The site is bordered on the north by Walmart, on the south by Pizza Hut, on the east by Route 9, and on the west by residential homes and Walmart. GENERAL SITE DEVELOPMENT The applicant is proposing to develop 2.14± acres in order to construct a 16,000± square foot retail building, associated pavement, utilities, and stormwater management area for water quality treatment utilizing Green Infrastructure Techniques. Access to the site will be provided from Route 9. SOIL TYPES, GROUNDWATER& TOPOGRAPHY According to the Warren County NRCS, the primary hydrologic soil group is Type A loam fine sand. A geotechnical report was prepared by Dente Group which contains three soil borings performed on October 4, 2017. The borings confirmed predominantly sandy soils with trace silt and gravel. Groundwater was not encountered down to a depth of 50 feet. The existing site drains east towards Route 9 and enters the existing storm system. STORMWATER MANAGEMENT PLAN The stormwater management plan for the proposed project will utilize surface sheet flow across pavement to catch basins and ultimately into subsurface infiltrator chambers. The building rooftop runoff will be conveyed to the catch basin system and then to the infiltration area. Stormwater runoff in the southern portion of the parcel will ABD Engineers,LLP Harbor Freight Tools 4917A-SMR I continue to drain towards Route 9 as in the pre-development condition. A design infiltration rate of 1"in 12 minutes was used for the stormwater calculations. The subsurface stormwater infiltrators will be utilized to achieve water quality volume (WQv) and minimum runoff reduction volume (RRv)per NYSDEC Phase 2 Stormwater Regulations including Green Infrastructure Techniques. The total water quality treatment volume (WQv)required is 5,266 cubic feet and the minimum Runoff Reduction Volume (RRv) required is 2,845± cubic feet. The provided RRv is 5,266± cubic feet which meets or exceeds the required WQv. Refer to the WQv and RRv calculations in Appendix A. Pretreatment within the system will be achieved utilizing an isolator row prior to infiltration. ANALYSIS HydroCAD was utilized for the stormwater analysis. Stormwater calculations for the pre and post-development conditions are presented in Appendix A. In the pre-development condition, the existing site consists of three drainage areas totaling 2.37±acres (refer to Exhibit 2). Pre Area 1 is divided into two subcatcb ments that drain to the southern catch basin and trench grate along Route 9. Pre Area IA is 0.15± acres and consists of grass and concrete. An area weighted CN value of 61 is used for the calculation. The peak discharge rates for the 1, 10, and 100-year stone events are 0.01±cfs, 0.15±cfs, and 0.51±cfs respectively with a minimum time of concentration of 6 minutes. Pre Area 1B is 1.54 acres and consists of existing rooftop, pavement, gravel, woods and grass areas. An area weighted CN value of 64 is used for the calculation. The peak discharge rates for the 1, 10, and 100-year storm events are 0.16±cfs, 1.66±cfs, and 5.11±cfs respectively with a time of concentration of 11 minutes. Pre Area 2 is 0.57± acres and consists of existing pavement, a portion of rooftop, woods and grass areas. An area weighted CN value of 61 is used for the calculation. Runoff drains to the northern catch basin along Route 9. The peak discharge rates for the 1, 10, and 100-year storm events are 0.02± cfs, 0.37± cfs, and 1.36±cfs respectively with a time of concentration of 16 minutes. ABD Engineers,LLP Harbor Freight Tools 4917A-SMR 2 Pre Area 3 is 0.111 acres and consists of existing pavement, woods and grass areas. An area weighted CN value of 57 is used for the calculation. Runoff drains down the access road and into a trench grate. The peals runoff rates for the 1, 10, and 100-year stonn events are 0.00±cfs, 0.05± cfs, and 0.25± efs respectively with a time of concentration of 12 minutes. In the post-development condition, there are two drainage areas totaling 2.36ZL acres (refer to Exhibit 3). Post Area 1 is divided into three subeatchiments that drain to the southern catch basin and trench grate as in the pre-development condition. Post Area 1A is 0.18± acres and consists of existing concrete and grass. An area weighted CN value of 57 is used for the calculation. The peak discharge rates for the 1, 10, and 100-year storm events are 0.00±cfs, 0.12±cfs, and 0.52± cfs respectively with a minimum time of concentration of 6 minutes. Post Area 1B is 0.47±acres and consists of proposed pavement, woods and grass. An area weighted CN value of 66 is used for the calculation. The peak discharge rates for the 1, 10, and 100-year storm events are 0.09±cfs, 0.62±cfs, and 1.78± cfs respectively with a time of concentration of 10 minutes. Post Area 1C is 1.68± acres and consists of proposed pavement, rooftop, woods and grass. An area weighted CN value of 83 is used for the calculation. Runoff is conveyed to the subsurface infiltrator chambers. The peals flow rates entering the system for the 1, 10, and 100-year stone events are 2.44±cfs, 5.84±cfs, and 11.46±cfs respectively with a minimum time of concentration of 6 minutes. The chambers provide enough capacity to detain and infiltrate all rainfall up to the 10-year stone event. A 12" overflow pipe is set at the top of the chambers and will release a portion of the 100-year storm event into the existing stone systein at rates less than the pre-development condition. The peak discharge rates for the 1, 10, and 100-year storm events are 0.00±cfs, 0.00±cfs, and 3.24± cfs respectively. Post Area 2 is reduced to 0.03 acres and consists of grass and pavement within the right of way. An area weighted CN value of 82 is used for the calculation. Runoff drains to the northern catch basin along Route 9 as in the pre-development condition. The peals discharge rates for the 1, 10, and 100-year storm events are 0.04±cfs, 0.10±cfs, and 0.20±cfs respectively with a minimum time of concentration of 6 minutes.
