3.14 3.14 GRANTS\Reaffirm Support of Grant#C303899- Road Salt Alternatives—7-3-17 RESOLUTION REAFFFIRMING SUPPORT OF GRANT FUNDS IN CONNECTION WITH NEW YORK STATE AGREEMENT # C303899 REGARDING ROAD SALT ALTERNATIVES AND BEST MANAGEMENT PILOT PROJECT RESOLUTION NO.: ,2017 INTRODUCED BY: WHO MOVED ITS ADOPTION SECONDED BY: WHEREAS, the environmental health and overall quality of life in the Lake George Watershed area is critical to the social and economic well being for the Town of Queensbury, Warren County and the region in general, and the Town of Queensbury has been an active participant in developing the critically important water quality management plan, and WHEREAS, the adopted document, entitled, "Lake George — Plan for the Future" identifies numerous recommendations and actions as being critical to pursuing the objectives of preserving, protecting and enhancing the water quality throughout the Basin, including examining alternatives to the current practices of using road salts to achieve winter road maintenance and identifying best management practices to minimize the application rates of salt and sand to rbads throughout the Lake George Watershed, and WHEREAS, by Resolution No.: 537,2008, the Queensbury Town Board authorized submission of the Road Salt Alternatives and Best Management Pilot Project Fund Application for State Assistance Payments in response to New York State's solicitation of Financial Assistance Grant, and WHEREAS, the New York State Department of State awarded to the Town of Queensbury $149,835 in grant funds for implementation of the Road Salt Alternatives and Best Management Pilot Project Fund Program and by Resolution No.: 260,2012, the Town Board accepted such $149,835 in grant funds,and WHEREAS, the Town Board wishes to reaffirm its support of such Grant and NYS Agreement #C303899 and designate David Wick, Executive Director of the Lake George Park Commission as the person who will work with the Town of Queensbury to administer such Grant, NOW, THEREFORE,BE IT RESOLVED, that the Queensbury Town Board hereby reaffirms its support of$149,835 in grant funding received in connection with New York State Agreement #C303899 regarding Road Salt Alternatives and Best Management Pilot Project Fund Application for State Assistance Payments Program in the interest of advancing the important work of protecting the preservation of water quality of Lake George, and BE IT FURTHER, RESOLVED, that the Town Board further designates David Wick, Executive Director of the Lake George Park Commission as the person who will work with the Town of Queensbury to administer this Grant, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs the Town Supervisor to take such other and further action necessary to effectuate the terms of this Resolution. Duly adopted this 3111 day of July, 2017, by the following vote: AYES : NOES : ABSENT: 2 RESOLUTION AUTHORIZING ROAD SALT ALTERNATIVES AND BEST MANAGEMENT PILOT PROJECT RESOLUTION NO.: 537, 2008 INTRODUCED BY: Mr. John Strough WHO MOVED ITS ADOPTION SECONDED BY: Mr. Anthony Metivier WHEREAS, the Town of Queensbury, herein called the "Municipality", after thorough consideration of the various aspects of the problem and study available data, has hereby determined that certain work, as described in its application and attachments, herein called the "Project", is desirable, is in the public interest, and is required in order to implement the Project; and WHEREAS, the attachments to the application specified the objective and intent to examine alternatives to the current practices of using road salts to achieve winter road maintenance and to also identify best management practices that should also be considered to minimize the application rates of salt and sand to roads throughout the Lake George Watershed, and WHEREAS, the New York State Legislature has enacted Aid to Localities providing financial assistance to municipalities for water quality improvement projects by means of a contract and the Municipality deems it to be in the public interest and benefit under this law to enter into a contract therewith, NOW, THEREFORE, BE IT RESOLVED, that the Queensbury Town Board hereby authorizes and directs the Town Supervisor to: 1. act on behalf of the Queensbury Town Board in all matters related to State assistance under the Laws of 2008; 2. make application, execute the State Assistance Contract, submit Project documentation, and otherwise act for the Town Board in all matters related to the Project and to State assistance; 3. send one (1) certified copy of this Resolution to: Dianne Dio Jones Division of Management &Budget Services New York State Department of Environmental Conservation 625 Broadway, 10`h Floor Albany,New York 12233-1080 and 4. sign any documentation and take any other action necessary to effectuate the terms of this Resolution; and BE IT FURTHER, RESOLVED, that this Resolution shall take effect immediately. Duly adopted this 17th day of November, 2008, by the following vote: AYES: Mr. Stec, Mr. Metivier, Mr. Montesi, Mr. Strough, Mr. Brewer NOES: None ABSENT:None RESOLUTION AUTHORIZING ACCEPTANCE OF GRANT FUNDS IN CONNECTION WITH NEW YORK STATE AGREEMENT # C303899 REGARDING ROAD SALT ALTERNATIVES AND BEST MANAGEMENT PILOT PROJECT AND ESTABLISHING APPROPRIATIONS AND ESTIMATED REVENUES FOR GRANT FUNDS RESOLUTION NO.: 260,2012 INTRODUCED BY: Mr.John Strough WHO MOVED ITS ADOPTION SECONDED BY: Mr. Tim Brewer WHEREAS, the environmental health and overall quality of life in the Lake George Watershed area is critical to the social and economic well being for the Town of Queensbury, Warren County and the region in general, and WHEREAS, the protection, preservation and proper management of water quality within the basin is an essential ingredient to maintaining this revered natural resource as a key to the social and economic vitality of this region, and WHEREAS, the Town of Queensbury has been an active participant in developing the critically important water quality management plan, and WHEREAS, the adopted document, entitled, "Lake George — Plan for the Future" identifies numerous recommendations and actions as being critical to pursuing the objectives of preserving, protecting and enhancing the water quality throughout the Basin, including examining alternatives to the current practices of using road salts to achieve winter road maintenance and identifying best management practices to minimize the application rates of salt and sand to roads throughout the Lake George Watershed, and WHEREAS, by Resolution No.: 537,2008, the Queensbury Town Board authorized submission of the Road Salt Alternatives and Best Management Pilot Project Fund Application for State Assistance Payments in response to New York State's solicitation of Financial Assistance Grant, and WHEREAS, the NYS Department of State recently awarded to the Town of Queensbury, as a participating municipality in the Lake George Watershed Coalition (LGWC), $149,835 in grant funds for implementation of the Road Salt Alternatives and Best Management Pilot Project Fund Program, NOW, THEREFORE,BE IT RESOLVED, that the Queensbury Town Board hereby accepts the $149,835 in grant funding to be received from New York State for implementation of the Road Salt Alternatives and Best Management Pilot Project Fund Application for State Assistance Payments Program as more specifically set forth above, in the interest of advancing the important work of protecting the preservation of water quality of Lake George, and BE IT FURTHER, RESOLVED, that the Town Board further establishes appropriations and estimated revenues as follows: • Increase Revenue in State Aid Account 014-0000-53789-3899 by $149,835; • Increase Appropriations in Misc. Contractual Account 014-8310-4400 by $149,835; and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs the Town Budget Officer to amend the 2012 Town Budget, make any adjustments, budget amendments, transfers or prepare any documentation necessary to establish such appropriations and estimated revenues and 2 effectuate all terms of this Resolution, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs the Town Supervisor, Town Counsel and/or Town Budget Officer to take such other and further action necessary to effectuate the terms of this Resolution.
