Prosect Description:
Applicant proposes to maintain an existing Class A Marina with slight change in operations. Applicant intends
to use more quick-launch and close public access for weekends. Quick launch proposes 100 on-site, but no
more than 50 per day–currently at 30. Project site occurs in both Queensbury and Washington County (Fort
Ann). Pursuant to Chapter 179-3-040 and 179-10 of the Zoning Ordinance, Class A marinas and change of use
shall be subject to Planning Board review and approval.
Staff Comments
The applicant proposes to maintain an existing 4.5 acre parcel Queensbury side and 4.5 ac parcel in Fort Ann
side for a Class A marina operation and to amend the quick launch operations. The submitted materials indicate
there is existing 42 slips 138 winter storage -118 indoor, 20 outdoor, and 30 quick launch, rental 6 motorize not
exceeding 25 ft in length. There currently is a public launch with 20 boats per day, they offer sales and service
at the site along with fuel sales. There is pump-out available on site and there is 100 parking spaces for the
facility operations. The applicant has explained the quick launch will be increased to 100 with a maximum of
50 per day and there will not be public launch on weekends.
• Location- The project is located at 1215 Pilot Know Rd.
• Arrangement- The applicant proposes to maintain an existing Class A marina operation consisting of a 4.5
ac on the Queensbury parcel area. The submitted materials indicate there is an existing 42 slips and100
parking spaces.
• Building–There are several buildings on the site-boat storage(62x137), Boat Storage(145X80—some of
building is in Fort Ann), buildings in Fort Ann per map include a barn, 2-sheds, garage and house. Also, an
office area is shown again with a small portion potentially in Queensbury.
• Site conditions-The applicant has submitted plans showing the existing site showing areas labeled for
parking,port a johns, quick launch, boat launch, outside boat storage, gravel drive areas.
• Traffic- The applicant's plans show the location of parking on the site. The permit information indicates
there are 100 parking spaces
• Grading and drainage plan/Sediment and erosion control–There are no proposed changes to the site–
approving the existing site as has been maintained by the applicant.
• Landscape plan—The applicant has indicated that the existing landscaping and lawn is to be maintained as
currently exists.
• Site lighting plan- The existing lighting to remain.
Criteria for a Special Use Permit listed below:
A. Harmony with the Comprehensive Plan: Class A Marina is an allowed use in the Waterfront Zone
through a special use permit. The dock area, docks, parking area, storage area and buildings are
existing.
B. Compatibility: The proposed Class A Marina site is on a parcel on Lake George and is located amongst
single family dwellings, vacant land, and nearby to other marinas.
C. Access, circulation and parking: The Marina is accessible from Pilot Knob Rd. The plans indicate there
are 100 parking spaces.
D. Infrastructure and Services: The applicant has indicated the existing building accommodates refuse and
restrooms
E. Environment and natural features: The applicant proposes no changes to the site.
F. Long-term effects: The applicant has indicated that the Marina as existing and to remain.
• Specific criteria for Class A marinas. All marinas shall comply with the standards for Class A and Class B
marinas as adopted by the Lake George Park Commission in 6 NYCRR Part 646, as may be amended.
The applicant has indicated Fischer's Marina has an existing Lake George Park Commission permit
#5234-4-14 Mt.
Pursuant to Section 179-9-050 the Planning Board may grant waivers on its own initiative or at the written
request of an applicant. The application form identified as "Requirements" outlines the items to appear on the
site plan or included as attachments. At the time of application the applicant has either requested waivers,
indicated the item not applicable or has not addressed the item/ left check box blank. This includes the follow
items listed under Requirements of the applicant's application: h. signage, j. stormwater, k. topography, 1.
landscaping, n traffic, o. commercial alterations/ construction details, p floor plans, q. soil logs, r.
construction/demolition disposal s. snow removal.
Summary
The applicant has completed a site plan application and special use permit to maintain an existing Class A
marina and building with 42 boat slip, 138 Winter storage areas (118 indoor and 20 outdoor), Quick launch to
increase to 100 from 30 with no more than 50 per day, also 6 rental vessels not to exceed 25 ft in length and 138
parking spaces.
