initially designed with shared parking to
be utilized all occupants of the park, and the proposed housing project
maintains that therne. Queensbury zoning requires, one parking space for
every two senior housing units, which in this case equates to 2712=1 15 or 14
required spaces, Our proposal is to construct two parking areas, each capable
of handling 15 spaces, including for the, handicapped. A total of 30 spaces are
proposed in order to accommodate residents plus staff, and any excess would
be,available for other park tenants under the shared, parking theme,
H. The project shall not have an undue adverse impact upon, the natural, scenic,
aesthetic, ecological, wildlife, historic, recreational or, openpace resources
of the town or the Adirondac* Park or upon the adequate provisian, of
supporting facilities and service made necessary by the prqlect, taking into
account the commercial, industrial, residential, recreational or other benefits
that might be derived ,frons the project, In making the detern finalion
hemunder, the Planning Board shall consider those factors pertinent to, the
project containedin the development cansiderations set, forth henin under §

Re- "Fairfield S-enior:Filo asin g"Site Plan
The Fairfield Professional Park. was designed to connect all lots to existing
Town of Queensbury water and wastewater districts. A water main currently
is located along the east wall of the. proposed building, thus excellent water
supply is available for domestic and fire figlabra g needs. Likewise, low
pressure sewers am routed to the north.and south ends of the, building, and two
new wastewater connettions are proposed,, one at each end, to, provide backup
in case of purnp failure.
L. The adequacy, type and arrangement of trees, shrubs and other suitable,
plantings', landscaping andscreening shall effectively provide a visual andlor
noise, buffer, between the applicants and adjoining lands, including the
Maximum retention of existing vegetation and maintenance, including
replacement of dead or decetas edplana.
A landscaping plan has, been developed that includes trees, shrubs and
perennials that will enhance the: project from both within and without. In
particular, at least a dozen trees will be planted within and around the 'parking
complex that will not only break up the parking, areas, but Will also screen and
disrupt the building fagade from Bay Road.
Al., Fire lanes,, emergency zones andfire hydrants will be adequate anti meet the
needs andrequirements of emergency ser vice providers.
"'he building will be accessible from adjoining parking areas, from Baybridge
Drive, and from the multi-use path along the west side. In addition, fire
