It is our understanding that approximately 670 square feet of basement has been finished. Two egress windows were installed, and the finished space is being conditioned by the hvac system for the house. The 2015 IRC (R303.1) requires that habitable space have natural light and ventilation provided in the form of windows and doors, at a rate of 8% and 4% of the room area respectively. When this is not provided the code allows for artificial lighting and mechanical ventilation as a substitute. Based upon the window specifications, the two egress windows provide 25.4 square feet of natural light area and 13.4 square feet of natural ventilation area. The requirement is 53.6 sf of light and 26.8 sf of ventilation. As such artificial light and mechanical ventilation supplementing the space is required. The 2015 IRC code section (R303.1 Exception 2) pertaining to artificial lighting requires that at least 6 footcandles of light be provided throughout a room at a height of 30-inches above the floor. Although it is not specifically stated in the code, it may be appropriate to proportion or reduce the amount of artificial lighting in areas that have natural light provided. As such the basement should consist of adequate lighting to meet this requirement (47% of the requirement is provided by natural lighting). The 2015 IRC code section (R303.1 Exception 1) pertaining to mechanical ventilation states that glazed areas are not required to be openable in habitable rooms when a whole mechanical ventilation system is installed. For homes in our region, R303.4 essentially requires that all homes consist of whole house ventilation. As such it seems reasonable to conclude that natural ventilation can be omitted from all habitable rooms and the 4% of openable glazing is not required due to the code exception. However, as an alternative the 2015 IMC requires ventilation rates for dwellings that produce 0.35 air changes per hour in the room or space be installed when natural ventilation is not provided. This would require a mechanical ventilation system with a capacity of (670sf x 8ft x 0.35 / 60 min/hr) = 31.2 cfm for the portion of finished basement. Although it is not specifically stated in the code, it may be appropriate to proportion or reduce the amount of mechanical ventilation needed in areas that have natural ventilation provided (50% of the requirement is provided by natural ventilation). It seems logical and reasonable that the installed whole house ventilation system satisfies the code for ventilation requirements of habitable spaces. It also seems reasonable to assume that excess capacity of the whole house ventilation system installed per code may be utilized to supplement or satisfy the ventilation requirement for an individual space or room, such as a finished basement. A four bedroom home up to 3000 square feet in size requires 75 cfm for whole house ventilation. It is my understanding the capacity of the whole house ventilation system installed is 140 cfm.
