The project will consist of partial development of the 6.45 acre parcel with a proposed 15,375 square foot building with associated utilities, access, parking, lighting, landscaping, and storm water management. The project requires site plan review and has been submitted to the Town for the Planning Board's consideration. However it is our understanding the project requires a variance since a temporary holding tank is proposed for the facility. When purchasing the lot, it was the understanding of the Applicant that the proposed Carey Road Sewer District was in the process of being formed. At this time there is no definite time frame for if and when there will be the availability of municipal sewer connections within the Carey Road Industrial Park. The proposed project will be constructed this year in 2017, with an anticipated completion date planned for late in the year. In order to accommodate the wastewater from the maintenance garage, either a holding tank must be utilized or the wastewater is required to be discharged to a municipal sewer system. Without one or the other is detrimental to the Applicant since servicing and maintaining the equipment they sell is vital to the business model. There are two systems proposed on the site. An onsite subsurface treatment system (septic system) is proposed to accept domestic waste generated by the offices within the building, and the maintenance garage discharges from floor drains and an interior wash sink with be conveyed to the holding tank. The holding tank proposed would be temporary until the availability of municipal sewer at the property. The tank has been sized for 10 days storage at peak periods, or 225 gpd. Three days storage reserve would be provided upon the initial high level alarm. Typical flows are estimated to be much less than the peak. Assuming sewer becomes available, the holding tank would be converted to a pump station in order to pump wastewater from the facility to the low pressure force main planned for the district in Carey Road.
