Creighton Manning Engineering, LLP(CM) has reviewed the traffic related comments included
in the July 13, 2017 review letter provided by The Chazen Companies. Below is a summary of
the comments and our responses.
Comment#39: Observations of traffic conditions were undertaken during the afternoon peek
period on Tuesday, June 27th. Westbound traffic was mostly operating under stop-and-go
conditions with vehicles waiting several cycle lengths to get through the signalized
intersections. Westbound queues extended from the interstate ramps, through the western
Aviation Mall intersection and to the eastern Aviation Moll intersection. This made it difficult
for turning movements in and out of driveways on both sides of the road with vehicle conflicts
attempting to use the median for turns. Vehicles exiting the Aviation Mall western intersection
waited, at times, several cycles to exit the Mall.
Response: it is noted that NYSDOT recently modified the westbound approach to the
Aviation Road/1-87 Exit 19 Southbound On/Off Ramp intersection in order to conform with
federal highway rules.The westbound approach of the intersection originally provided an
exclusive left turn lane,a shared left turn/through lane, and a separate through lane.The
westbound approach has been changed to an exclusive left turn lane and two through
lanes. Based on a review of local media reports, it was believed that this has caused the
westbound Aviation Road approach of this intersection to queue back through adjacent
intersections during weekday peak commuter periods. A review of field conditions
indicates that the westbound queue that extends across the site frontage on Aviation Road
may not be a result of the recent geometric change implemented by NYSDOT at the 1-87
Exit 19 Southbound On/Off Ramp intersection. Field observations indicate that the green
phase associated with the westbound through movement at the 1-87 Exit 19 Northbound
On/Off Ramp intersection appears short when there is a call for the lagging, protected
eastbound left turn phase.Creighton Manning is coordinating with NYSDOT to determine
if the existing signal can be modified to alleviate this condition.
Field observations during the Saturday peak hour note that vehicles on Aviation Road
queued back from the signalized 1-87 Exit 19 Northbound On/Off Ramp intersection up to

the Aviation Mall/Green Way North intersection two times during the Saturday peak traffic

consistently impact operations of this intersection. In addition, field observations during
the traffic count conducted during the afternoon peak commuter time period indicates
that the westbound Aviation Road queue consistently extended up to and slightly through
the Aviation Mall Road/Green Way North intersection; however, motorists on Aviation
Road provided enough courtesy gaps to allow patrons of Aviation Mall to exit during their
green phase.
Comment #39-o: The procedures used for the capacity analyses treat the unsignalized
intersections as isolated intersections. There are four driveways and an intersection within
about 200 feet of each other that the interaction of all of them should be evaluated. The
Synchro/Sim Traffic software may be a better choice to study the interaction with the models
calibrated to existing conditions. Electronic files of the models should be submitted for review.
Response: The intersection level of service calculations have been updated to reflect
outputs associated with the SimTraffic simulation which accounts for interactions between
adjacent intersections. It is noted that SimTraffic does not allow vehicles at unsignalized
intersections to use the two-way left-turn lane (TWLTL) on Aviation Road. In addition,
SimTraffic does not account for courtesy gaps provided by motorists; therefore, some of
the average left turn delays reported at the unsignalized intersections are greater than
those observed in the field and cannot be calibrated.Table 1 provides a summary of the
alternative level of service analysis. The electronic files will be provided for review. The
detailed level of service reports are included under Attachment A.The simulations assume
that NYSDOT will modify existing timings on the Northbound Ramp in order to alleviate
impacts associated with the westbound queue on Aviation Road.

The level of service summary indicates that adequate operations will be provided at the
study area intersections. This is consistent with the original assessment provided in the
July 6, 2417 letter. It is noted that the some of the level of service values presented in
Table 1 fluctuate from one condition to the next.The results are based on an average of
five simulation runs which can introduce variations in delay. A review of the model
indicates that the signalized intersections provide gaps in traffic that allow vehicles to
enter and exit Aviation Road to/from the unsignalized driveways and intersections. No
mitigation is recommended.
Comment#39-b: Only the Saturday midday peak hour was analyzed. The Weekday AM and
PM peak hours should also be analyzed. The adjacent diner and convenience stores typically
generate more trips during these periods than the Saturday peak hour, thereby, introducing
more turning conflicts within the limited distance noted above.In addition, data obtained from
NYSDOT's Traffic Data Viewer indicate that the weekday PM peak hour volumes in the
westbound direction are higher than Saturday midday peak.
Response: A summary of the 2010 traffic volumes reported by NYSDOT on Aviation Road
is provided in Table 2.The automatic traffic recorder was installed approximately 480 feet
east of the 1-87 Exit 19 Northbound On/Off Ramp intersection which is approximately
between the two Sunoco driveways.

A review of the NYSDOT data and the trip generation estimate fort he site(Table 5)indicate
that the Saturday peak hour represents worst-case operating conditions. It is noted that
the PM peak hour volumes recorded in the westbound direction were only higher than
one of the counts conducted on a Saturday;however,the total traffic observed on Aviation
Road was highest during the Saturday peak hour.
A review of this traffic count data suggests that the AM peak hour is at least 25 percent
less than the PM and Saturday peak hours;therefore,the supplemental traffic assessment
focused on the PM peak hourto provide a worst-case analysis.The study area intersections
were re-counted during the PM peals hour on 'Tuesday, July 1$, 2017 from 4:45 to 5:45
p.m. The turning movement counts are included under Attachment S. A comparison of
traffic on Aviation Road between the two Sunoco driveways is presented in Table 3 while
a comparison of traffic entering and exiting the adjacent land uses and side streets is
presented in Table 4.

A review of the 2017 mainline traffic count data indicates that more traffic was observed
on Aviation Road during the PM peak hour when compared to the Saturday peak hour;
however,it is noted that more traffic was observed entering and exiting all of the adjacent
land uses and side streets during the Saturday peak hour when compared to the PM peak
hour with the exception of the Speedway driveway. A detailed traffic assessment of PM
peak hour conditions is presented below. The methodologies used to analyze the study
area intersections are consistent with the original Traffic Assessment letter dated July 6,
2017.

Trip Generation
Table 5 summarizes the hotel trip generation estimate for the AM,PM,and Saturday peak
hours(consistent with the original analysis).

As noted in the original analysis,the proposed hotel development will generate more trips
during the Saturday peak hour when compared to the AM and PM peak hours of adjacent
street traffic; however, the PM peak hour was added to this evaluation since it has been
determined that existing mainline traffic conditions are higher during peak afternoon
commuter time periods.
Existing and Future Traffic Volumes
As noted above, turning movement traffic counts were conducted during the PM peak
hour on Tuesday, July 18, 2017 at the study area intersections included in the Traffic
Assessment letter dated July 6, 2017. In response to Comment #39-c, the 1-87 Exit 19
Northbound On/Off Ramp intersection was added to the analysis. The existing PM peak
hour traffic volumes are shown on Figure 1-1.
The relative impact of the proposed project can be determined by comparing levels of
service during No-Build and Build conditions; therefore, 2018 traffic projections were
developed based on the methodology included in the original July 6, 2017 letter.The No-
Build traffic volumes are shown on Figure 1-2 and represent traffic volumes without
construction of the proposed project.Traffic generated by the proposed project during the
PM peak hour was distributed to the adjacent roadways consistent with the original
analysis(Figure 2-1).The site generated traffic volumes are shown on Figure 2-2 while the
resulting Build traffic volumes for the weekday PM peak hour are shown on Figure 3.
Traffic Operations
Intersection evaluations were made using Synchro Software which automates the
procedures contained in the Highway Capacity ManuaL Table 6 summarizes the SimTraffic
simulation results for the proposed project while Table 7 summarizes queuing in the
TWLTL on Aviation Road at the unsignalized study area intersections as requested in
Comment#39-d.The detailed level of service analyses are included under Attachment C.
The simulations assume that NYSDOT will modify existing timings in order to reduce the
westbound queue on Aviation Road.

the SimTraffic simulation indicates that during the PM peak hour, this intersection will
operate at an overall LOS C through Build conditions with an increase in average vehicle
delay less than one second. No site specific mitigation is recommended at this intersection
after development of the project.
• Aviation Road/Ambrosia Diner Driveway (Site Driveway) —The level of service summary
indicates that the westbound Aviation Road left turn movement will operate adequately
and that the average queue in the TWLTL will be one vehicle during the PM peak hour after
development of the site. The northbound Site Driveway right turn movement will also
operate at good levels of service during Build conditions. No additional mitigation is
recommended based on the PM peak hour assessment.
• Aviation Road/Speedway Driveway/Sunoco West Driveway and Aviation Road/Sunoco
East Driveway/Carlton Drive—The level of service summary from the SimTraffic simulation
indicates that adequate operations will be provided during the PM peak hour after
development of the site at these unsignaIixed intersections. It is noted that the simulation
does not take into account courtesy gaps provided by motorists on Aviation Road or the
use of the TWLTL to make a two stage left turn from the minor approaches.The average
queue in the TWLTL will be one vehicle during the PM peak hour. Field observations
indicate that adequate spacing will be provided within the TWLTL to accommodate future
operations. No site specific mitigation is recommended at these intersections after
development of the project.
• Aviation Road/Aviation Mall Road/Green Way North--The level of service summary from
the SimTraffic simulation indicates that during the PM peak hour, this intersection will
operate at an overall LOS B through Build conditions. No site specific mitigation is
recommended at this intersection after development of the project.
Comment#39-c: Since the observed congestion along the site frontage is related to, in part,
the delays at the 1-87 ramps, those intersections should be included in the analysis as well.
Response: An analysis of the I-87 Exit 19 Northbound On/Off Ramp intersection during

the PM peak hour is included under response to Comment#39-b as requested. Response
to Comment#39 indicates that the westbound queue that extends across the site frontage
on Aviation Road may not be a result of the recent geometric change implemented by
NYSDOT at the 1-87 Exit 19 Southbound On/Off Ramp intersection; therefore, this ramp
was only included in the Synchro model to reflect the interaction between the two
interchange intersections but not included in the detailed evaluation. Traffic volumes at
the Southbound Ramp intersection were provided by the Aviation Rood Corridor Study.
Comment#39-d: The gap analysis presumes unrestricted use of the median for multiple left-
turns into the site. The closely-spaced driveways and number of vehicles turning left often
prevented more than one vehicle to queue in the median for any one particular driveway. This
should be accounted for in the analysis.Also, the gap data in the appendix does not match the
data in the report tables. The differences should be clarified.
Response: The queue analysis presented in Table 7 indicates that the average queue for
vehicles making left turns into the Speedway driveway, the Sunoco West Driveway, and
the shared Ambrosia Diner/Hotel Driveway is one vehicle during the PM peak hour. It is
noted that the maximum number of left turns at these driveways is 14 vehicles during the
PM and Saturday peak hours which is equivalent to one left turn every four minutes. The
probability of vehicles competing for the same area of the TWLTL is very low. In addition,
the maximum number of left turns at the Carlton Drive and Sunoco East Driveway is 24
vehicles during the PM and Saturday peak hours which is equivalent to one left turn every
2% to three minutes. Field observations during the PM peak hour indicate that courtesy
gaps were provided by motorists stopped in the westbound queue that extends back from
the Northbound Ramp intersection and that average delay for vehicles waiting to turn left
into the Speedway driveway was approximately 30 to 35 seconds. The average delay for
vehicles waiting to turn left into the Ambrosia driveway was less than five seconds. It is
not anticipated that vehicles turning left into the various land uses along Aviation Road
will impact through traffic in the eastbound and westbound lanes. Adequate storage is
provided between each driveway to accommodate at feast one vehicle in queue. In
addition, it is noted that ongoing coordination with NYSDOT to potentially mitigate the
westbound queue will minimize mainline left turn interactions.
The gap data provided under Attachment E of the original letter is the raw count collected
during the Saturday peak hour.The observed gaps are reported in seconds; however,the
gap thresholds to make a left turn into a driveway or a right turn out of a driveway
presented in the Highway Capacity Manual are associated with fractions of seconds and
do not coincide with the standard gaps counted in the field.The field data was interpolated
to coincide with the gap thresholds as shown on the Gap Analysis presented under
Attachment D.
