Dear Mir.Brown:
The Chazen, Companies (Chazen) has received the, latest submission responding to technical comments
offered by Chazen on March 23, 2017'. Based upon our review, Chazen offers the, folllowing comments
for the Town's consideration.
St,ormwater Management,&Erosion and Sediment Control:
1. In response to comment.3 of Chazen's March 23, 2017letter', the Applicant stated that contour
labels have been corrected. It appears, that spot grades (201.1, 201.2, and 201.3) in the south.
central portion of the parking area are incorrect and,shall be revised.
2. In response to comment 15 of Chazen's March 23,, 2017 letter, the Applicant has, provided a
draft copy of a stormwater maintenance agreement that the Applicant has, used in other
municipalities. It is recommended that the Town's standard maintenance agreement be used..
The Applicant shall work with the Town's attorney to finalize the maintenance agreement.
3. In response to comment 20 of Chazen's M a rch 23, 2017 letter the Appil iicant stated that the time
span was, revised to 0-36 hours. However, It appears that the time span was revised to 1-36
hours and some subcatchiments still do not provide distinct infow depths(i.e. 10D-year Sediment
Basin 2);the Applicant to revise such that the full effects of the storm is realized.
4. In response to comment 22 of hazen's March 23, 2017 letter the Applicant has, revised the
HydroCAD model to include the proposed drainage. It appears that the CB5 to outfall HydroCAD
inputs do not match the drainage and grading plan (i.e. IW' vs. 24" pipe and outlet invert
discrepancy). The Applicant to revise accordingly and ensure the HydroCAD model matches the
grading,and drainage,plan.

rapacity of 01,05 cfs percartridge. It does not appear that a WQvfllow rate was provided for the
hatspot subcatchments to, verify that I cartridge is sufficient, The Applicant to clarify and
providle the WQv flolw rate.
Traffic Impact Study:
6. Additional information and traffic count data of existing Fastrac faciftles have been provided.
We concur with the trip generation analysis,
7. The 2.10210, guild volumes and the capacity analyses provided in the T15 are comparable to those
in the Rezone StudV,, the Fastrac analysis and the Rezone Study analysis show Impacts when
compared to the No-build condition. To mitigate the impacts the Rezone Study ln,cludes
additional widening of the s"ithbound approach for a left-turn lame. This widening and other
ancillary improvements such as, signal Imprcyvements, shoulid be constructed with the Fastrair
project.
E. Our comment to restrict left-turns out from the southern drive. remains unresolved. There will
be queuies on a regular basis extencling to and beyond the driveway location. The concern, is a
vehicle exiting,thesite and blocking the northbound! lane. A possible solution would be to alllow
the left-turns at this time but with,the understanding that the restriction could be Implemented
In the future should the conf Has materialize.
9Restricting left-turns at the site drive to Corinth Road is shown to be accomplished by striping;
to be effective it is recommended that a curbed island be installed Instead of the striping.
