The Planning Board shall not approve a Site Plan unless it first determines that such site plan meets the following Standards. Please prepare responses to each of the following topics: STANDARDS A The proposed project furthers or is consistent with the policies of the Town's Comprehensive Plan. B The proposed project complies with all other requirements of this Chapter,including the site plan review standards as set forth in Paragraph F of this section,the dimensional,bulk and density regulations of the zoning district in which it is proposed to be located(Article 3 and Table 1),the applicable requirements of all other Articles that apply. C The site plan encourages pedestrian activity internally and,if practicable,to and from the site with pedestrian paths or sidewalks connected to adjacent areas. Traffic access and circulation,road intersections,road and driveway widths and traffic controls will be adequate. CJ Off-street parking and 19oading facilities will be appropriately located and arranged and sufficient to meet traffic anticipated to be generated by the new use. The establishment of vehicle links between parking areas of adjacent properties are provided where feasible. This furthers the Town's goal of reducing curb cuts and reducing congestion. A twenty-foot wide connection is required. If adjacent properties are either undeveloped or previously developed without having made provision for future linkage,then a future connection must be identified and provided for in the site plan under review for such future linkage when the time arises. The Planning Board may require proof that the applicant has made contact with adjacent property owners for purposes of coordinating linkages with adjacent properties. H The project shall not have an undue adverse impact upon the natural,scenic,aesthetic,ecological,wildlife,historic,recreational or open space resources of the town or the Adirondack Park or upon the adequate provision of supporting facilities and services made necessary by the project,taking into account the commercial,industrial,residential,recreational or other benefits that might be derived from the project. In making the determination hereunder,the Planning Board shall consider those factors pertinent to the project contained in the development considerations set forth herein under§ 179-9-080 of this Chapter,and in so doing,the Planning Board shall make a net overall evaluation of the project in relation to the development objectives and general guidelines set forth in§ 179-9-080 of this Article. 1 The provision for and arrangement of pedestrian traffic access and circulation,walkway structures,control of intersections with vehicular traffic and overall pedestrian convenience shall be safe and adequate for pedestrian movement. Pedestrian connections between adjacent sites shall be provided to encourage pedestrian use. J. Stormwater drainage facilities will prevent an increase of post development drainage flows as compared to pre-development drainage flows. Drainage of the site shall recharge ground water to the extent practical. Surface waters flowing off-site shall not degrade any streams or adversely affect drainage on adjacent properties or public roads. Facilities shall be in conformance with the drainage standards of Chapter 147 of the Town Code and the Town of Queensbury Subdivision Regulations where applicable. K. The water supply and sewage disposal facilities will be adequate and will meet all applicable and current requirements set forth by Department of Health regulations and Chapter 136 of the Town Code. I The adequacy,type and arrangement of trees,shrubs and other suitable plantings,landscaping and screening shall effectively provide a visual and/or noise buffer between the applicants and adjoining lands,including the maximum retention of existing vegetation and maintenance,including replacement of dead or deceased plants. M Fire lanes,emergency zones and fire hydrants will be adequate and meet the needs and requirements of emergency service providers. The project site is located within an industrial land use area identified on the Recommended Land Use Map as part of the 2007 Town's Comprehensive Plan. The projects mixed uses consisting of offices, light manufacturing & warehousing which are typical of light industrial land use areas and are therefore consistent with the Town's Comprehensive Plan. B. The project is designed to fit within the allowed dimensional setbacks, and all other bulk and density items comply with the requirements of the zoning district. C. Pedestrian activities within the site are encouraged by the use of sidewalks along the parking areas. There are no existing sidewalks along Luzerne Road. D. The site is not located within an existing sewer district or within 250 feet of an existing sewer line, therefore an on-site sewage disposal system is required. The proposed septic system is a shallow conventional system designed in accordance with Chapter 136 and NYS Department of Environmental Conservation regulations. All stormwater runoff from impervious areas shall be managed on-site in accordance with Chapter 147 and NYS Department of Conservation SPDES General Permit for Construction Activities. (See attached Stormwater Management Report and SWPPP). E. The proposed use is a mixed use facility and is an allowed use within the CLI zone. F. The site has been designed so that on site traffic will take place around the perimeter of the lot and there are two proposed curb cuts along Luzerne Road to make access to the site easier from either direction. The property has good sight lines in both directions on Luzerne Road and is in close proximity to Exit 18 via Media drive. (see attached CME Traffic Assessment) G. The proposed facility provides for parking along the main drive around the entirety of the proposed building. The main drives are 26 and 28 feet wide to provide sufficient area for larger delivery and emergency vehicles. New parking areas will be accessed via two curb cuts at the east and west boundaries of the property at Luzerne Road. H. The project is proposed to occupy a total of approximately 4-1/2 acres on a roughly 13 acre site which is approximately 1/3 of the site and therefore will not create an undue adverse impact on any of the listed items contained herein. Letters to NYS Office of Parks, Recreation and Historic Preservation, NY Natural Heritage Program and U.S Fish and Wildlife have been sent seeking more information regarding wildlife and historic natural resources at the site. I. The on-site circulation takes place mainly around the perimeter of the site and there are sidewalks provided around all aspects of the parking areas and access walks to the buildings take place at many intervals. J. All stormwater runoff from impervious areas shall be managed on-site in accordance with Chapter 147 and NYS Department of Conservation SPDES General Permit for Construction Activities. (See attached Stormwater Management Report and SWPPP). Soil testing has been performed at the site resulting in the discovery of both native and non- native soil types. Based on the topography of the site the buildings will be placed basically at the existing grade and new fill material will be brought in around the proposed buildings to provide the needed stormwater management for all new hard surfaces. Steps have been taken to manage the roof drainage through eave trenches. K. Water supply will be provided from the Town of Queensbury municipal system. Both buildings will be provided with fire suppression sprinkler systems and fire flow testing on existing hydrants will be performed to confirm adequate water flow and pressure for the proposed buildings. The sewage disposal system is designed to provide the required amount of disposal area for both buildings on the site. L. New landscaping is proposed and is detailed on the proposed site plan. M. Emergency access is provided around the proposed buildings and a two new hydrants area proposed at the rear of the lot as per the Town of Queensbury Fire Marshal recommendations. N. All stormwater runoff from impervious areas shall be managed on-site in accordance with Chapter 147 and NYS Department of Conservation SPDES General Permit for Construction Activities. (See attached Stormwater Management Report and SWPPP). O. Proposed lighting will be recessed downcast fixtures with cut-off lenses mounted at the personnel entrances to the proposed facility renovation. New pole lights will be installed as shown on the attached lighting plan to provide adequate light coverage for all parking areas, driveways and proposed sidewalks along the buildings. 2 § 179-9-050 Checklist-Application for Site Plan Review. Application materials and site plan shall include sufficient information for the Board to review and provide a decision. The applicant is to provide a site plan drawing and all attachments that address items A-V. The applicant may request a waiver from A-V and is to provide reasons for waiver(s)requested. Please label information to be submitted. REQUIREMENTS Sheet 9 A A vicinity map drawn at the scale that shows the relationship of the proposal to existing community facilities which affect 1 or serve it,such as roads,shopping areas,schools,etc. The map shall also show all properties,identify owners, subdivisions,streets and easements within 500 feet of the property. Such a sketch may be superimposed on a United States Geological Survey map of the area. B The site plan shall be drawn at a scale of forty feet to the inch(1"=40 feet)or such other scale as the Planning Board may deem appropriate,on standard 24"x 36"sheets,with continuation on 8 U2`�x I F sheets as necessary for written 3 information. The information listed below shall be shown on the site plan and continuation sheets. C Name of the project,boundaries,date,north arrow,and scale of the plan. All D Name and address of the owner of record,developer,and seal of the engineer,architect or landscape architect. If the All applicant is not the record owner,a letter of authorization shall be required from the owner. E The location and use of all existing and proposed structures within the property,including all dimensions of height and 3 floor area,all exterior entrances,and all anticipated future additions and alterations. F The location of all present and proposed public and private ways,off-street parking areas,driveways,outdoor storage areas, sidewalks,ramps,curbs,paths,landscaping,walls and fences. Location,type and screening details for all waste disposal 3 containers shall also be shown. G The location,height,intensity and bulb type(sodium,incandescent,etc.)of all external lighting fixtures. The direction of 3 illumination and methods to eliminate glare onto adjoining properties must also be shown in compliance with§ 179-6-020. H The location,height,size,materials and design of all proposed signs. 3 1 The location of all present and proposed utility systems including: 5 1. Sewage or septic system; 2. Water supply system; 3. Telephone,cable and electrical systems;and 4. Storm drainage system including existing and proposed drain lines,culverts,catch basins,headwalls,endwalls, hydrants,manholes and drainage swales. J Plans to prevent the pollution of surface or groundwater,erosion of soil both during and after construction,excessive runoff 7 and flooding of other properties,as applicable. A Stormwater Pollution Prevention Plan(SWPPP)for all land development activities(excluding agricultural activities)on the site that results in land disturbance of one acre or more. A SWPPP shall comply with the requirements of the DEC SPDES MS-4 General Permit and Chapter 147 of the Town of Queensbury Code. It shall be at the discretion of the Planning Board as to whether a SWPPP or an erosion and control plan shall be required for a site plan review project land disturbance of less than one acre. K Existing and proposed topography at two-foot contour intervals,or such other contour interval as the Planning Board shall 4 allow. All elevations shall refer to the nearest United States Coastal and Geodetic Bench Mark. If any portion of the parcel is within the 100-year floodplain,the area will be shown and base flood elevations given. Areas shall be indicated within the proposed site and within 50 feet of the proposed site where soil removal or filling is required,showing the approximate volume in cubic yards. L, A landscape plan showing all existing natural land features than may influence the design of the proposed use such as rock 6 outcrops,stands of trees,single trees eight or more inches in diameter,forest cover and water sources and all proposed changes to these features,including sizes and types of plants. An active transfer station operated by the Town of Queensbury is located between the landfill mass and Luzerne Road. The transfer station opened on ,January 2, 1977 and accepts municipal waste and recyclables. The main entrance to the site is through the transfer station. Currently, the landfill is covered with trees and overgrown grass/weed vegetation. Several dirt trails traverse the landfill in various directions and appear to be regularly utilized by off-road recreational vehicles. There are sporadic locations where the landfill mass has limited soil cover causing its contents to become exposed. The area surrounding the landfill is an urban area, encompassing residential and light commercial properties, and to a lesser extent vacant land. A storage facility and three residential dwellings are located immediately north of the landfill. A six lane highway (Interstate 87) is located immediately west of the site. Residential dwellings and a cemetery occupy the land to the south. A federally designated wetland is located to the northeast of the site. The Luzerne Road Site (5-57-010), a Class 2 Inactive Hazardous Waste Disposal Site is located immediately east of the site. The City of Glens Falls operated the Glens Falls Municipal Landfill as a municipal solid waste (MSW) landfill for approximately 16 years from 1961 to 1977. It has been reported that the landfill was used primarily for disposal of municipal refuse, however, an unknown quantity of PCB capacitors may have been deposited at this landfill. In the late 1970s, closure efforts were made through grading and seeding, but they were not considered sufficient to properly close the landfill, resulting in the City being in non-compliance with NYSDEC Part 360 landfill closure requirements. An alternative to complete closure was implemented by the Glens Falls Rotary Club in 1979. Some work was done to re-grade side slopes and place clean vegetated soil cover over the site. in 1988, the NYSDEC listed the site as a Class 2 site in the Registry of Inactive Hazardous Waste Disposal Sites in New York. A Class 2 site is a site where hazardous waste presents a significant threat to the public health or the environment and action is required. Several investigations were performed between 1983 and 1997 at this site prior to the current RIlFS activities_ These investigations included: a Phase I Investigation completed in 1983 to do a preliminary assessment of the site; a Phase II Investigation completed in 1987 to characterize the site; a groundwater sampling and analysis program was completed by the City of Glens Falls in 1990. The conclusion of the program was that further investigation was needed to delineate PCB contamination detected in the groundwater; and a supplemental sampling project was completed by NYSDEC in 1996. The purpose of this sampling project was to determine if the landfill was a source of PCB contamination in groundwater and if the site could be delisted. The recommendation was that the site remain a classified as Class 2 Inactive Hazardous Waste Disposal Site. A Consent Order for a Remedial Investigation/Feasibility Study (RI/FS) with the City was signed on March 31, 2000. The RVFS was completed by the City under a Title-3 Grant from the DEC. The Record of Decision was signed in spring of 2003. The Remedial Design and Construction has been substantially completed. Cores from stripped capacitors were found in a cleared area several acres in size. The capacitor cores appeared to have originated from an area 25 feet in diameter and are now spread over a 100 foot x 200 foot area. Each core had a dark stain surrounding it in the soil and there was a PCB odor in that area. The capacitor cores were unearthed during clearing and earth-moving activities. The cores observed are typical of five gallon PCB units. Intact, one gallon size capacitors were also present at the site. Past sampling results revealed PCBs in soils of up to 25,000 ppm and PCB within the liquids were estimated to be nearly 100%. A Record of Decision was signed on March 31, 1997 and called for the delineation and removal of the PCB contaminated soils at the site. The ROD also called for the excavated soils to be shipped to an acceptable disposal facility and the excavated areas to be back- filled, graded and seeded. The Remedial Action has been completed in accordance with the ROD and the site has been delisted from the Registry. It lies west of the City of Glens Falls, approximately 1,000 feet east of Interstate 87 and approximately 3,500 feet north of the Hudson River. Site Features: The Site, as defined by the NYSDEC, consists of two adjoining land parcels, 51 Luzerne Road (Tax Map Lot No. 309.10-1-91) and the northern portion of 53 Luzerne Road (Tax Map Lot No. 309.10-1-90). The eight acre parcel at 51 Luzerne Road is owned by the State of New York, while the 1.2 acre northern portion of the 53 Luzerne Road parcel is owned privately. The 2.7 acre Containment Cell was formerly present on the northern portion of the 51 Luzerne Road property. Following completion of the OU-2 remediation, the undeveloped portions of the Site were backfilled to create a relatively flat surface, and then restored with surface vegetation. Current Zoning/Use(s): The Site (Tax Map Lot Nos. 309.10-1-91 and 309.10-1-90) is zoned commercial/light industrial (CLI). The Site is located among residential, commercial/ light industrial, and vacant properties. Immediately to the east and north of the 51 Luzerne Road parcel is undeveloped property. To the west and southwest of the Site are two privately owned parcels (a furniture distribution warehouse and a commercial office occupy a structure on the southern portions of these parcels). Further to the north and west lies the Old Glens Falls Landfill, a Class 2 Inactive Hazardous Waste Site (Site No. 5-57-003), which is currently being remediated. The Luzeme Road Transfer Station, owned by the City of Glens Falls, is present to the west of the 55 Luzerne Road parcel. Luzerne Road is the southem boundary of the Site. Multi- and single-family residences and the St. Alphonsus Cemetery are present opposite the Site on the south side of Luzerne Road. Historical Use(s): The Site was historically a scrap and salvage yard for automobiles, machinery, and other industrial equipment. Salvaging operations of capacitor equipment performed from the1950s through the 1970s on the northern portion of the 53 Luzerne Road property resulted in the discharge of PCBs to surface and subsurface soils. Associated capacitor salvaging operations also contaminated the backyards of private residences in a neighborhood approximately one mile to the west of the Site. Upon discovery of contamination, an emergency declaration was issued for the Site by the Commissioner of the New York State Department of Health (NYSDOH) to limit human exposure to the PCB contamination. As a temporary measure to stop PCB volatilization and prevent direct contact, the United States Environmental Protection Agency (USEPA) granted approval for construction of the Containment Cell for contaminated materials. In 1979, a clay-lined cell was constructed by the NYSDEC on the northern portion of 51 Luzerne Road. Contaminated soil excavated from the private residences and visibly contaminated soil and other contaminated materials removed from areas of the Site were subsequently placed in the Containment Cell. The Containment Cell reached its capacity before the excavations of contaminated soil were completed. A Memorandum to the NYSDEC dated 1982 stated that, as a result of the lack of space in the Containment Cell, contaminated soil was left in-place in a 2 acre area on the north ends of 53 Luzerne Road and 55 Luzerne Road. This area was backfilled and capped with 1 foot of a highly organic material to reduce the volatilization and mobility of the remaining PCBs. Subsequently, a 6 inch layer of topsoil was installed and surface vegetation was established. A cover was constructed on the Containment Cell and groundwater monitoring wells (MWs) were installed. From 1979 through 1985, leachate that collected in the Containment Cell was removed and transported off-site for treatment and disposal. In 1985, an "engineered cover" was installed on the Containment Cell in an effort to reduce leachate production. Subsequently, liquid remained in the Containment Cell and the leachate level was monitored for 10 years. In 1995, leachate levels within the Containment Cell decreased unexpectedly, suggesting the possible presence of a leak in the cell liner. A potential release of PCBs into the underlying groundwater may have resulted from this event. At that time, the remaining leachate was removed from the Containment Cell. It was transported off-site for treatment and disposal. Periodic monitoring of the wells and the Containment Cell leachate level continued from 1979 through March 2005. Interim Remedial Measures (IRMs)were undertaken in 2000 and 2003 to remove and dispose of additional PCB-contaminated soils from residential properties associated with the Site. A Remedial Investigation (RI) of the Site was conducted by Ecology and Environment Engineering, P.C. (E & E) from July 1999 to March 2001. Supplemental groundwater sampling was performed in 2002 and 2004. A feasibility study was performed by E & E and completed in May 2004. In 2005 DEC issued a record of decision (ROD)required onsite thermal treatment of all contaminated soils (except the clay liner in the cell) and backfilling of the soils on-site. The clay liner material was to be disposed of in an off-site secure landfill. Only one bid was received and that bid significantly exceeded the cost estimate of the selected remedy contained in the ROD. Due to the high cost of the bid and the lack of sufficient competition, the bid was rejected. In 2008 DEC issued an Explanation of Significant Differences (ESD) modifying the remedy allowing those wastes containing PCBs greater than 50 ppm to be excavated and disposed off-site in a secure landfill permitted to accept this soil, rather than thermally treated. Soils with PCB contamination equal to or less than 50 parts per million (ppm) would still be treated on-site using low temperature thermal treatment, consistent with the originally selected remedy. This modified remedy was implemented in 2008 and completed in 2009. As part of the action, 45,032 cubic yards of soil with PCBs greater than 50 ppm were excavated and sent offsite for disposal. Another 49,479 cubic yards of soil with PCB less than 50 ppm were excavated. On-site thermal treatment was used to process 64,222 tons of the latter type of soils, and used on-site for backfilling excavations. During implementation of the remedy, thousands of capacitors were also encountered in the containment cell; approximately 2,173,000 pounds of capacitors were removed and shipped off-site for incineration during the remediation. The remedy achieved the 1 ppm for surface and 10 ppm PCB for subsurface criteria specified in the remedy. A demarcation layer (visual marker) was placed over soils with PCB greater than 1 ppm in the subsurface, before placing backfill and restoring surface vegetation. A final engineering certification report documenting the remedial action was completed in 2010. Site Geology and Hydrogeology: The Site and a majority of the surrounding area are underlain by glacial and alluvial deposits (Fisher et al., 1970). Bedrock, which is primarily shale and limestone, is encountered at depths ranging from 110 to 130 feet below ground surface (bgs) at the Site. However, the nature of the bedrock is unknown. Natural near-surface deposits at the Site are lacustrine sand associated with large bodies of water (Cadwell et al., 1986). These very fine sands to coarse sands are described as well sorted and well drained (EEEPC, 2002). Water levels in existing monitoring wells on the Site indicate that the water table is approximately 18 to 24 feet bgs. Groundwater generally follows the topographic gradient of the area, flowing southeast across the Site. It ultimately flows with a hydraulic gradient of approximately 0.005 feet per foot (fUft) toward the Hudson River to the south of the Site, which is a regional groundwater discharge area. The average hydraulic conductivity from slug tests in the Site wells is 175 ft/day. Contaminants of Concern (Including Materials Disposed) Contaminant Name/Type PCB oil Site Environmental Assessment Nature and Extent of Contamination: PCB compounds in the subsurface soils have contaminated the groundwater in the vicinity of this site. Exceedances of standards, criteria, and guidance include PCBs in the groundwater and soils above clean-up guidance values in the surface and subsurface soils. Groundwater monitoring wells were installed on-site and off-site in order to determine the concentrations in the PCB plume. The site presented a significant threat due to direct exposure to PCBs above clean-up guidance numbers and ongoing releases from sources areas (the subsurface soils) of PCB contamination into groundwater. Remediation at this site was completed in the spring of 2009. The site is now in the site management phase. Prior to remediation: The following presents a summary of the major site investigation findings, as presented in the remedial investigation report and the subsequent Feasibility Study (FS) Report. Surface Soil: The southern portion of the Southern Area contained widespread PCB presence. PCBs were present in surface soils in the Southern Area of the Site; concentrations ranged from below detection to 2,984 milligrams per kilogram (mg/kg). Access to the area was not restricted; thus PCBs were available for human exposure via foot traffic. Surface soil was the primary exposure medium for wildlife at the Site. PCBs were detected in surface soil samples at concentrations exceeding NYSDEC's ecological criteria. Small mammals, songbirds, and raptors potentially could have been exposed to the contamination and adversely affected. A toxic effect analysis was recommended. Since there were no fish in the ditch or wetland area, the Site did not pose an impact to fish. Subsurface Soil: Subsurface soil PCB presence was limited to the Western and Southern Areas. PCBs were detected to a depth of 12 feet in the middle of the Southern Area, and to a depth of 16 feet in the western flank of the Southern Area. PCBs were also detected to a depth of 24 feet in the Western Area. The greatest subsurface soil total PCB concentration detected was 17,200 mg/kg, found in the 0-to 4 foot depth interval in the parking lot located within the Western Area of the Site. PCBs were not detected in the Eastern Area. The VOCs xylene and methylene chloride were identified in Western Area Site soils at very low concentrations. These findings were consistent with historical data regarding evidence of VOCs in the area. VOCs detected in Containment Cell soils were also consistent with historical data, as some Western Area Site soils were placed in the Containment Cell. Groundwater: PCBs were found in groundwater beneath the Site ranging from 13 to 24 feet bgs at upgradient locations and 22 to 35 feet bgs at downgradient on- site locations. PCBs were detected at depths of 40 to 55 feet bgs at off-site locations. However, PCBs were not detected in groundwater collected from the 91 to 96 foot depth interval off-site, which is consistent with on-site groundwater data from similar depths. On-site groundwater PCB concentrations generally ranged from below the detection limit to 49.1 micrograms per liter (mcg/I or ppb) directly downgradient of the Old City of Glens Falls Landfill. Groundwater PCB concentrations downgradient of the Containment Cell generally ranged from below detection to 2.42 ppb, although PCBs were detected at a concentration of 151 ppb in one well immediately adjacent to the cell. However, PCBs were detected in another well 100 feet downgradient of this well at concentrations ranging from 1.2 ppb to 2.42 ppb. In addition, groundwater samples collected downgradient of the Site in March 2001 contained PGB concentrations ranging up to 5.4 ppb southeast of the Containment Cell, although concentrations then decreased considerably downgradient from that point. Samples off- site contained PGB concentrations which were just above the groundwater standard of 0.09 ppb, but below the drinking water standard of 0.5 ppb. The residential properties downgradient of the cell were served by a public water supply. Groundwater underlying the Site was determined to generally move in a southeast direction. The Old City of Glens Falls Landfill is located hydraulically upgradient of the Site, Groundwater data indicated metal-rich leachate and PCB-containing water entering the shallow portion of the aquifer beneath the Old City of Glens Falls Landfill and flowing beneath the Containment Cell. PCB and metal contribution from the Containment Cell to the groundwater was minimal. Shallow groundwater data did not indicate that the Containment Cell provided significant PCB contribution to the underlying groundwater. Sediment: Field sediment samples did not contain detectable PCB concentrations based on a PCB screening analytical method having a 10 mg/kg detection limit. A duplicate sediment sample was found to contain 0.08 microgram per kilogram (g/kg) of PCBs. Sediments north of the Site may have received some minor PCB contamination due to PCB- containing groundwater seeping from the Old City of Glens Falls Landfill into the wetland north of the Site. Residential Surface and Subsurface Soil: Several events of residential surface and subsurface soil sampling were conducted. Collectively, they indicated PCBs were present at concentrations requiring immediate action. NYSDEC removed the PCB-containing soil as part of an interim remedial measure. Post-remediation: Remediation at this site was completed in the spring of 2009. Surface soils achieved the criterion of less than 1 mg/kg (ppm) of PCB. Subsurface soils achieved the criterion of less than 10 ppm PCB. Residual soils with PCBs with concentrations greater than 1 ppm, but less than 10 ppm are still present in some areas of the site. A demarcation layer was placed over these areas prior to backfilling the excavations with clean material. The site is now in the site management phase. Site Health Assessment The September through November 2000 removal action of PCB-contaminated soils from the six residential properties has eliminated exposures to PCB-contaminated soil in these yards. No further investigation or excavation of the identified residential soils are needed. Exposures to contaminated groundwater are not expected because the area is served by public water. Eighteen residents had their blood serum analyzed for PCBs. The PCB blood serum results for all participants are within the expected range for the general population. The area of the PCB disposal cell is completely fenced. Hazardous waste warning signs are posted to deter unauthorized entry. If you consider the entire project area to be disturbed, documentation of the disturbance will need to be reviewed by OPRHP. Examples of disturbance include mining activities and multiple episodes of building construction and demolition. Documentation of ground disturbance should include a description of the disturbance with confirming evidence. Confirmation can include current photographs and/or older photographs of the project area which illustrate the disturbance (approximately keyed to a project area map), past maps or site plans that accurately record previous disturbances, or current soil borings that verify past disruptions to the land.
