Requested Action Planning Board review and approval for a two lot subdivision of a 4.93 acre parcel. Resolutions 1. SEQR 2. Planning Board decision Prosect Description Applicant proposes to subdivide 11.2 acre parcel into 3 lots. Lot 1 — 3.018 acres Hewitt's, Lot 2 — 3.262 new self-storage facility with 5 self-storage blocks, and Lot 3 —4.930 acres existing residence. Site Plan/Special Use Permit is required for self-storage Waiver is requested from sketch plan. Pursuant to Chapter 183 of the Zoning Ordinance, subdivision of land shall be subject to Planning Board review and approval. Staff Comments Sketch plan—The applicant requests waiver from sketch plan Preliminary Review— Layout plans —the plans show the existing conditions on the site including the topography, setbacks and associated work to be completed. Construction details — The plans show the locations of the buildings to be installed, the underground utilities, stormwater devices and their locations, areas to be paved, fencing,parking areas and landscaping. Landscape plans —The project site for Lot 2 at 3.262 ac is to be a self-storage facility with five buildings and there is site specific landscaping identified. Clearing plan—The applicant has indicated the site is an open meadow and most of the site work is grading and installation of the project for Lot 2. The Hewitt's garden center on Lot 1 at 3.018 ac site will remain as is and the residential home on Lot 3 of 4.930 ac will also remain as is. Grading and erosion plans plans show site grading and lot arrangement for the project site for Lot 2 and no other changes for Lots 1 and Lot 3. The Environmental report—the applicant has completed a Long Environmental assessment review for 3 lots. Stormwater management —the applicant has completed a stormwater pollution prevention plan for Lot 2— currently under review. Fees per application. Waivers —the applicant has requested a waiver under site plan to allow for a buffer less than 50 ft between uses. The applicant proposes a 30 ft buffer and to maintain a distance of 100 ft from the residence access to the storage facility access. In addition, the applicant proposes a 6 ft privacy screening fence along the east side of the residence with a distance of 130 ft to the rear of the home. This should be addressed as part of SEQR at the subdivision stage. Open Space —there is no proposal for open space however the applicant has located the buildings site work according to the NYDEC request to minimize impacts to the wetlands. Final Review: Final plat—3 lot layout and building envelopes shown on plan. State/County agency—The Planning Board, NYSDEC and Army Corp are subject to the review. Other plans reports —stormwater report and pollution prevention plan provided to the Town Engineer for review and comment. Protected open space —the NYSDEC has indicated areas in proximity of the wetlands to allow development for the self storage facility. Streets—no new streets are proposed. Summary The applicant has completed the preliminary and final stage for a 3-lot subdivision with lots 1 and 3 to remain as is and for Lot 2 to be developed for a self-storage facility.
