3.03 3.3 FIRE&RESCUENorth Qhy Fire-Approve Air Packs Purchase—No PH Needed—11-20-17 RESOLUTION APPROVING NORTH QUEENSBURY VOLUNTEER FIRE COMPANY, INC.'S PURCHASE OF SCOTT AIR PACKS AND NECESSARY, ASSOCIATED EQUIPMENT RESOLUTION NO.: ,2017 INTRODUCED BY: WHO MOVED FOR ITS ADOPTION SECONDED BY: WHEREAS, the Town of Queensbury and the North Queensbury Volunteer Fire Company, Inc. (Fire Company) have entered into an Agreement for fire protection services, which Agreement sets forth a number of terms and conditions including a condition that the Fire Company will not purchase or enter into any binding contract to purchase any piece of apparatus, equipment, vehicles, real property, or make any improvements that would require the Fire Company to acquire a loan or mortgage or use money placed in a restricted vehicles/equipment fund without prior approval of the Queensbury Town Board, and WHEREAS, the Fire Company has advised that it wishes to replace its Air Packs systems by purchasing 19 Scott Air Packs X3 with safety harnesses, 38 Scott air cylinders and 16 Scott AV3000 face pieces (Air Packs) for a sum not to exceed $126,037.15, such purchase already included in the scheduled Fire Company's five (5) year capital plan that forecasts future capital needs and expenditures, including anticipated vehicles, equipment, tools, other apparatus, facilities or improvements to facilities to be used for firematic purposes, and WHEREAS, the Fire Company plans on paying for the Air Packs by using funds in its operations budget savings as well as from its restricted vehicles/equipment fund, such monies already included in the Fire Company's approved 2017 budget and Agreement with the Town, and WHEREAS, the Town Board feels that these new Air Packs will provide additional safety protection for the Fire Company's firefighters and the Town and therefore the Town Board wishes to adopt a Resolution authorizing the purchase of the Air Packs, NOW, THEREFORE, BE IT RESOLVED, that the Queensbury Town Board hereby approves of the North Queensbury Volunteer Fire Company, Inc.'s proposal to purchase 19 Scott Air Packs X3 with safety harnesses, 38 Scott air cylinders and 16 Scott AV3000 face pieces (Air Packs) for a sum not to exceed $126,037.15, such purchase already included in the scheduled Fire Company's five (5) year capital plan that forecasts future capital needs and expenditures, including anticipated vehicles, equipment, tools, other apparatus, facilities or improvements to facilities to be used for firematic purposes, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes the Fire Company to use approximately $60,000 in funds from its restricted vehicles/equipment fund toward such purchase, and BE IT FURTHER, RESOLVED, that the Town Board further authorizes and directs the Town Supervisor and/or Town Budget Officer to take any action necessary to effectuate all terms of this Resolution. Queensbury, NY 12804 Subject:Air Pack Replacement Dear Supervisor Strough, North Queensbury Volunteer Fire Company is notifying the Queensbury Town Board of the replacement of our Air Packs systems. Replacement includes; 19 Scott Air Pak X3 with safety harness,38 Scott air cylinders,and 16 Scott AV3000 face piece. Total cost of the purchase is$126,037.15. Our Chief and assistant chiefs reviewed our air pack equipment and determined the need to replace all packs and cylinders. Our current equipment is dated with many units needingregular repair to remain in service. All cylinders are due for mandatory replacement by 2018. The equipment was purchase using the NY State Contract Price. The purchase of this equipment has been presented to the Board in our Five Year Capital Plan and has been budgeted for. No additional funding will be necessary.
