Solomon Supervisor Lloyd Demboski Councilman John D. Austin Jr. Councilman Harold Robillard Councilman Hammond Robertson Jr. Councilman Attorney Harold Katz was present. The following visitors were greeted by the Supervisor: Edward Waters Pliney Tucker Jeanette Radosta, LWV Kathe Guyett, LWV Robert Guyett Thomas Flaherty The meeting was called to order at 8:00 P.M. with a salute to the flag. The following letter was read by the Clerk: February 15 , 1971 Supervisor Gerald B.H. Solomon Town of Queenwsbury Bay and Haviland Rds.Glens Falls, N.Y. Dear Supervisor Solomon, With regret, I tender my resignation from the Queensbury Committee for Community Beautification. I have explained my reasons to the other members of the committee and have assured them of my continued interest and willingness to help in any way that I can. With our new deadlines and press times and schedules of working hours, I won' t be able to attend meetings. It has been a pleasure to serve on QCCB, and I depart with warmest wishes for its continued influence for good. Sincerely, Florence Mcllvaine Councilman Demboski expressed the board ' s appreciation for her service as a charter member. The Supervisor' s Report for the month of January 1971 was placed on --� file showing receipts of $687 ,588.84 and disbursements of $131,071. 73. The Justice Court Fund Quarterly Statement for the quarter ending December 1970 was placed on file. The Town Clerk' s Report for the month of January 1971 was placed on file. Supervisor Solomon said a survey of lighting districts for the western part of the town had been received from Niagara Mohawk. This survey will be turned over to the Lighting District Committee and they will meet with Niagara Mohawk next meeting. at) Supervisor Solomon explained that the Town of Queensbury was being reappraised at the present time with the aim to equalize valuations throughout Warren County. Queensbury' s last reappraisal was made in 1958. He said members of the appraisal team are now at work and all are well qualified and all carry identification. He said the question has been asked, "Do we have to let these people in our homes?". The answer is "No, you don't , but my advice would be to let them come in. " He emphasized that the appraisers can reach a fair decision only if they have an opportunity to inspect the premises. He said that anyone who has reason to believe that his house may not have been inspected when the i appraisers were in their neighborhood may call the office of Leon Nassi- vera, Chairman of the Town Board of Assessors, and an appointment will be arranged. Supervisor Solomon said plans have been made to visit Colonie on March 3rd to study its water plant. The entire Town Board and Thomas Flaherty, Water Superintendent, are planning on making the trip. To: New Police Patrol Car This is to notify you that I have inspected the Police car bid at Pride Motors, Inc. and find that it meets all required specifications. E j_ RESOLUTION No. 46 , introduced by Mr. Robillard, who moved its adoption, seconded by Mr. Austin. WHEREAS, Chief of Police, Gilbert Schlierer, and Chairman of the Queensbury Town Board Police Committee, Harold Robillard, have advised the Town Board that the 1970 Ford police patrol car is no longer road worthy and safe for use as a patrol car, and WHEREAS, this Town Board did advertise for and solicit bids for a new police patrol car and upon the return date thereof one bid was received from Pride Motors, and WHEREAS, Pride Motors of Glens Falls, New York have available for immediate delivery a 1971 Plymouth Fury I, four door sedan at a list price of $2 ,848.02 and will make an allowance of $500.00 for the present 1970 Ford patrol car thus providing for a net cost to the Town of $2,348.02, NOW THEREFORE, BE IT RESOLVED, that the Chief of Police is hereby authorized and directed to purchase said 1971 Plymouth Fury I, four door sedan from Pride Motors at a net price of $2 ,348.02oto be paid from the police department funds following delivery of said vehicle. Noes : None RESOLUTION TO DESIGNATE OFFICIAL NEWSPAPER RESOLUTION No. 47j introduced by Mr. Robertson, who moved its adoption, seconded by Mr. Demboski. WHEREAS, Resolution No. 3 of January 7, 1971, named the Glens Falls Times and the Post Star as the official newspapers for the Town of Queensbury, and WHEREAS, the Glens Falls Times has ceased publication as an evening paper and combined with the Post Star as the POST STAR and GLENS FALLS TIMES serving as a morning paper only, t-Here ore e it V� RESOLVED, that the Post Star and Glens Falls Times and the Tri-County News be and are hereby designated as the official newspapers for publishing legal notices of the Town of Queensbury. Noes: None Abstain: Mr. Robillard RESOLUTION TO AUTHORIZE ADDITIONAL STREET LIGHTING RESOLUTION No. 48, introduced by Mr. Austin, who moved its adoption, seconded by Mr. Demboski. J WHEREAS, due to the increased traffic along Jerome Avenue and Park Lane, it is deemed adviseable to provide more street lighting, therefore , be it, RESOLVED, that one (1) 400 watt white mercury streetlight be in- stalled on Pole #8 at Jerome Avenue and Park Lane. Duly adopted by the following vote: Ayes : Mr. Demboski, Mr. Austin, Mr. Robillard, Mr. Robertson and Mr. Solomon. Noes : None RESOLUTION TO AUTHORIZE ADDITIONAL STREET LIGHTING RESOLUTION No. 49, introduced by Mr. Austin, who moved its adoption, seconded by Mr. Demboski. WHEREAS, due to the increased traffic along Glenwood Avenue and Woodvale, it is deemed adviseable to provide more street lighting, therefore , be it, RESOLVED, that one (1) 400 watt white mercury streetlight be in- stalled on Pole #5 at Glenwood Avenue and Woodvale. Duly adopted by the following vote: Ayes: Mr. Demboski, Mr. Austin, Mr. Robillard, ' Mr. Robertson and Mr. Solomon. Noes: None Supervisor Solomon opened the meeting to the public. No one wished to speak. The meeting was closed to the public. Councilman Austin stated that the traffic problem at Luzerne Road and Thomas Avenue intersection is still being studied by the Town of Queens- bury and City of Glens Falls, and he hoped it could be settled with intermunicipal cooperation. The Queensbury Town Board has retained Rist-Frost Associates to proceed with engineering studies on Queensbury' s part in the intermunicipal sewerage project. Supervisor Solomon stated that he hoped by February 25th to have enough information available to schedule a public informa- tion meeting shortly thereafter. The public information session would be a prelude to the formal public hearing required by law. Supervisor Solomon said that because of the mass of information the engineering firm must assemble, it would be impossible to meet the March 8th dead- line proposed for the project. He indicated that March 18th would be the latest allowable date for the hearing and promised to keep the public fully informed. Councilman Austin commented on the value of the participation in the annual meeting of the Association of Towns held in New York City re- cently. RESOLUTION No. 50, introduced by Mr. Robertson, who moved its adoption, seconded by Mr. Austin. RESOLUTION TO ACCEPT DEEDS FOR TOWN HIGHWAY PURPOSES. WHEREAS, the Town of Queensbury is about to improve the Town Road No. 64, and WHEREAS, the Town of Queensbury is also about to improve the Town Road No. 80, and WHEREAS, the plans for such roads call for new rights `- of way and require the acquisition of certain lands owned respectively by Patrick D. Beaulieu and Isabella Beaulieu (Town Road No. 64) and Elizabeth Keech (Town Road No. 80) , and WHEREAS, the Town Superintendent of Highways, Carl Garb, has recommended the acceptance and purchase of said lands for right of way purposes, and WHEREAS, the titles to said lands and the proposed deeds therefor have been approved by Harold W. Katz, Counsel to the Town Board, NOW, THEREFORE, it is hereby RESOLVED, that the aforementioned deeds and acquisition of lands for town highway purposes be and the same are hereby accepted and approved, and that the Town Supervisor be, and he is hereby, directed to pay to Patrick D. Beaulieu and Isabella Beaulieu the sum of $200.00 therefor, and to Elizabeth Keech the sum of $200.00 therefor, said sums to be paid from 'General Town Funds, and be it further RESOLVED, that the Town Clerk is hereby authorized and directed to cause said deeds to be recorded in the Warren County Clerk' s Office, after which said deeds shall be properly filed in the office of the Town Clerk and the lands thus acquired are hereby added to the official inventory of Town Highways. Duly adopted by the following vote: Ayes: Mr. Demboski, Mr. Austin, Mr. Robillard, Mr. Robertson and Mr. Solomon. Noes: None RESOLUTION TO ACCEPT BID OF GRAY TRUCKING FOR USED FRONT END LOADER RESOLUTION No. 51, introduced by Mr. Robertson, who moved its adoption, seconded by Mr. Austin. WHEREAS, Water Superintendent, Thomas Flaherty, has advised the Town Board that he is in need of a Front End Loader, and WHEREAS, the Town Board did advertise for bids for a used front end loader and upon the return date two bids were received, one from Ken Smith Machinery Company of Albany and one from Gray Trucking of Glens Falls, and WHEREAS, both bids were submitted to Thomas Flaherty for his recommenda- tions, and WHEREAS, Water Superintendent Thomas Flaherty has recommended that the used front end loader be purchased from Gray Trucking, thefore be it RESOLVED, that Water Superintendent Thomas Flaherty is hereby authorized to purchase a used front end loader from Gray Trucking at a net price of $2,000.00 to be paid from Water Department Funds following delivery — of said vehicle. Noes : None ekoo RESOLUTION TO APPROVE AUDIT OF BILLS RESOLUTION No. 52 , introduced by Mr. Robertson, who moved its adoption, seconded by Mr. Robillard. RESOLVED, that the Audit of Bills as listed on Abstract 71-2 numbered 143 through 281A, totaling $29 ,314.14 is hereby approved. Duly adopted by the following vote: Ayes: Mr. Demboski, Mr. Austin, Mr. Robillard , Mr. Robertson and Mr. Solomon. Noes: None RESOLUTION TO APPROVE AUDIT OF BILLS } RESOLUTION No. 53, introduced by Mr. Robertson, who moved its adoption, seconded by Mr. Robillard. RESOLVED, that the Audit of Bills as listed on Abstract 71-2A numbered 282 through 313, totaling $620,254. 16 is hereby approved.
