S. Pipe and Foundary-Latham, N.Y, and Canron, New Jersey- Mr. Streeter moved that the bids should be turned over to the Water Superintendent for his recommendation. . (Bids were opened at 7: 30 P.M. ) Public Hearing Opened -Notice was read- on proposed drainage dist- rict for Sherman Avenue, Seward Street, Ames Place Grant Avenue,Ext. Ripley Place and Barber Avenue- Supervisoe Austin: Drainage trench would be installed from pond on Purner Property to corner of Ripley Place and Grant Ave. Ext. Ease- ments would be necessary. Drainage trench would be installed on Sherman Ave. from City of Glens Falls property easterly to Harris Street. Perforated drainage pipe, from 12 to 18 inches, would be in- stalled as follows : Sherman Ave. - Harris St. to city line Ames Place - entire length Seward Street - entire length Grant Ave. Ext. - entire length Ripley Place - entire length Barber Ave. - entire length Twenty-eight manholes are proposed. Estimated cost of construction, summer of 1973, including stone, pipe, manholes , labor, legal, engineering, administrative, and contin- gency: $65 ,000.00. This would be financed by a 30-year bond, with interest at 5% per annum. Estimated annual cost of maintenance and discharge: $2 ,000.00. First-year bond cost : 64G per front foot (8400 feet) Last-year bond cost: 27(,% per front foot Annual maintenance cost: 24C per front foot For a 50-foot lot, the first-year cost would be $44. Upon expiration of the 30-year bond issue, the cost would be $12. 00 per year. Supervisor Austin turned the meeting over to Carl Garb- Mr. Garb spoke to the interested parties on the exact location of the lines useing various maps of the area. Opened to public: Bfuce Lundgren: saw two problems-Grant and Barber Avenues and Sherman Avenue-He viewed the opening of Grant Avenue Line as solving the problem-thus viewing these as two spperate problems. . Mrs. Rowland-Seward St. res. -she did not believe that the opening on the Grant Avenue pipe would solve the problem. Need oelp immediately. Henry Cartier-res of Sherman Ave. -if the addition of two new streets will defeat the district then I wish to have just the original streets viewed again. . . Barbara Skellie: res. of Seward St. - washer and dryer in water- need help. have 2 sub-pumps going- .2 Unknown: Find out the source of the problem. . . Mr. Lundgren: question the size of the pipe. . . Mr. Garb : according to engineers study the pipe should be larger that is presently there. Mr. Thorne: will a perforated tile be layed? Mr. Garb : Yes Mr. Thorne: Is everthing a district? Supervisor Austin: yes Mr. Thorne : Will this be done this summer? Supervisor Austin : yes there would be very little time factor in connection with the city—we have informal assurances that the' City will not oppose the connection. Mr. Lundgren: explain how a corner lot will be charged. Supervisor Austin: The two.-: sides will be added together and divided by two. Mr. Cartier: The water is hurting the roads. . . Mr. Charles : will the payments be reduced every year? Supervisor Austin: Yev, with respect to paying the bond. Dick Homan:There is no garantee that this will work? Unknown: Is it manditory for new developers to put in drainage systems? Supervisor Austin: No. The revised subdivision regulations would have this in it. Mrs .Rowland: issued a formal request of the Board to issue no more building permits until the situation is relieved. . . Unknown: I am an engineer, this is a good plan. . . Z' \y Z .J RESOLUTION CREATING QUEENSBURY DRAINAGE DISTRICT NO. 2 IN THE TOWN OF QUEENSBURY, WARREN COUNTY, NEW YORK RESOLUTION NO. 178 Introduced by Mr. Harold Robillard who moved its adoption, seconded by Mr. Robert Barber: WHEREAS, certain residents of the Town have requested the establishment of a drainage district, and WHEREAS, the Town Board of the Town of Queensbury, in the County of Warren and State of New York, met at regular session in the Town Office Building, in said Town, County and State as aforesaid, on the 17th day of May, 1973, at 7: 30 P.M. day light savings time, and adopted Resolution No. 152 for the year 1973, calling for a Public Hearing at the Town Office Building, located at Bay Road, Town of Queensbury, Warren County, New York, on the 14th day of June, 1973 at 7 :30 P.M. day light savings time, to hear all persons interested in the subject thereof, concerning the same and to take such action as was required and authorized by law, and WHEREAS, a Public Hearing was held upon said notice giving all interested persons an opportunity to be heard thereon, now therefore be it RESOLVED, by the Town Board of the Town of Queensbury, Warren County, New York, as follows : Sec-tion 1. That the notice of hearing described in Resolu- tion No. 152 for the year 1973 was published and posted as re- quired by law and is otherwise sufficient: That all the property and property owners within the proposed district are benefited, or will be benefited, by the creation of the said district; That all the property and property owners benefited are included with- in the limits of the proposed district; That the establishment of such district is in the public interest. Section 2. The Queensbury Drainage District No. 2 is here- by treated, and shall include therein all real property bounded and described as set forth on Schedule "A" hereto annexed. Section "'3, The construction of the drainage system is approved at a maximum cost to be expended for the establishment of said drainage system for the pruposes aforesaid, including surveys, land and other expenses, is Sixty-five Thousand Dollars ($65,000.00) which is hereby approved. The cost thereof shall be borne by local assessment upon the several lots and parcels of land within said drainage district which the Town Board shall determine and speClfy to be especially benefited by the improve- ments in just proportion to the amount of benefit which the im- provement will confer upon the same. Section 4. The TownClerk;'of the Town of Queensbury is hereby directed to file a certificate pursuant to Section 209 E of the Town Law, including a copy of this Resolution upon the Department of Audit and Control , at Albany, New York. Section 5 . Belanger-to locate a mobile home on Minnesota Avenue - The Building Inspector recommended approval- N otice of hearing was shown-Meeting opened to public-Mr. Peter Fitzgerald r refresenting; Mr. Belanger spoke,the area already has 14 mobile homes and only 4 non mobile homes on the street, Mr. Belanger has spoken to hig neighbors (Ballards and Robinsons) and found no objections . RESOLUTION TO AUTHORIZE PERMIT FOR MOBILE HOME RESOLUTION NO. 179 Introduced by Mr. John Austin who moved its adoption, seconded y Mr. Goidon Streeter: WHEREAS, Roland E. Belanger has made application in accordance with paragraph 2 (c) Section 4, of an ordinance of the Town of Queensbury entitled; ORDINANCE FOR THE REGULATION OF MOBILE HOME And MOBILE HOME COURTS IN THE TOWN OF QUEENSBURY, WARREN COUNTY, NEW YORK, to locate a mobile home at property situated Minnesota Avenue, and WHEREAS, this town board has conducted a public hearing in connection with said application and has heard all persons desiring to be heard in favor of or against said application, and WHEREAS, it I is hereby determined that the facts presented in said application and at said public hearing are sufficient to authorize the issuance of the permit requested by said application, therefore be it RESOLVED, that pursuant to the provisions of the above mentioned ordinance, permission is hereby given to Roland E. Belanger to locate a mobile home at property situated at Minnesota Avenue and that the Building Inspector is hereby authorized and directed to issue such permit in accordance with the terms and conditions of said ordinance. Duly adopted by the folloting vote : Ayes : Mr. Olson, Mr. Barber, Mr. Robillard, Mr. Streeter, Mr. Austin LNoes : None Absent :None Supervisor Austin made note of the existing ban on water and the-Queens- bury Water Department has acquired emergency equipment for pumping and filtering and we are investigating another well pumping system. Mr. Flaherty noted that the town had recovered about 80 percent of its storage and gaining slowly. Unknown: complained about paying for a hose and not being able to use it. (Isabelle Barber) Supervisor Austin noted we ace approaching the city of Glens Falls in an informal meeting, to investigate the possibility of inter connection with the city water system. There is aiso a possibility to join with Hudson Falls but they also have a problem with the lack of water. Unknown: asked the board to place a moratorium on building in the town until the water situation is solved. RESOLUTION SETTING PUBLIC HEARING TO REZONE PROPERTY OF ALBANY INTERNATIONAL CORP. RESOLUTION NO. 181, introduced by Mr. Robert Barber kh o moved its adoption, seconded by Mr. Daniel Olson. RESOLUTION URGING PLACEMENT OF TRAFFIC SIGNAL ON ROUTE 9 AT MONTRAY ROAD RESOLUTION NO. 182 Introduced by Mr. Robert Barber who moved its adoption, seconded y Mr. Gordon Streeter: WHEREAS, development of the Twicwood Section of Queensbury has resulted in extensive use of the northerly intersection of Montray Road and U. S. Route 9; and WHEREAS, automobiles have difficulty in entering Route 9 from Montray Road at that :lbcation because of heavy use of Route 9 and because of ' visual obstructions ; now, therefore, be it LRESOLVED, that the Town Board of the Town of Queensbury hereby petitions the New York State Department of Transportation to install a full-phase traffic signal at said intersection, said signal to be activated by traffic approaching the location on Montray Road; and be it further RESOLVED, that certified copies of this resolution be sent to Charles E. Carlson, Regional Director, and William J. Lennon, Resident Engineer, New York State Department of Transportation.
