Dear Mr. Brown:
The Chazen Companies (Chazen) has received a submission package from your office for the above
referenced project. The applicant intends to demolish the existing structure and construct a new single
family home. Submitted information includes the following:
• Site Plans and floor plans prepared by Rucinski Hall Architecture, dated February 14, 2017 (site
plan drawing stamp);
• Existing Conditions and Topography map prepared by Darrah Land Surveying, PLLC, dated July
11, 2016;
• Short EAF;
• Town of Queensbury Site Plan Application;
Your office has requested that we review the design of stormwater system it relates to compliance to
local, state or relevant codes/regulations and general practice. Based upon our review, Chazen offers
the following comments for the Town's consideration:
Stormwater Management& Erosion and Sediment Control:
1. According to the Site Plan Application the proposed site improvements disturb less than one (1)
acre and thus the project is not required to obtain coverage under the NYSDEC SPDES General
Permit for Stormwater Discharges from Construction Activity (GP-0-15-002). Comments related
to the proposed stormwater management and erosion and sediment control features proposed
for the site are offered below:
2. The Applicant should provide the total limits of disturbance on the site plans. The Applicant to
clarify if the total land disturbance of 6,660 square feet (Town of Queensbury site plan review

application) includes land disturbance associated with the future parking area, walking path, and
the proposed sewage disposal system.
3. Section 179-6-080 of the Town Code, states that stormwater drainage plans shall analyze the
impacts of a project using at least a 25-year return interval storm with regards to both runoff
rate and volume for residential projects. Section 179-6-080 prescribes that stormwater
management be designed so that post-development runoff rates and volumes are equal to or
less than pre-development runoff. The Applicant shall analyze the 25-year storm at a minimum.
4. It does not appear that stormwater calculations are provided. The Applicant shall revise the site
plan to include supporting stormwater calculations that show how stormwater will be managed
on-site. The Applicant shall include details of the stormwater controls along with maintenance
and operation procedures. The design of the stormwater controls shall conform to the NYS
Stormwater Design Manual in accordance with town code Chapter 147-9.
5. The Applicant should provide more information on the stream. Is it a perennial or intermittent
stream? Is the stream a DEC classified stream?
6. Erosion controls are not depicted on the site plan. The Applicant shall revise the site plan to
include erosion and sediment controls and details in accordance with the latest version of the
New York State Standards and Specifications for Erosion and Sediment Control (NYS SSESC) in
accordance with town code Chapter 147-9.
It appears that the proposed land disturbance located to the east of the house is located on
slopes approaching 1H:1V. The NYS SSESC states, "Cut and fill slopes that are to be stabilized
with grasses shall not be steeper than 2:1. When slopes exceed 2:1, special design and
stabilization consideration are required and shall be adequately shown on the plans. Reverse
slope benches or diversion shall be provided whenever the vertical interval (height) of any 2:1
slope exceeds 20 feet..." The Applicant shall depict erosion and sediment control features for
the land disturbance proposed on steep slopes. The Applicant shall provide details for the
erosions and sediment control features as well. The erosion and sediment control design shall
conform to the NYS SSESC.
7. The 'future crush stone parking area' does not depict proposed grading, is proposed on slopes of
about 68%, and is depicted over a portion of the stream bed. The Applicant shall substantiate
the design of the future parking area that includes, but is not limited to, proposed grading and
proposed drainage features within the stream.
8. It appears that the proposed drainage channel, located behind the house to the east, may direct
stormwater runoff onto the neighboring property (Alicia C. Constantino, Trustee). The Applicant
shall revise the design to ensure runoff is not directed to neighboring parcels.
9. It is noted that NYSDOH Appendix 5-13.7, Table 1 states the required minimum separation
distances to protect water wells from contamination. The Applicant shall ensure stormwater
controls conform to the minimum required separation distances to the proposed well and any
neighboring wells.

Conclusions and Recommendations
It is our opinion that the applicant should provide clarification for the above items and incorporate the
changes in subsequent plan submissions.
