Dear Mr. Lemery:
We have reviewed the May 2017 site plan application narrative and site plan dated May 15,
2017 as prepared by Elan Planning, conducted a site visit,and considered the potential traffic
operations for the dinosaur display proposed for the project. The following summarizes our
review:
The proposed display is located in the northwest corner of the intersection of the property
driveway (Hidden Farm Road) and US Route 9. The display will be used to identify the
dinosaur experience to be opened in May 2018.The display will be visible to passers-by from
Route 9, and will provide parking for vehicles immediately adjacent to the display. The
display is also accessible by pedestrians via sidewalks on Route 9. The site is just 775 feet
south of Adventure Family Fun Center and Pirates Cove Adventure Golf, and 300 feet north
of The Fun Spot, each of these attractions being a 2 to 4-minute walk to the display.
Route 9 provides one lane in each direction with a center turn lane and sidewalks on each
side of the road. This segment of Route 9 provides a curbed section with no shoulders and a
40 mph speed limit. Route 9 carries approximately 14,000 vehicles a day (annual average
daily traffic volume);the average weekday volume being approximately 1,270vehicles in the
peak hour (noon to 1 pm) according to the last NYSDOT traffic county (July/August 2014).
Visitor interaction with the display is largely expected to be visual, as the display will serve
essentially as a unique business sign,very much like the rides visible from Route 9 or 1-87 at
The Great Escape. Although, we do not expect the single display to generate any significant
traffic, ancillary parking is provided.Turning movements to and from Hidden Farm Road are
an existing condition, used today by campers in passenger cars, truck/trailers, and RV's to
the campground. Therefore, no improvements are considered necessary for the single
display. However, we recommend that any interim signage for the proposed park identify
that the park will open in 2018.

Upon approval of the initial display, a detailed traffic study will be prepared and submitted
with the application for the full dinosaur experience attraction.
