1974-03-21 SP NOTICE TO BIDDERS
Notice is hereby given that the Town BQ*rd of the Town of Queensbury will
receive sealed proposals on a new Vacu-Sweep Street Sweeper. A complete
copy of the specifications will be available in the Office of the Town
Clerk. Bids will be received up to 5 :00 P.M. on the 11th day of April,
1074 at the Town Clerk' s Office in the Queensbury Town Office Building
BAy and Haviland Roads, Glens Falls , New York 12801.
Bids must be submitted in sealed opaque envelopes marked Vacu-Sweep Street
Sweeper bid and there shall be included in such bid the Certificate of
non-collusion required by Section 103D of the general municipal law and
the bidder must state the approximate date of delivery.
The Town Board will meet at the Queensbury Town Office Building at 7 : 30
P.M. on the 11th day of April 1974 at which time the bids will be opened
and read aloud.

Councilman Streeter noted that the work was going along well. . .
Supervisor Austin noted that the Town Board will meet with Mr. Horace
Barber and a man from the New York Telephone Company after this meeting. . .

RESOLUTION TO AUTHORIZE PUBLIC HEARING
RESOLUTION NO. 87, Introduced by Mr.John Austin who moved its adoption
seconded by Mr. Gordon Streeter:
WHEREAS , Mr. & Mrs. Stephen Seybolt have made application in accordance
with paragraph 2 (c) Section 4, of an ordinance of the Town of Queensbury
entitled ORDINANCE FOR THE REGULATION OF MOBILE HOMES AND MOBILE HOME
COURTS IN THE TOWN OF QUEENSBURY, WARREN COUNTY, NEW YORK, to locate
a mobile home outside at property situated at Luzerne Road, and
WHEREAS, it is hereby determined that said application complies with the
requirements of said ordinance, and
WHEREAS , it is hereby determined that the facts presented in said
application are sufficient to justify further consideration by this board,
therefore be it
RESOLVLD,. that pursuant to the provisions of the above mentioned ordinance,

Dear Mr. Norton:
At the regular monthly meeting of our garden club held Monday
evening, March 18, 194, our membership voted unanimously to re-
quest the town planning board to rezone our area from it ' s present
classification of R-4 to a new classification of R-1.
We have not done this without due deliberation. For the past
several months we have discussed it at our meetings and we have also
talked it over with as many other residents of our area as possible .
Since we have had several incidents in the past few years involving
businesses in homes , usage of homes for boarding house type rentals,
and some yards that approach what could be termed a Junkyard, we all
felt that more restrictive zoning would help give us more protection
and further our organizations aim of beautification of the area.
The area which we wish to have you consider would be described as
follows : All that land in the Westland subdivision north of Aviation
Road, including Owen Avenue, Westmore Avenue, Sunset Drive, Pinewood
Avenue, Sherwood, Lynnfield Drive, Morewood, and Crestwood, the peri-
meter to be determined by the back lot lines of the lots on the outer
most streets, i.e. Owen, Crestwood, Morewood, Sherwood, and Pinewood;
the southerly limit we would request to lie in a line parallel to and
500 feet from Aviation Road so that there would be no conflict with
either present or future zoning along Aviation Road.
If there are any questions that might arise, we would be glad to
sit down with the planning board and discuss this matter. We would
also appreciate a notification if there is a hearing on this proposal .

- Several Town Officials will be attending a conference of the APA held
at Indiati Lake March 22, 1974. . .
- Supervisor Austin noted that he attended a meeting of the State Comptroller
Committee on the Real Property Tax (Public Hearing_ ) This is a committee
that is gathering information throughout the state in several areas that
are troublesome, there was a good deal of publicity in regard to tax
sales several months ago when down in Rennsalaer County there was an
unjust situation where a family lost their home with virtually no
notice. This has been a mat-ter of discussion in this town and
elsewhere. Another area of Real Property taxation that is a problem
on many occasions is the differing penalty percentages dealing with
villages, schools , water rents ,county return taxes and percentages
of penalties from month to month differ in almost all those areas
and it would seem logical there would be some uniform system and a
system has been developed here which needs some study, one suggestion
that was made by this committee and is currently being considered
is the elimination of a town tax collection agency, without the
elimination of similar officials in cities and villages . Mr. Austin
stated that he sees the justification for unified taxes . Mr. Austin
suggested that the board consider a resolution in opposition to the
abolition to the position of Receiver of Taxes and Assessments or
Town Tax Collector unless it is apart of an overall unification system
within any amendments of the Real Property Tax Law.
Mr. Streeter inquired about School Districts collecting taxes .
Mr. Austin said that when you have a part city and part town like we
have this would be extremely confusing. This is another good reason
that we express our opposition to the unilateral abolition of the
office of F eceiver without further study and certainly not unless there
is going to be a uniform tax collection system in every aspect of
municipal government.
RESOLUTION EXPRESSING OPPOSITION TO THE PROPOSED ABOLITION OF THE OFFICE
OF RECEIVER OF TAXES AND ASSESSMENTS
RESOLUTION NO. 88, Introduced by Mr. Gordon Streeter who moved its adoption,

WHEREAS the State Comptroller' s Committee on the ReAl Property Tax
Law is considering changes in real property tax enforcement; and
WHEREAS abolition of the Office of Town Receiver of Taxes and Assess-
ments has been proposed as part of a unified system of tax collection
and enforcement; and
WHEREAS such a move would not effect real unification and would put
town taxpayers and some school district taxpayers at a great disadvantage,
now, therefore, be it
RESOLVED, that the Town Board of the Town of Queensbury hereby expresses
its opposition to the proposed abolition of the Office of Town Receiver
of Taxes and Assessments ; and be it further
RESOLVED, that copies of this resolution be transmitted to the New York
State Department of Audit and Control, and to the New York State
Division of Equalization and Assessment.

CONDUCT PUBLIC HEARING IN CONNECTION WITH THE ACQUISITION OF PROPERTIES
IN THE TOWN OF OUEENSBURY
RESOLUTION NO. 89, Introduced by Mr. Gordon Streeter who moved its
adoption, seconded by Mr. John Austin:
WHEREAS , the New York State Department of Environmental Conservation has
made application for Federal funds for the acquisition of most of the real
property in that region of the Town of Queensbury bounded by Bay Road,
Pickle Hill Road and Route 9L; and
WHEREAS, such acquisition. may threaten the existence of historic buildings
and an important archeological field site; and
WHEREAS , said property lies within a region ::lesignated as "resource man-
agement" by the Adirondack Park Agency legislation and is subject to the '
jurisdiction of said agency; and
WHEREAS , a preliminary conference of town representatives and officials
of the Department of Environmental Conservation, held under the auspicies
of the Lake George-Lake Champlain Regional Planning Board, resulted in
demonstration of the desirability of a public hearing; now, therefore be it
RESOLVED, that the Town Board of the Town of Queensbury hereby requests the
Lake George-Lake Champlain Regional Planning Board to conduct such hearing,
pursuant to pertinent laws, rules and regulations of the State and Federal
governments.

for town roadways not less than fifty feet in width, which is described
in Schedule A attached hereto, and made a part hereof, and
WHEREAS, Carl A. Garb, Superintendent of Highways, has advised that he
recommends to this Board that it accept this land for highway purposed
into the town highway system, and
WHEREAS, the deed has been approved by J. David Little, Esq. Counsel to
