Project Description:
Applicant requests approval of as-built conditions for an employee parking lot area. Project includes 2,000 sq.
ft. of paved area, relocation of plantings and installation of a barrier to adjoining property on the east. Project is
a site plan modification to SP 64-2015/SUP 64-2015. Pursuant to Chapter 179-3-040 of the Zoning Ordinance,
employee and customer parking lots shall be subject to Planning Board review and approval.
Staff Comments
Location-Project site is at 64 Main Street on the east side of the existing building to modify the parking area.
Arrangement- The applicant has indicated by paving and adjusting the parking for a circular flow worked better
for employee site access and parking arrangements.
Site Design- The submitted plan details the changes to the parking area. This includes removal of a landscape
area for pavement near the utility box, installation of pavement instead of reinforced turf at the front of the
property,proposed fence installation in area where pavement was extended to match adjoining lot, the notes
also indicate removing interconnect note to rear of property where snow storage and equipment storage is
proposed. The changes to the site with pavement have been reviewed by the applicants engineer and the
stormwater management accommodates the changes the pavement areas. The modification of SP 64-2015 is for
pavement and landscaping the remainder of the site plan has been completed. The applicant had addressed the
following items j. stormwater no changes and engineer letter indicates east side changes will not alter the
stormwater management, , 1. landscaping—landscaping changes moved plantings from utility area to the area at
front of property as part of planting plan,
Signage- the sign on the west side internally illuminated is non-compliant with Main Street sign requirements
and will need to be compliant.
Pursuant to Section 179-9-050 the Planning Board may grant waivers on its own initiative or at the written
request of an applicant. The application form identified as "Requirements" outlines the items to appear on the
site plan or included as attachments. At the time of application the applicant has either requested waivers,
indicated the item not applicable or has not addressed the item/ left check box blank. This includes the follow
items listed under Requirements of the applicant's application: g. site lighting, k. topography, n traffic, o.
commercial alterations/ construction details, p floor plans, q. soil logs, r. construction/demolition disposal s.
snow removal.
Special Use Permit Criteria:
A special use permit is required as outlined in the Main Street Section 179-9-070 for placement of parking on
the side and front of the building instead of the rear.
Harmony with the Comprehensive Plan, Compatibility, Access, circulation and parking, Infrastructure and
services, Environment and natural features, Long-term effects —the applicant proposes no changes to the special
use permit criteria.
Summary
The applicant has completed a modification to a site plan and special use permit for changes to the site parking
area.
