Duly adopted this 16th day of October, 2017, by the following vote: AYES Mr. Metivier, Mr. Clements, Mr. Brewer, Mr. Strough NOES None ABSENT: Mr. Irish RESOLUTION AUTHORIZING ACCEPTANCE OF GRANT FUNDS FROM NEW YORK STATE ENERGY RESEARCH AND DEVELOPMENT AUTHORITY FOR ADOPTION OF UNIFIED SOLAR PERMIT APPLICATION AND ESTABLISHING APPROPRIATIONS AND ESTIMATED REVENUES FOR GRANT FUNDS RESOLUTION NO.: 307,2017 INTRODUCED BY: Mr. Anthony Metivier WHO MOVED ITS ADOPTION SECONDED BY: Mr. Tim Brewer REGULAR TOWN BOARD MEETING, 10-16-2017, MTG 434 7 WHEREAS, New York State developed a unified solar photovoltaic permitting process designed to streamline municipal permitting which will reduce costs for solar projects and support the growth of clean energy jobs across the state, and WHEREAS, by Resolution No.: 209,2017, the Queensbury Town Board: 1) declared its intention to participate in the unified permitting process, thereby increasing the Town of Queensbury's eligibility for various incentives and grants through the New York State Energy Research and Development Authority (NYSERDA); and 2) authorized submission of a grant application through the Streamlined Permitting Program to allow for the Town to receive a grant award up to $2,500 from NYSERDA for the adoption of the Unified Solar Permit Application, and WHEREAS, by Resolution No.: 230,2017, the Town Board adopted and established its Energy Benchmarking Policy mandating public reporting of building energy benchmarking, and WHEREAS, by Resolution No.: 231,2017, the Town Board authorized establishment of the Clean Energy Communities Capital Project and Clean Energy Communities Capital Project Fund 4219 in the amount of$10,000 to establish funding for expenses associated with this Capital Project, and WHEREAS, NYSERDA has awarded to the Town of Queensbury $2,500 as incentive payment for the adoption of the unified solar permit process, NOW, THEREFORE, BE IT RESOLVED, that the Queensbury Town Board hereby accepts the $2,500 in grant funding from the New York State Energy Research and Development Authority (NYSERDA) as set forth above, and BE IT FURTHER, RESOLVED, that the Town Board further establishes appropriations and estimated revenues as follows: • Increase Appropriations in Account No.: 219-8030-4720 by $2,500; and • Increase Revenue in Account 219-0000-53910 by $2,500; and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs the Town Budget Officer to amend the 2017 Town Budget, make any adjustments, budget amendments and transfers, and/or prepare any documentation necessary to establish such appropriations and estimated revenues and effectuate all terms of this Resolution, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs the Town Supervisor to sign any needed Grant Agreement or any other documentation and further authorizes and directs the Town Supervisor, Town Counsel and/or Town Budget Officer to take such other and further action necessary to effectuate the terms of this Resolution. Duly adopted this 16th day of October, 2017, by the following vote: AYES Mr. Metivier, Mr. Clements, Mr. Brewer, Mr. Strough NOES None ABSENT : Mr. Irish RESOLUTION AUTHORIZING ACCEPTANCE OF QUOTE FOR WATER STORAGE TANKS RELATED TO ROAD SALT ALTERNATIVES AND BEST MANAGEMENT PILOT PROJECT RESOLUTION NO.: 311, 2017 INTRODUCED BY: Mr. Anthony Metivier WHO MOVED ITS ADOPTION SECONDED BY: Mr. Tim Brewer WHEREAS, the environmental health and overall quality of life in the Lake George Watershed area is critical to the social and economic wellbeing for the Town of Queensbury, Warren County and the region in general, and the Town of Queensbury has been an active participant in developing the critically important water quality management plan, and REGULAR TOWN BOARD MEETING, 10-16-2017, MTG 434 12 WHEREAS, the adopted document, entitled, "Lake George — Plan for the Future" identifies numerous recommendations and actions as being critical to pursuing the objectives of preserving, protecting and enhancing the water quality throughout the Basin, including examining alternatives to the current practices of using road salts to achieve winter road maintenance and identifying best management practices to minimize the application rates of salt and sand to roads throughout the Lake George Watershed, and WHEREAS, by Resolution No.: 537,2008, the Queensbury Town Board authorized submission of the Road Salt Alternatives and Best Management Pilot Project Fund Application for State Assistance Payments in response to New York State's solicitation of Financial Assistance Grant, and WHEREAS, the New York State Department of State awarded to the Town of Queensbury $149,835 in grant funds for implementation of the Road Salt Alternatives and Best Management Pilot Project Fund Program (Project) and by Resolution No.: 260,2012, the Town Board accepted such $149,835 in grant funds, and WHEREAS, by Resolution No.: 195,2017, the Town Board reaffirmed its support of such Grant and NYS Agreement 4C303899 and designated David Wick, Executive Director of the Lake George Park Commission as the person to work with the Town of Queensbury to administer such Grant, and WHEREAS, David Wick and the Town's Purchasing Agent prepared and disseminated a Request for Quotes for five(5) 3,000 gallon water tanks related to the Project, and WHEREAS, David Wick and the Town's Purchasing Agent received and reviewed two (2) quotes and David Wick and the Town's Purchasing Agent have recommended that the Town Board accept the lowest quote in the total amount of$6,092 from National Tank Outlet, and WHEREAS, the Town Board wishes to authorize a temporary loan from its Capital Reserve Fund 464 in the total amount of$6,092 to pay for such water tanks, to be paid back when the Town receives its funds from the State, and WHEREAS, in accordance with New York State General Municipal Law §9-A, the Town Board is authorized to temporarily advance moneys held in any fund to any other fund and in accordance with New York State General Municipal Law §6(c), the Town Board is authorized to withdraw and expend funds from Reserve 464 subject to permissive referendum, NOW, THEREFORE, BE IT RESOLVED, that the Queensbury Town Board hereby accepts the lowest quote for five (5) 3,000 gallon water tanks from National Tank Outlet in the total amount of$6,092 in connection with the Road Salt Alternatives and Best Management Pilot Project Fund Program (Project) to be paid for from grant funds received by the Town as set forth in the preambles of this Resolution, and BE IT FURTHER, REGULAR TOWN BOARD MEETING, 10-16-2017, MTG 434 13 RESOLVED, that the Queensbury Town Board hereby authorizes the Town Budget Officer to temporarily advance $6,092 from Capital Reserve Fund 464 to Misc. Contractual Account No: 0 14-83 10- 4400-3899 to pay for such water tanks, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs the Town Budget Officer to amend the Town Budget and take any and all actions as needed, keep suitable records and arrange for the repayment of the temporary loan as soon as available, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs the Town Supervisor to execute any needed Agreement between the Town and National Tank Outlet in form acceptable to the Town Supervisor, David Wick, the Town Budget Officer and/or Town Counsel, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs the Town Supervisor, Town Purchasing Agent, Town Budget Officer, and/or Town Counsel to take any and all actions necessary to effectuate the terms of this Resolution and BE IT FURTHER, RESOLVED, that this Resolution is subject to a permissive referendum in accordance with the provisions of Town Law Article 7 and the Town Board hereby authorizes and directs the Town Clerk to publish and post such notices and take such other actions as may be required by law. GEORGE WINTERS- Spoke regarding Councilman Irish's absence. 6.0 TOWN BOARD DISCUSSIONS COUNCILMAN BREWER (WARD IV)- • Had a meeting last week with Mr. Swartz of Hill Electric to get some ideas as far as LED lighting for Main Street and Route 9. Mr. Swartz is going to look into some things and get back to him. This project will be put out to bid. • Spoke regarding Mr. Whitehead's comments on sound budgeting. REGULAR TOWN BOARD MEETING, 10-16-2017, MTG 434 14 COUNCILMAN CLEMENTS (WARD II)- Thanked the Water Department. They have done a great job up on Cronin Road with the new water main. COUNCILMAN METIVIER (WARD I)- Read a letter into the record regarding recent editorials in the Post Star. SUPERVISOR STROUGH- • Reviewed Parks and Recreation's new flyer and the various activities/programs available to the community. • Received a letter from Lake of Locks Passage thanking the Town Board and community for their support. • Spoke regarding the recent structure fire on Orchard Drive.
