The applicant intends to construct a 2,450 square feet storage structure on a 0.26 acre vacant lot. Submitted information includes the following: • Site Plans and Details prepared by EDP, LLP, dated April 17, 2017; • Cover letter prepared by EDP, LLP, dated April 15, 2017; • Short EAF, and; • Town of Queensbury Site Plan Application; Your office has requested that we review the design of stormwater system it relates to compliance to local, state or relevant codes/regulations and general practice. Based upon our review, Chazen offers the following comments for the Town's consideration: Stormwater Management& Erosion and Sediment Control: 1. It appears that the proposed site improvements disturb less than one (1) acre and thus the project is not required to obtain coverage under the NYSDEC SPDES General Permit for Stormwater Discharges from Construction Activity (GP-0-15-002). Comments related to the proposed stormwater management and erosion and sediment control features proposed for the site are offered below: 2. Section 179-6-080 of the Town Code, states that stormwater drainage plans shall analyze the impacts of a project using at least a 50-year return interval storm with regards to both runoff rate and volume for commercial projects. Section 179-6-080 prescribes that stormwater management be designed so that post-development runoff rates and volumes are equal to or less than pre-development runoff. Town of Queensbury Christopher Mackey—Corinth Road Storage Building May 11,2017 Page 2 It does not appear that a pre-development versus post-development map and stormwater analysis are provided to ensure conformance with Section 179-6-080. The analysis shall be provided with the next submission. 3. It does not appear that existing and proposed contours are shown.The Applicant shall revise the plans to depict existing and proposed contours. 4. A legally binding and enforceable maintenance agreement may be executed between the facility owner and the Town ensuring that proper maintenance measures will be implemented for all proposed stormwater management practices as specified in Town code section 147-10.D if the Town chooses. A draft of this agreement should be provided to the Town for review and shall be included in the SWPPP. 5. The Applicant shall provide more detail on the proposed stormwater features. It is difficult to discern any emergency overflow and/or proposed outlets. 6. The Applicant shall provide a stormwater narrative that explains the intent of the design, site grading, site soils, and groundwater levels. For instance, is there intent for the stormwater features to act as infiltration devices; if so, have soil tests been performed and where is the pre- treatment located. 7. It does not appear that test pits were performed. The Applicant shall perform test pits within the limits of the proposed stormwater features to note any seasonally high groundwater or bedrock conditions. 8. If applicable, the Applicant to depict any neighboring water wells. Conclusions and Recommendations It is our opinion that the applicant should provide clarification for the above items and incorporate the changes in subsequent plan submissions.
