4.07 4.7 BIDS\Advertise—Traffic Signal Upgrades at Aviation Rd and Transfer$-8-7-17 RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR TRAFFIC SIGNAL UPGRADES AT INTERSECTION OF AVIATION ROAD AND QUEENSBURY UNION FREE SCHOOL DISTRICT MAIN ENTRANCE RESOLUTION NO.: ,2017 INTRODUCED BY: WHO MOVED ITS ADOPTION SECONDED BY: WHEREAS, by Resolution No.: 15,2017, the Queensbury Town Board authorized establishment of Traffic Signal Capital Project Fund 4215 providing for the installation and upgrading of Town traffic signals in the Town of Queensbury(Project), and WHEREAS, Barton & Loguidice, P.C., (B&L) has been engaged for initiating construction bid documents and construction observation services for traffic signal upgrades at the intersection of Aviation Road and the Queensbury Union Free School District main entrance for an approximate amount of$7,582 in accordance with its July 7, 2017 proposal, and WHEREAS, General Municipal Law §103 requires that the Town advertise for bids and award the bid to the lowest responsible bidder(s) meeting New York State statutory requirements and the requirements set forth in the Town's bidding documents, NOW, THEREFORE, BE IT RESOLVED, that the Queensbury Town Board hereby authorizes and directs the Town's Purchasing Agent to publish an advertisement for bids for the traffic signal upgrades at the intersection of Aviation Road and the Queensbury Union Free School District main entrance, in accordance with bid documents prepared by Barton & Loguidice, P.C., (B&L), in the official newspaper for the Town of Queensbury, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs the Purchasing Agent to open all bids received, read the same aloud and record the bids as is customarily done and present the bids to the next regular or special meeting of the Town Board, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs the Town Budget Officer to take all actions necessary to effectuate the transfer of$8,000 from the General Fund Unappropriated Fund Balance to Capital Project Fund 4215, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs the Town Supervisor to sign any needed documentation and the Town Supervisor, Budget Officer and/or Purchasing Agent to take all actions necessary to effectuate all terms of this Resolution. Scope of Services B&L will provide the following scope of services to complete the traffic signal design at the intersection of Aviation Road and the QUFSD Main Entrance: 1. Final Design and Construction Documents: a. The Final submittal(100%complete)will include: i. Title sheet ii. General notes,index,legends,and abbreviations iii. Table of estimated quantities iv. Maintenance and Protection of Traffic plans and details v. General Plans vi. Miscellaneous Details and Tables including timing plan,table of operations,and wiring diagram vii. Contract bid documents viii. Final construction cost estimate 2. Bid and Award a. Addressing potential bidder questions b. Issuing addendum(s) c. Reviewing bids d. Providing award recommendation to the Town. 3. Construction a. Construction administration b. Submittal review/approval c. Periodic on-site observation d. Development of record plans. Technical Assumptions B&L has made the following technical assumptions associated with our fee proposal to complete the scope of services: 1. It is assumed that the Final Design and Construction Documents will be a continuation of the A/GFTC Aviation Road/QUFSD Access Operations Analysis and the Final Phase 1 conceptual plan that was accepted as part of that study. 2. Two(2)plan submittals(draft and final)are included. Design will be in English units on 11"x17"plans. 4. Proposed improvements can be completed within existing right-of-way. 5. Design will be in compliance with the New York State Department of Transportation Standard Sheets and Specifications,Manual on Uniform Traffic Control Devices(MUTCD),and the New York State Supplement to the MUTCD. 6. Coordination with state/federal agencies or regulatory authority is not included. 7. It is assumed that environmental permitting is not required. 8. Bid documents will be provided in PDF format on Compact Discs. 9. Assume one(1)addendum for one(1)2-week bidding period 10. Assume a total construction duration of three(3)weeks. 11. Construction administration includes one(1)pre-construction meeting with the contractor,monitoring of the contractor's adherence to the schedule,submittal and material review/approval,one(1)contractors payment recommendation,and interpretation and clarification of design plans and specifications. Assume four(4)hours per week over the duration of construction. 12. Construction observation includes periodic part-time observation of the quality of work and general conformance with the contract documents. Assume eight(8)hours per week over the duration of construction. 13. Record plans will be completed in PDF and hard copy format Assume one(1)full size and one(1)half size set of record plans. 14. Survey services is not included. 15. Digital copies of design can be provided in AutoCAD or Microstation format,if requested. 16. Assume B&L standard boiler plate contract documents will be utilized for the bid documents. 17. Assume the Town will place the advertisement for bids Anticipated Project Schedule Contract Authorization July 2017 Final Submittal July 21,2017 Bidding July 24,2017 through August 7,2017 Construction Start August 21,2017 Construction Complete September 8,2017 Fee Estimate by Phase and Billing Rate Schedule For the general scope of services,technical assumptions,and a%ticipated project schedule presented above,B&L proposes to complete the project on a time plus expense basis for a maximum fee of Seven Thousand Five Hundred Eighty Two Dollars($7,582).
