Eddy, Chairman Df the Beautification Committee. John Austin, Supervisor, September 6, 1974 Re: Board of Achitectural Review At the August meeting of the Queensbury Committee for Community Beautification a resolution was passed strongly urging the Town Board to proceed at once to enact an ordinance to set up a Board of Architectural Review as agreed upon at the Planning Board session on June 5. Had such a Board, with powers to review, been in existence when Rustler's Steak House plans were presented we could have avoided this non-conforming structure. Such an ordinance should avoid a similar situation in the future. One member of the committee voted "no" on any approval having to do with Rustler' s Steak House plans and wished to go on record accordingly. We trust the Board will act promptly and favorably on this request. Sincerely yours, T Robert L. Eddy Chairman Mr. Austin made mention of a complaint of a citizen in Slingerland' s of the lack of availability of drinking water. This is a resort on Route 9 in the town. Mr. Austin referred it to the Health Dept. The follo v'ing letter was read by the Deputy Clerk from Robert Flacke, Supervisor of the Town of Lake George September 9, 1974 ,2upervisor John Austin own of Queensbury Town Offices-Bay Road Glens Falls, New York, 12801 Dear John, For the past several months the Towr�f Lake George has been in the process of modifying its Master Plan and Zoning Regulations. One of the problems faced in this rezoning is that the Lake George region mandates __a physical appearance different from the ordinary suburban/urban community. Particular concern lies in the areas providing access to the Lake George Region. The most important area of access is Route 9 which connects our communities. The area of concern lies in establishing a Tourism Identity as one enters the Lake George afea. The actual meaning of Tourism Identity is difficult to define. It concerns an area that has services for tourists and day-use recreation. It is an area that eliminates ordinary life support for urban/suburban 182 living such as: used car lots, funeral parlors, lumber yards, and so forth. The concept allows these businesses in areas away from image and identity identification arteries. A special land use program might include: A. Special unified rustic design of municipal signs. B. Special municipal landscaping of an area 10" or more from the = road bed. C. Lighting - using wooden poles. D. Fostering "cul-de-sac" commercial development, or (PUD) Planned i4 .iW '`.ray Unit Development. E. Bike paths and walking areas. I respectfully request that the Queensbury Planning Board consider this question of Tourism Identity of the area along Route 9, north of Storytown. Perhaps in a series of mutual planning agreements, the two Towns could create similar land use regulations for this area. Supervisor Austin welcomed the League of Women Voters representatives, the press and Sue Borzinski who was here for the first time representing the Tri-County news. A citizen complained about a bad health problem in the Big Bay area and Mr. Austin replied that the Building Department would take up the matter and look into it. A citizen asked that the disbursements on the Supervisor' s report be read. After they were read Mr. Austin advised that the records were opened for anyone to see whenever they wished. RESOLUTION TO CONDUCT AUCTION OF ABANDONED BICYCLES & MISC. ITEMS RESOLUTION N0: 220, introduced by Mr. Robillard who moved its adoption, seconded by Mr. Barber. RESOLUTION TO TRANSFER AND APPROPRIATE FUNDS TO THE HIGHWAY ACCOUNT RESOLUTION NO. 225 introduced by Mr. Austin who moved its adoption seconded by Mr. Streeter. WHEREAS, interest for six months due and payable during 1974 on a Statutory Bond for the purchase of the Highway Gradall, was not anticipated in the current year budget, therefore be it RESOLVED, that the sum of $1,247.26 be transferred from the Contingent Fund of the General Town Fund to the Highway Fund and be appropriated to DM7220.7 Interest Account. The Building and Zoning Report for August was read and placed on file. 185 -An authorization and designation for representation was received from the Queensbury Police Dept. signed by 80 % of the Department with Jay D. Morey as President. The petition was referred to the Police Committee. Councilman Robillard asked Supervisor Austin to have the State Health Dept. investigate the mountains of refuse at the landfill. Councilman Barber and Streeter also inquired why the landfill has been allowed to grow to such height. Mr. Streeter stated he was not against skiing as such but he was horrified that they were contemplating using that spot for skiing. Mr. Barber stated that we are at fault too because we have not given the I city a concrete proposal on a joint landfill base. I would like to have this board put forth a proposal to the city of Glens Falls for a joint andfill. If they turn it down then we should take the measures that Councilman Robillard has referred to. Mr. Austin stated that before we get all excited about signing a contract with the City of Glens Falls we look at the Queensbury Landfill because he had serious doubts that a joint landfil can be accomplished. Councilman Barber suggested that the Town employ a firm that spec*izes in solid waste management to survey our landfil and give the Tuan suggestions as to what to do with our landfil. . . UNKNOWN: What is the desire of the Town for Glens Falls to come into our"landfil? Supervisor.
