As we recommended, this inspection included a review of historical aerial photos of the farm. The aerials provided a timeline of farming activities as well as visual evidence of possible landfilling, common on older farmsteads that did not have access to private or municipal solid waste transportation/disposal. Finally, Jade reviewed Queens bury and Warrens County GIS Interactive maps to check for critical environmental designation that could potentially impede future redevelopment of this site. Site Inspection On June 17, 2016 you and I inspected the barns and immediately surrounding areas of the main barn, shed and exterior of the dwelling. Dense vegetation did cover much of the area, but based on the results of our inspection, I don't believe the visual limitations represent a concern worthy of reaction. Hazardous Materials/Petroleum Storage The focus of our inspection was on evidence of hazardous materials and or petroleum such as fuel oil for heating, diesel or gasoline to drive equipment or fertilizers, pesticides and herbicides to propagate crops and/or livestock. Specifically, Jade searched for evidence of same in the form of fill ports/boxes, vents, pump bases, etc. None were found. In fact, only two (2) 55- gallon drums were found that were apparently the farmers tractor fuel supply. The drums being partially filled still, were intact and no evidence of spillage was identified. Of course we recommend these drums are disposed of properly with a local fuel recycler. In addition to the diesel drums, Jade identified a few small buckets of used motor oil likely originating from small engines used on the property. Jade recommends the used oil be properly disposed with the diesel. No other evidence of petroleum was identified on-site. Moreover, no hazardous materials of any type including pesticides or herbicides were observed in the barn or shed. Although not inspected, we did inspect the exterior of the dwelling which is connected to natural gas. No evidence of buried tanks was identified around the house indicating the small dwelling likely used either an aboveground 275-gallon fuel oil tank which was removed when the burner was converted to gas, or they used an alternative source for heat such as electric and/or wood. Asbestos/Leaded Paint No asbestos containing building materials were noted in the main barn nor the smaller shed structure. The roof of the barn was slate and the shed wood. The dwelling was cedar sided and the roof metal. Troughs and hay in the basement of the barn indicate the barn was being used for livestock. A smoke vent in the garage attached to the main barn indicates there may have been a wood stove in the barn used to keep the barn work area and possibly livestock if necessary. Still tenanted, the interior of the home was not accessible for inspection, as such an assessment as to the condition of paint inside the house cannot be provided. Page 1 of 3 303.16-1-4 DEMO 222-2017 Storied Boards LLC 393 Dix Avenue Demolition - Barn r: � Aerial Photo Review Jade reviewed aerial photos taken in 1942, '47, '60, '64, '79, '86, '95 and 2006. Based on the results of this review Jade identified the following: '1942 The dwelling and barn can be seen. The rear shed of the main barn is not built nor is the smaller shed. A narrow shed like structure can be seen just east of the main barn. The existing small dwellings and associated barns/sheds to the east and west can be seen, as well as another farm like development southeast across Dix Ave. Although some large trees can be seen around the houses, the bulk of the area is open fields apparently being used for hay. Arrangements indicative of orchards can be seen in some areas. Clearly a farming community, what appears to be a paper/pulp mill can be seen due south about a half mile away adjacent the Hudson River. 1947 This aerial is not as clear, but looks identical to the 1942 1960 Again, somewhat blurry this aerial seems consistent with the prior two aerials. No real changes can be discerned except the construction of an apparent commercial structure a few hundred yards east down Dix Ave. 1964 A nice clear photo depicts the Subject with the barn in its full development and what appears to be farming equipment being stored behind (north) of the small shed. 1979 Photo not discernable 1986 Photo not discernable 1995 Good clear color photo clearly shows what appears to be trucks and farm equipment being stored on-site. Nothing has really changed in the area except that trees are beginning to grow in the area and corrunercial development is beginning to show up in the area as development from Glens Falls spreads towards the Subject. Based on our aerial photo review, no areas of the property were identified as suspect dump sites. In addition, all of the equipment that appears to have been stored behind the shed as seen on more recent aerials has been removed except for a large wooded hay box which remains. Based on our aerial review no environmental concerns were noted. Interactive Mapping Review As a final check, Jade reviewed the GIS Interactive Mapping System for the Town of Queensbury as well as Warren County both of which included detailed aerial photos taken in 2013. The great photos show the Subject in its current configuration without as much overgrowth. The barn, main dwelling and shed can all be clearly seen as well as the large wooden hay box in the field. The map clearly shows the hay field free of dumping, however, a dump area can be seen on the east adjacent farm parcel. The snapping system confirmed no regulated wetlands, flood zones or other critical environmental areas on the Subject. Conclusions/Recommendations Based on the results our site inspection, aerial photo review and GIS study, Jade concludes the Subject has been used for farming for the past 75 or more years. Specifically, the slightly over 8-acre farm grew hay and corn which was stored in the on-site silo to feed cows and horses stored in the main barn and corral behind it. The raising of livestock was apparently discontinued in the 1980s, and since about that same time the barn, sheds and silo have fallen into disrepair and represent a safety concern, especially to trespasses. Our study has not identified any evidence of petroleum bulk storage tanks or any containers of suspect hazardous materials worthy of further investigation other than two partially filled 55 gallon drums of diesel and a few buckets of used motor oil. No asbestos containing building materials, lead based paint, residual fertilizers or pesticides or herbicides or containers with unknown substances were identified. Water and natural gas are provided by the municipality, however, sewage is apparently disposed via an on-site septic system. No areas on-site were identified as having been used for disposal/landfilling, a common occurrence on older farmsteads. Jade Environmental, Inc.
