REGULATORY INFORMATION:
General Information This Stormwater Pollution Prevention Plan(SWPPP)is
prepared to inform the landowner and construction
personnel of the measures to be implemented for controlling
runoff and pollutants from the site during and after
construction activities. The objective of this plan is to
comply with the New York Department of Environmental
Conservation(NYSDEC) State Pollutant Discharge
Elimination System(SPDES)General Permit for
Stormwater Discharges from Construction Activities,Permit
No. GP-0-15-002 requirements. Any materials conflicts
between this plan and the site plans, specification or
instructions,must be brought to the attention of the design
professional. This project may have other permits and it is
the responsibility of the owner and contractor to know and
understand all permits.
SWPPP Review Applicable Federal, State, and local regulatory agencies that
have jurisdiction may elect to review this SWPPP and notify
the permittee in writing that the SWPPP does not meet the
requirements of their regulations. If the SWPPP needs to be
revised,the owner or operator shall make the required
modifications to the SWPPP within fourteen(14)days of
such notification and submit written notification to that
agency that the changes have been made. A copy of the
SWPPP will be kept available on site for review by
regulatory agencies,engineers,and subcontractors.
SWPPP Update The owner or operator may amend the SWPPP when there is
a change in one or more of the following project
components which has an affect on the potential for
discharge of pollutants from stormwater runoff associated
with construction activities:
• Design
• Construction
• Operation
• Maintenance
The SWPPP shall also be updated or amended under the
following conditions:
• If measures identified in the SWPPP become
ineffective in eliminating or minimizing pollutants
from sources identified,or in achieving the general
objectives of controlling stormwater pollution from
permitted construction activity.
• To identify a new subcontractor that will implement
any part of the SWPPP.

State or National A viewing of the OPRHP online screening for historic

Archeological project site is NOT listed on the State or National Register
Resources of Historic Places. Therefore,the construction activity and
stormwater discharges(s)associated with this SWPPP are
NOT likely to cause an impact to property listed on the
State or National Register of Historic Places.
PROJECT DESCRIPTION:
Background The 9.54+/-acre site has flat to rolling topography,with an
Information and existing cleared area for cut logs&tree stumps and other
Pre-Development material storage. The balance of the property is wooded
Conditions with sparse underbrush.
The on-site drainage is overland sheet flow,in all general
directions from the ridge. The nearest surface water body is
the Hudson River.
The town of Queensbury is located in a cool mesic climate
zone. The average temperature is 41.0 degrees F. The
average precipitation is 44.8 inches with mean annual
snowfall of 66.6 inches. The USDA plant hardiness zone is
4b,indicating extreme low temperatures of-20 to—25
degrees F.
Scope of the Project The project consists of the re-development of this
commercial property into a new facility to process timber
and timber related products. Site amenities&improvements
will include the access driveways&vehicle parking areas,
stormwater management systems,and re-vegetated lawns
with landscaping details.
The project is single phased.
The re-development activity will create a disturbance of
4.82+/-acres,with approximately 153,202+/- square feet of
impervious surfaces(roofs,asphalt driveway,gravel
driveway&material storage area). The stormwater practice
will be a system of detention basin with infiltration bed(I-1)
for WQv treatment and groundwater recharge.
Receiving Water(s) All surface runoff and groundwater flow eventually reaches
the Hudson River. The Hudson River watershed is not
classified as a TMDL or 303(d)waters.
Soils The primary soil classification on this site is the Oakville
series(OaB)and described as"loamy fine sand"with 3-8
percent slopes,well drained,and very rapid permeability",
according to USDA/NCRS report descriptions. Also present
are the Oakville(OaA)with similar description and 0-3
percent slopes. Both are listed as HSG"A" soils.

Justification for The required separation distance of 25 feet from all
Deviation from structures is not applicable to this site. The proposed SMP
permit requirements infiltration beds will be installed in native soils. The
surrounding soils within 25 feet of the new storage building
will remain undisturbed with exception of necessary
trenching for the building slabs&foundation. There is no
other structure with basement living spaces or downgradient
property that requires protection from on-site infiltration of
stormwater runoff.
The separation distance from all proposed infiltration
facilities to the on-site sewage disposal system will be 25
feet or more.

PROJECT PHASING PLAN:
A construction phasing plan(s) shall be prepared by the Contractor that
describes the final sequence of activities including clearing and grubbing,
excavation, grading, and any other activities that result in soil disturbance on
the site. In accordance with New York State Guidelines for Urban Erosion and
Sediment Control, there shall be no more than five (5) acres of disturbed soil at
any one time without prior written approval from the NYS Department of
Environmental Conservation. The preliminary phasing and sequence of
construction activities can be outlined as follows:

EROSION & SEDIMENT CONTROLS:
Temporary Disturbed surfaces and topsoil stockpiles on the site will be
Stabilization stabilized with temporary seed and mulch no later than
seven(7)days from the last construction activity for that
area. Areas of the site to be paved will be stabilized with
compacted gravel subbase until pavement can be restored.
Special measures will be performed when construction is
occurring during winter(frozen ground)conditions.
Inactive areas of bare soil will be seeded with winter rye
seed at 120 pounds per acre and mulched using a tracked
vehicle to crimp the mulch into the snow cover.
Permanent Disturbed portions on the site where construction activities
Stabilization have been completed shall be stabilized with topsoil, seed,
and mulch no later than fourteen(14)days after the last
construction activity.
Stormwater Stormwater drainage will be managed utilizing existing
Management drainage ways.
Waste Disposal • All waste materials shall be collected and stored in a
secured area until removal and disposal by a
licensed solid waste management company.
Dumpsters shall be provided for all trash and
construction related debris. No waste shall be
buried on site.
• All spoils from construction excavations shall be
hauled to an approved disposal site.
• Hazardous waste shall be disposed of in accordance
with local or state regulations or by manufacturer's
instructions.
• Sanitary waste shall be collected in portable units
provided on the site and disposed of by a licensed
sanitary waste management contractor.
• All personnel shall be directed as to the proper
procedure for waste disposal. Notices stating these
practices shall be posted on site and the individual
who manages day to day on-site operations will be
responsible for seeing that these procedures are
followed.
Vehicle Tracking Stabilized construction entrance shall be provided to all
construction ingress/egress points to the construction site to
help prevent vehicle tracking of sediment. Paved streets
adjacent to construction activities shall be swept daily to
remove any excess mud, aggregate,or rock tracked from the
site as required. Vehicles hauling materials to/from the
construction site shall be covered with a secure tarp.

Non-Stormwater Uncontaminated groundwater will be discharged from
Discharges excavation dewatering. Water used for flushing or testing
water/sewer installations will be discharged over stabilized
ground. A dechlorination device shall be used should
chlorine levels exceed 0.5 ppm during disinfection
operations.
INSPECTION/MAINTENANCE PROCEDURES:
The following are the minimum inspection and maintenance measures to be
used to maintain erosion and sediment controls:
• All preventative measures shall be inspected weekly,within 24 hours after the end
of any storm that produces 0.5 inches or more rainfall at the project site and
during daily prolonged rainfall.
• All preventative measures shall be maintained in good operating condition.
Repairs shall be made within 24 hours of identifying deficiencies.
• Stockpiled material to be inspected& stabilized as altered.
• Sediment shall be removed from silt fencing when buildup reaches 1/3 the height
of the fences.
• Silt fence shall be periodically inspected for damage.
• Temporary and permanent seeding and plantings shall be inspected for washout
and healthy growth.
• Dust shall be controlled throughout the project site and along adjacent roads.
• The site operator or superintendent shall be responsible for maintenance and
repair activities. The site operator or superintendent shall have received proper
training in all the inspection and maintenance practices.
MATERIAL INVENTORY & SPILL PREVENTION:
The contractor shall identify all final materials to be on site during construction.
Anticipated materials can be outlined as follows:

Spill Prevention - The following material management practices shall be
utilized to reduce the risk of spills or other accidental exposure of materials and
substances to stormwater runoff:
• Only the minimum amount of material required to complete the work shall be
stored on site.
• All materials shall be stored in a neat and orderly manner in properly sealed
containers and under enclosures where possible.
• Products shall be kept in original containers with the manufacturer's label.
• Products shall not be mixed unless recommended by the manufacturer.
• Products shall be used up before disposing the original container,wherever
possible.
• Local jurisdiction and manufacturer's recommendations shall be followed for
proper disposal of excess materials.
• The site superintendent shall inspect materials stored daily for proper storage,use
and disposal.
Spill Control - The contractor shall be responsible for preparing a site specific
spill control plan in accordance with local and NYSDEC regulations. At a
minimum the plan shall include:
• Reduction of stormwater contact to a spill.
• Containment and control of spilled materials.
• Disposal plan for spilled materials.
• Identification of responsible and trained personnel.
• Ventilation procedure fors ill area.
Hazardous Products • Products shall be maintained in original containers,
wherever possible.
• Original manufacturer information and safety data
shall be retained on site for the duration of
construction.
• Local jurisdiction and manufacturer's
recommendations shall be followed for proper
disposal of excess materials.
Petroleum Products • All motorized vehicles and heavy equipment on-site
shall be monitored for leaks and receive periodic
maintenance to reduce leaks.
• Petroleum products shall be stored in sealed
containers,which are properly labeled.
• Asphalt substances used on-site shall be applied
according to the manufacturer's instructions.

Fertilizers • Fertilizers shall be stored and applied in accordance
with manufacturer's instructions.
• Upon application,fertilizers shall be worked into
the soil to prevent exposure to stormwater runoff.
Paints • All paint containers shall be tightly sealed and
stored in accordance with manufacturer's
instructions.
• Excess paint shall not be discharged to any storm or
sewers stem.
Concrete Delivery • Concrete delivery trucks shall not be allowed to
Trucks wash out or discharge surplus concrete or wash
water on site without proper containment.
Asphalt Delivery • Asphalt delivery trucks shall not discharge or dump
Trucks wasted material on site.
Spill Response - The contractor shall be responsible for the immediate spill
assessment, determination of spill controls, and incident reporting. All spills
regardless of volume shall be reported to the owner's representative and
documented using the form attached with this report. The spill must also be
reported to NYSDEC hotline 1-800-457-7362 for any of the following criteria:
• Spill exceeds five(5)gallons of liquid volume.
• Spill cannot be contained or quickly brought under control.
• Spill has potential to contaminate lands or waters of the State of New York.
• Spill cleanup may require two(2)or more hours to complete after discovery.

Scope of the Project The project consists of the re-development of this
commercial property into new facility to process timber and
timber related products. Site amenities&improvements
will include the access driveways&vehicle parking areas,
stormwater management systems,and re-vegetated lawns
with landscaping details.
The project is single phased.
The re-development activity will create a disturbance of
4.82+/-acres,with approximately 153,202+/- square feet of
impervious surfaces(roofs,asphalt driveway,gravel
driveway&material storage area). The stormwater practice
will be a system of detention basin with infiltration bed(I-1)
for WQv treatment and groundwater recharge.

SPECIAL MAINTENANCE CONSIDERATIONS:
The following supplemental practices should be adhered to throughout the long
term operation&maintenance:
• Any sediment or other material removed from stormwater management facilities
shall either be properly disposed of at an off-site location,or shall be discharged
on-site and properly stabilized through vegetative stabilization as described
above. Surround sediment disposal areas with silt fence until area has become
permanently stabilized. Under no circumstance should sediment be disposed of
within one hundred(100)feet of any water course or erodible slope.
• Fertilizers used should be applied only in minimum amounts recommended by the
manufacturer. Storage of fertilizers shall be in a covered structure and partially
used bags should be stored in a sealed bin to avoid accidental release into surface
waters.
• Maintain all access drives and points of entry to all drainage structures,water
quality treatment facilities, and other surface water controls to provide continued
accessibility for operation and maintenance personnel.

PERMANENT VEGETATIVE STABILIZATION:
Portions of the site where construction activity permanently ceases shall be
stabilized with permanent seed mixtures no later than fourteen (14) days after
final grading. A healthy vegetative cover shall be established and maintained
per the following information.
• Prior to seeding,ground limestone and 10-20-20 grade fertilizer shall be applied
to each area to be stabilized.
• Hay mulch will be applied to approximate depth of three (3)inches in general site
areas and mulch matting/erosion control matting will be used in areas of steep
slope and high flow velocities.
• Seed mixes appropriate to the local vegetation shall be selected,consult a local
horticulturalist as necessary.
• Avoid the introduction of invasive species to the project site.
• General application rates:
General site mix 50 lbs per acre
Slope mix 50 lbs per acre
10-20-20 fertilizer 300 lbs per acre
Lime 2,000 lbs per acre
Hay mulch 4,000 lbs per acre
• Particular attention shall be paid while seeding based in the time of year, seed
applied in the fall before October 15"'has an increased likelihood to germinate
and become established.
• Seeding before April 15"' should be avoided as spring conditions yield
unsatisfactory seed germination.
• Within fourteen(14)days after the grass has shown exposed growth,any areas
where the grass seed has not germinated properly shall be re-seeded in the same
manner as previously described.
• The removal of temporary erosion control measures shall be immediately
followed by the application of seed,fertilizer,and mulch.
• Special care shall be taken to ensure that no damage to the vegetative cover is
caused by vehicle traffic,residential lot construction,and maintenance of
stormwater management facilities.
