Queensbury Consolidated Sanitary Sewer District Generator/Switchgear Capital Project Fund
4212 to establish funding for expenses associated with the replacement of the existing diesel fuel
tank and generator/switchgear with a natural gas generator and new switchgear at the Hiland Park
Pump Station, and
WHEREAS, New York State Bidding is not required for such generator and switchgear
purchase as it is under New York State H.I.R.E. (Hazardous Incident Response Equipment) Contract
No.: PC66786 (Group 438232, Award 422872), and
WHEREAS, the Town's Wastewater Director received a quote for the generator and
switchgear from Better Power, Inc. dated 02-3-2017 in the amount of$15,121.32, and
WHEREAS, the Town Board wishes to authorize such purchase,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby authorizes the purchase of the
needed generator and switchgear from Better Power, Inc. in the amount of$15,121.32 as set forth in
Better Power, Inc.'s quote dated 02-3-2017 presented at this meeting in accordance with New
York State H.LR.E. (Hazardous Incident Response Equipment) Contract No.: PC66786 (Group
438232, Award 422872), and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs that payment for such
generator purchase and installation services in the total amount of $15,121.32 shall be from
Account No.: 212-8120-2899, and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Town Supervisor,
Wastewater Director and/or Budget Officer to take such other and further action as may be necessary
to effectuate the terms of this Resolution.

WHEREAS, the Town of Queensbury wishes to establish a Capital Project that will
provide for the replacement of the existing diesel fuel tank and generator/switchgear with a
natural gas generator and new switchgear at the Hiland Park Pump Station for the Queensbury
Consolidated Sanitary Sewer District (the "Project"), and
WHEREAS, the Town Board wishes to establish a Capital Project Fund related to such
Project and establish and fund the Revenue and Expense Accounts for the Capital Project in a
total amount of$30,000,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby authorizes the Queensbury
Consolidated Sanitary Sewer District Generator/Switchgear Project and authorizes and directs
establishment of Wastewater Generator/Switchgear Capital Project Fund #212 in the amount of
$30,000 which will establish funding for expenses associated with this Capital Project, and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs that funding for such
Capital Project shall be by using $30,000 of unappropriated, undesignated Fund Balance 032-
0000-0909 and transferring such balance to the Capital Project as follows:
• 032-9950-9030 Transfer to Capital Project - $30,000
• 212-0000-55031 Interfund Revenue - $30,000
• 212-8120-2899 Capital Construction - $30,000
and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Town Budget
Officer to amend the Town Budget, make any adjustments, budget amendments, transfers or
prepare any documentation necessary to establish such appropriations and estimated revenues,
and
BE IT FURTHER,
RESOLVED, that the Town Board further authorizes and directs the Town Supervisor to
sign any needed documentation and the Town Supervisor, Wastewater Director and/or Town
Budget Officer to take any and all actions necessary to effectuate all terms of this Resolution.

LEAD TIME
We will give you the factory's estimated ship date after they process your order. Factory lead times are very
approximate;often it ships sooner, but sometimes there are delays. Shipment dates cannot be specified and are not
guaranteed, but the factory will ship each item as soon as it is ready. We will ask the trucker to call you 24 hours
ahead of delivery. Storage is not included,so please be flexible in receiving the shipment.
STEP BY STEP PURCHASING GUIDE for Multi-State Contract customers
1. Send us a PO, a Credit Card or Purchasing Card. If you do not use POs,send us a Letter Of Commitment.
2. Please-Call us by phone if you do not hear from us within 48 hours of emailing us a PO to make sure we
have received it. (PO's sent electronically and not reaching the intended destination,can cause lengthy
delays.)
3. Frequently the items requested will ship at different times.If so,we will need to invoice you at the time of
receipt of each item. Please indicate whether you will accept multiple invoices on (one)Purchase Order,or
whether you will issue multiple POs,one for each major item.

Generator and associated equipment as appearing to be in good condition.Since we are supplying
equipment only, not installation,our equipment invoice is due when you receive the equipment,without
waiting for installation;and there is no retainage of any kind. We also accept most Purchasing Cards,which
will not be charged until each item is shipped or the service performed.
11. Indicate the Ship-To address,phone number, email and contact person.
12. Make sure that your receiving personnel will inspect the shipment for damage. If there is any damage,they
MUST have the trucker sign on your copy of the paperwork that the shipment was delivered
"damaged". Otherwise,the trucker may deny the claim for damages. Ideally, receiving personnel would also
take a digital photo (which can be emailed) of any damage to facilitate the claim. Please call us if there is any
damage.
13. You are still protected by the factory's Limited Warranty. If you discover any problem at or after installation,
please call us so we can help.
14. See your Owner's Manual for the required maintenance to keep the Warranty in force.
SHIPPING ADDRESS REQUIREMENTS,to avoid the trucker's re-delivery charges:
--Transportation is included to the 48 contiguous states,to those locations normally served by tractor trailer or
flatbed via land only. Freight to your facility is included to the first or nearest drop-off point and also applies to
shipments going to off shore locations. Additional charges for shipping and handling after the first drop off point are
at the customer's expense. Unloading, rigging,storage,and installation are the responsibility of the customer and are
not included.
--Please supply the shipping address. If the delivery point is changed later,there will be a change-of-address charge
and possibly a re-delivery charge. If the generator cannot be unloaded at the time of delivery,there will be a re-
delivery charge.
--Installation Manuals. Genset Owner's Manuals are individually assembled to reflect the exact configuration of
each unit and are placed inside the generator enclosure prior to shipping.
Methods of unloading the delivery truck
The included prepaid standard shipping for most Generators is in an enclosed truck,such as a tractor trailer. The
Generators are loaded lengthwise and must be forked from the end. Unloading and rigging are the responsibility of
the customer.
--Loading Dock Unloading: Using a loading dock is usually the easiest way to unload the Generator. The loading
dock can belong to you,your contractor,your rigging company,or to a helpful local business. For Commercial
Gaseous Generators larger than 25 kW, Industrial Gaseous and Diesel Generators loaded in an enclosed truck, you
will need to supply a fork lift truck with fork extensions to unload the Generator because it will be loaded lengthwise.
--Parking Lot Unloading: If the shipping address is a parking lot,you will need to supply the unloading equipment
such as a fork lift truck with fork extensions,or lifting equipment that can get the Generator out of the enclosed
truck. . (Larger Generators will arrive on a flatbed trailer).
--Lifting Precautions: If you want to lift the Generator with your equipment,you will need straps and a spreader bar
to avoid deforming the sheet-metal housing.
—Liftgate Delivery: Gaseous Generators (powered by natural gas or propane) of 22 kW and smaller can be delivered
to your paved parking lot or driveway by a hydraulic liftgate on the back of a 53-foot tractor trailer IF the paving is an
easily accessible commercial location. There is no charge for this service, but"Liftgate Delivery"must be specified
on your PO. Liftgate Delivery is not available for diesel Generators or for Generators larger than 22 kW, and is always
subject to factory approval.
--Alternate Shipping by Flatbed Truck: When not required by the factory(for the largest generators),delivery by
open flatbed truck is usually available at extra cost,typically$1,000-$5,000(request a quote). "Flatbed delivery"
must be requested when you place your order,and is subject to factory approval.
Transwrap Services: An optional shrink wrap(similar to boat wrap) is recommended and available at extra cost
(non-Contract)for generators that are shipped on a Flatbed Truck exposed to the outside elements. This includes
most diesels as well as gaseous generators above 200kW. Protects from tarp damage, road salt,and grime--will
reduce unwarrantable damage during transportation. Also recommended if you are storing your generator for a
period of time prior to installation.

Commercial Series generators supply reliable power for 22-150 kW standard applications --residential,commercial
and light industrial --that do not involve any Life Safety concerns. Exceptional value, exceptionally quiet,
environmentally friendly.
The Contract Price includes a "Standard Duty Performance Package" to make sure that you are able to operate
and to accomplish your mission, even in an emergency that takes out utility power.
The Package consists of upgrades and additions to Generac's base model. Even Generac's base model comes with a
long list of equipment that may be optional on other brands.
If these items had to be purchased and installed in the after-market, after the Contract User discovered the hard way
that he needed them, it would be far more expensive. And in the meantime,the User would be lacking the additional
protection.
The included Package comes with ALL of the following items:
Freight to your facility per the section"Shipping Address Requirements"above. Freight is included to the first or
nearest drop-off point and applies also to shipments going to off shore locations. Additional charges for shipping and

Startup. When the installation is complete, a technician visits the location for several hours to verify that the
installation was done according to factory requirements,to test many parameters,to adjust them for best performance,

Training.A factory-authorized technician will Train Staff by demonstrating the proper operation and maintenance of
the generator during the Startup visit. Staff learn by observing and asking questions of the technician during the
demonstration.

The 24F Battery may be obtained from your local auto-parts store or the Startup Company.
Battery Charger, factory-installed dynamic and static. This uses utility power to keep the battery charged even when
the generator is not running. Other generators depend on the generator's own alternator to charge it when the
generator is running, like your car battery. But unlike a car battery,the generator battery is constantly using power to
monitor its functions and readiness, so it is safer to keep the battery charge topped off with the separate charger.
Block Coolant Heater Kit (also known at an Extreme Cold Weather Kit) is included with all QT models.
Main Line Circuit Breaker,factory-installed and UL-Listed. This stops the wires from overheating before they can
cause a fire or other safety hazard, and is required to meet UL2200.
Outdoor Housing, weather-protective,sound-attenuated, lockable. Some kW are available with aluminum housings,
especially recommended for installations near salted roads and near salt-air coasts.
Superior Paint. Our textured, powder coat paint process provides consistent coverage and better bonding to seams

Gas Flex Hose is included,to protect the gas supply pipe from movement and vibration.
Closed Recovery Cooling System. This closed,pressurized system virtually eliminates the introduction of air into the
cooling system. Rust and fluid acidity are minimized,resulting in longer engine life.
Isochronous Governor. Constant speed control provides faster response to block loads and a more consistent output
frequency.
Vibration Isolation. Standard vibration isolators virtually eliminate transmission of vibration from the unit to the
mounting surface.
Automatic Alarms& Shutdowns. Generator functions are constantly monitored through a protective system that
features solid state circuitry for reliability and long life. The system automatically shuts down in response to certain
critical conditions such as high engine temperature, low coolant level,etc.
Advanced Wire Harness Design with Waterproof Connectors. Our wire harness design assures reliable, repeatable
interconnection between circuit components. Special sealed connectors protect against moisture,dust and

Generac-Manufactured Alternators. Our revolving field alternators are fully-insulated and self-ventilating. They

Just imagine trying to do your job in an emergency situation --when your work is desperately needed, but your
electricity went out, possibly as part of the emergency.
An automatic,permanently-installed Generator for your facility is called an Emergency Standby Generator. During an
electricity outage, it automatically supplies electricity for as long as you need it--for weeks, if necessary-- but it is not
intended to replace the utility permanently. You also need an ATS or Automatic Transfer Switch, which is the part

WARRANTY FOR 2013 MODEL AIR & LIQUID COOLED GASEOUS FUELED
RESIDENTIAL AND COMMERCIAL PRODUCT UP TO 150kW
For a period of five(5)years from the date of original sale,Generac Power Systems,Inc.(Generac/Guardian)warrants that its standby generator will be free
from defects in materials and workmanship for the items and period set forth below.Generac will,at its discretion,repair or replace any part(s)that,upon
examination,inspection,and testing by Generac or an Authorized/Certified Generac Dealer,or branch thereof,is found to be defective under normal use and
service,in accordance with the warranty schedule set forth below.Any equipment that the purchaser/owner claims to be defective must be examined by the
nearest Author¢ed/Certified Generac Dealer,or branch thereof.This warranty applies only to Generac Generators used in'Standby°applications,as Generac
has defined Standby.Scheduled maintenance,as outlined by the generator owner's annual,is highly recommended.This Scheduled maintenance should be
performed by an Authorized/Certified Generac Dealer,or branch thereof.This will verify service has been performed on the unit throughout the warranty period.
This warranty only applies to units sold for use in the United States,Puerto Rico and Canada.
WARRANTY SCHEDULE
YEARS ONE THROUGH FIVE—Limited comprehensive coverage on mileage,labor and parts.
GUIDELINES:
1. This warranty only applies to units manufactured after February 2013 using the Evolution*" controller.
2. Travel allowances are limited to 100 miles maximum and three(3)hours maximum(per occurance)round trip to the nearest Authorized/Certified Generac
Service Dealer.
3. Warranty begins upon the successful activation of the unit.
4. Unit should be Registered and Proof of Purchase and Maintenance must be available.
5. Warranty is transferable between ownership of original installation site.
6. Warranty only applies to permanently wired and mounted units.
7. Any and all warranty repairs and/or concerns,must be performed and/or addressed by an Authorized/Certified Generac Service Dealer,or branch thereof.
Repairs or diagnostics performed by individuals other than Authorized/Certified Generac Service Dealers not authorized in writing by Generac will not be
covered.
8. A Generac Transfer Switch is highly recommended to be used in conjunction with the generator set.If a Non-Generac Transfer Switch is substituted for use
and directly causes damage to the generator set,no warranty coverage shall apply.
9. Steel enclosures are warranted against rusting for the first year of ownership only.Damage caused after receipt of generator is the responsibility of the
owner and is not covered by this warranty.Nicks,scrapes,dents or scratches to the painted enclosure should be promptly and properly repaired by the
owner.
10. All warranty expense allowances are subject to the conditions defined in Generac's General Service Policy Manual.
THIS WARRANTY SHALL NOT APPLY TO THE FOLLOWING:
1. Any Air-Cooled unit built/manufactured prior to January 1,2013.
2. Damage to any covered components or consequential damages caused by the use of a non OEM part will not be covered by the warranty.
3. Generac generators utilizing non-Generac automatic transfer switch.
Special Note:Units that utilize the if controller,a Generac transfer switch is highly recommended to be used in conjunction with the gen-set.If a non-Gener-
ac transfer switch is substituted for use and directly causes damage to the generator,no warranty coverage shall apply.
4. Generac Portable,CorePower or EcoGen generators.
5. Repairs or diagnostics performed by individuals other than Generac authorized dealers not authorized in writing by Generac.
6. Any Generac generators used as rental or trailer mounted applications.
7. Damage to generator system(including transfer switch)caused by improper installation or costs necessary to correct installation.
8. Units used for prime power in place of existing utility power(where utility power is present),or in place of utility power where utility power service does not
normally exist.
9. Fuel connections other than conventional utility company supplied natural gas systems or conventional LP vapor withdrawal systems.
10. Costs of normal maintenance(i.e.tune-ups and associated parts),adjustments,loose/leaking clamps,installation and start-up.
11. Steel enclosures that are rusting due to the improper installation,location in a harsh or saltwater environment or scratched where integrity of paint applied is
compromised.
12. Failures caused by any contaminated fuels,oils,coolants or lack of proper fluid amounts.
13. Failures due,but not limited,to normal wear and tear,accident,misuse,abuse,negligence or improper installation/maintenance.As with all mechanical
devices,the Generac engines need periodic part(s)service and replacement to perform.This warranty will not cover repair when normal use has exhausted
the life of a part(s)or engine.
14. Failures caused by any external cause or act of God,such as collision,theft,vandalism,riot or wars,nuclear holocaust,fire,lightning,earth-quake,windstorm,
hail,volcanic eruption,water or flood,tornado or hurricane.
15. Damage related to rodent and/or insect infestation.
16. Products that are modified or altered in a manner not authorized by Generac in writing.

17. Any incidental,consequential or indirect damages caused by defects in materials or workmanship,or any delay in repair or replacement of the defective
part(s).
18. Failure due to misapplication.
19. Telephone,cellular phone,facsimile,intemet access or other communication expenses.
20. Living or travel expenses of person(s)performing service,except as specifically included within the terms of a specific unit warranty period.
21. Expenses related to'customer instruction°or troubleshooting where no manufacturing defect is found.
22. Rental equipment used while warranty repairs are being performed and/or overnight freight costs for replacement part(s).
23. Costs incurred for equipment used for removal and/or reinstallation of generator,(i.e.;cranes,hoists,lifts,etc.).
24. Planes,ferries,railroad,buses,helicopters,snowmobiles,snow-cats,off-road vehicles or any other mode of transport deemed abnormal.
25. Overtime,holiday or emergency labor.Covered labor rates are based on normal working hours.Overtime holiday,or emergency labor costs for repair outside
of normal business hours will be the respondibility of the customer.
26. Starting batteries,fuses,light bulbs and engine fluids.
THIS WARRANTY IS IN PLACE OF ALL OTHER WARRANTIES,EXPRESSED OR IMPLIED,SPECIFICALLY,GENERAC MAKES NO OTHER WARRANTIES
AS TO THE MERCHANTABILITY OR FITNESS FOR A PARTICULAR PURPOSE.Any implied warranties which are allowed by law,shall be limited in duration
to the terms of the express warranty provided herein.Some states do not allow limitations on how long an implied warranty lasts,so the above limitation may not
apply to purchaser/owner.
GENERAC'S ONLY LIABILITY SHALL BE THE REPAIR OR REPLACEMENT OF PART(S)AS STATED ABOVE.IN NO EVENT SHALL GENE RAC BE LIABLE
