RESOLUTION AUTHORIZING WATER TREATMENT PLANT
SWITCHBOARD UPGRADES PROJECT, ESTABLISHMENT OF
CAPITAL PROJECT FUND #214 AND ENGAGEMENT OF
DELAWARE ENGINEERING, DPC FOR ENGINEERING SERVICES

WHEREAS, the Town of Queensbury wishes to establish a Capital Project that will
provide for the replacement of the switchboard at the Town of Queensbury Water Treatment
Plant, and
WHEREAS, the Town wishes to establish and fund the Revenue and Expense Accounts
for the Capital Project in a total amount of$20,900, and
WHEREAS, the Town Water Superintendent solicited and received proposals from three (3)
engineering firms for the preparation of engineering plans for the switchboard upgrades, and
WHEREAS, Delaware Engineering, DPC submitted the lowest and best proposal for such
engineering services related to the Capital Project for the approximate amount of$19,000 as set forth
in its November 1, 2016 proposal presented at this meeting, and
WHEREAS, accordingly, the Town Board wishes to establish a Capital Project Fund for
the Project and authorize such engagement of Delaware Engineering, DPC, and
WHEREAS, the Water Superintendent has advised the Town Board that there are times
when Change Orders may become necessary for such Project and has requested that the Town
Board also authorize him to approve and sign certain Change Orders up to a 10% contingency for
Change Orders that he deems necessary or appropriate,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby authorizes the Water Treatment
Plant Switchboard Replacement Project and authorizes and directs the establishment of the Water
Treatment Plant Switchboard Replacement Capital Project Fund 4214 in the amount of$20,900
which will establish funding for expenses associated with this Capital Project, and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs that funding for such
Capital Project shall be by using $20,900 of unappropriated, undesignated Fund Balance 040-
0000-0909 and transferring such balance to the Capital Project as follows:
• 040-9950-9030 Transfer to Capital Project - $20,900
• 214-0000-55031 Interfund Revenue - $20,900
• 214-8320-2899 Capital Construction - $20,900
and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and accepts the proposal of
Delaware Engineering, DPC dated November 1, 2016 for professional engineering services for the
preparation of engineering plans for an approximate amount of$19,000, and

BE IT FURTHER,
RESOLVED, that the Town Board hereby authorizes the Town Water Superintendent to
approve and sign Change Orders pertaining to the Contract up to a 10% contingency or in the
total amount not exceeding $1,900 that he deems necessary or appropriate, and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Town Budget
Officer to amend the Town Budget, make any adjustments, budget amendments, transfers or
prepare any documentation necessary to establish such appropriations and estimated revenues,
and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Town Supervisor to sign
any needed agreement with Delaware Engineering, DPC substantially in the form presented at this
meeting, as well as any other needed documentation and the Town Supervisor, Water Superintendent
and/or Town Budget Officer to take any and all actions necessary to effectuate all terms of this
Resolution.

Dear Mr. Harrington:
Delaware Engineering D.P.C. (Delaware) is pleased to offer this proposal to provide professional
engineering services for the preparation of engineering plans for the Town of Queensbury Water
Treatment Plant Switchboard Upgrades. Our proposal also includes preparation of an Arc Flash
Study at the water plant. Delaware Engineering and its staff have completed design and
construction engineering services for many similar infrastructure projects. In addition, our local
presence ensures that we are readily available to meet with Town staff and deal with design and
planning issues very quickly. Our proposal to the Town of Queensbury includes the following
scope of services:

Schedule
Delaware will complete the design within 60 days of authorization and provide a copy to the
Town for review and comment.
Engineering Fee
Proposed engineering fees to complete the work are $19,000 and will be billed on a lump sum
basis for the tasks listed above. An hourly rate schedule is attached.
Our project team consists of engineers, planners and scientists that are leaders in the field of
water plant design and construction. We trust that this experience will bring significant benefits

PROJECT UNDERSTANDING
The Queensbury Water Department is seeking electrical engineering assistance to design the
replacement of the outdoor electrical switchboard at the water plant. The electrical design shall
include one line diagrams, layout drawings, and specifications. The electrical engineering for
this project shall also include an Arc Flash Study at the water plant.
Delaware proposes the following Scope of Services for the Queensbury Water Plant based on
discussions and a walkthrough with plant staff and our experience with similar projects.
SCOPE OF SERVICES
This Scope of Services includes the steps necessary to complete electrical design of the
Switchboard replacement and an Arc Flash Study. The project includes the development of
approved design plans and specifications, bidding assistance, and inspection services for the
project. The following represents the scope of services to be provided by Delaware:
TASK 1.0— DESIGN
Design services include all efforts to secure approval of Final Engineering Plans.
1. Delaware will conduct site visits, meet with Queensbury Water Plant staff and review as-built
drawings and any other available information in order to evaluate the existing electrical
system. Delaware will make recommendations on the most cost-effective solutions for
completing the project, for review and approval.
2. Delaware will prepare preliminary and final design plans and specifications for the project.
All contract documents will be prepared in accordance with the Town of Queensbury and
New York State requirements. The project is understood to include the design of the
following components:
a. Replacement of the outdoor electrical switchboard.
b. Develop one line diagrams for the system.
c. Develop a plan to keep the water plant running while the switchboard is being
replaced.

3. Delaware will prepare Contract Documents including plans and technical specifications for
the electrical components of the switchboard replacement.
Task 1 Deliverables:

3. Engineering Estimate of construction cost
TASK 2.0—ARC FLASH STUDY
Delaware Engineering will develop a computer model of the electrical components at the water
plant and perform an arc flash study. This study shall include:
1. Utility Transformer
2. Major Distribution Equipment
3. Large VFDs
4. MCC main feeds.
Task 2 Deliverables:
1. Arc Flash Study.
TASK 3.0 — BIDDING SERVICES
Delaware Engineering will provide assistance to the Town of Queensbury for the bidding of the
project. Delaware Engineering will provide the following Bid Assistance:
1. Delaware Engineering will provide bid documents in digital format on CD-ROM.
2. Our staff will attend pre-bid conferences to answer questions from potential bidders. The
Project Engineer will also be available to representatives of the Queensbury Water Plant to
provide any information necessary.
3. Delaware will prepare addenda to the bid documents as necessary throughout the bidding
process and will be available to answer any questions that arise during the bidding process.
4. Delaware Engineering will review bid proposals and make recommendation for award.

Delaware Engineering will provide inspection for the installation of the switchboard.
1. Delaware staff will visit the site for inspection at critical points during the project to ensure
installation is being performed correctly.
2. Delaware Engineering will attend startup of the electrical equipment.
Task 4 Deliverables:
1. Record Drawings in reproducible and electronic format
2. Copies of all reports, tests and shop drawings
