Dear Laura,
In response to Town of Queensbury Planning Board comments received December 19, 2017
(in italics), we respectively respond (in bold) as follows:
1. Provide pedestrian access from sidewalk to building for safety.
A sidewalk has been added that begins at the Northern entrance, crosses it, and
continues along the Eastern edge of the parking lot toward the building entrance.
Painted crosswalks are provided at parking lot crossings and the Northern entrance
road. The southern entrance is too steep (10%±) for pedestrians.
2. For signage at curb cuts to be addressed.
Appropriate signage has been added to each curb cut.
3. Color scheme with Adirondack theme.

1. The Northern entrance has been modified to be a split, right-in'right-out entrance. The
Southern entrance will now be the main entrance with Full access,

4. Trees and an 8' fence have been added along the edge of the property bordering the
residential lots to the West.
5. The connecting strip between the two Western parking lot islands has been removed. To
compensate for this, the size of the large southern island has been increased.
6, The Pylon Sign has been moved to the Southern end of the site.

L The project proposes to disturb can area of 2.2 acres and requires the preparation of a
Stormwcater Pollaation Prevention Plan (SYVPPP) in accordance with GP-0-15-002 that
includes erosion and sediment controls cis well as post construction stormwater management
practices. A Stormwater Pollution Prevention Plan (SYVPPP) has been provided. Comments
reletting to the Storm-water Management Report and SYVPPP are offered below.

2. Sheet 3 of the plan set includes details for a stabilized construction entrance, silt fence, and
inlet protection, however only the construction entrance is shown on the site plan. The site
plan shall be revised to show proposed locations of silt fence and inlet protection measures.
Silt fence and inlet protection locations have been added to the plans.
3. A typical detail for the temporary sediment basins referenced in the SYVPPP shall be
provided and in accordance with the NYS Standards and Specifications for Erosion and
Sediment Control(SSESQ manual.
A temporary sediment trap and detail have been added to the plans.
4. There are two access points to the project site from US Route 9, however a construction
entrance has only been shown on one entrance, The applicant should show two stabilized
construction entrances or add notation to the plan indicated that the unprotected entrance
shall not be used by construction vehicles,

timeframes and requirements for soil stabilization under winter conditions (see Standard and

SPVPPP,for^compliance with GP-0-15-002 and the NYS SSESC manual,

6. The construction sequencing plan included in the SYVPPP shall be revised to include the
installation of inlet protection measures.
Inlet protection measures have been added to the sequencing plan.
7. The gradingplan shall be revised to clearly indicate the extents and dimensions of all
proposed curbs, Portions of the grading plain appear to reflect curbing which is not called
oiit.
Curb and wing edges have been labeled as necessary on the plan and denoted in the
legend.
8. The grading plan is incomplete in the vicinity of the five "banked"parking spaces; the
applicant shall tie in the 446'contour in this area and add any additional information
necessary to ensure that the grading plan is complete. The grading plan is also incomplete
through proposed landscaping beds; curbing should be indicated and additional spot
elevations may be necessary to clarify proposed grades.
Additional contours have been added as necessary to the plan.
9. A 446'contour appears to be missing around the proposed building based off of spot
elevcitions. The applicant shall verb and tidal missing contours.
The 446' contour is represented by the edge of pavement/curbing around the proposed
building.
10. Bvo symbols are used to notate catch basins on Sheet 3. These symbols shall be added to the
site plan legend. The applicant shall clarify if one of these symbols Is Intended to represent a
covered storm manhole and ensure that the storm sewer system will function cis intended,
Symbols have been added to the legend.
11. The applicant has indicated in the SPVPPP that the proposed building will drain to the
infiltration system. This is not reflected on the site plans. There appears to be one roof drain
(indicated tivIth a dashed line labeled "RD') which ties into C7, CB7 accepts overflowfrom
CB6 and does not direct flows to the infiltraition system as shown, The applicant shall review

13. Section 179-6-080 of the Town Code, states that stormwater drainage plans shall cnzaly-e the
impacts of a.project using at least a SO year return interval storm with regards to both runoff
rate and volitnie for commercial projects. The Applicant shall provide analysis which
demonstrates that this requirement has been inet,
Analysis for 50-year storm event has been provided.
14, In accordance with GP-0-15-002 IF,4 and I E8, the SYVPPP must be revised to Include
documentation pertaining to the project's impacts on archaeologiccal features and
endangered, rare, or threatened(ETR) species. Projects which etre determined to have an
adverse impact on either of the above are not eligible for permit coverage.
An appendix has been added to the SWPPP for archaeological and ETR species sign-
off.
15. The applicant shall submit infiltration testing results in accordance with Appendix D of the
NYS Storm-water Management Design Manual(N-VS SILIDNI) to support the infiltration rate
utilized in the stormwater model of S inches per hour.
Infiltration testing has been completed in accordance with the NYS SIYIDM by The
Dente Group on December 20, 2017. The resulting rates stabilized at 7& 10 inches per
hour and is sufficient for a design rate of 4 inches per hour.
16. It is noted that the Applicant has provided soil testing results for borings performed in three
locations, none of which encountered groundwater or bedrock, Additional soil testing shall
be completed(cis required and in accordance with the NYS SILIDII1I) within the footprint of the
proposed in system to verb separation to groundwater and bedrock in accordance
with the NYS SIVIDM Our office does not take exception to additional testing being
conducted at the commencement of construction, so long cis the Town does not take exception
to the same,
Additional soil testing was performed in the location of the proposed infiltration system
and no groundwater or bedrock was encountered.
17. The Stormwater Narrative indicates that 100%of the TVQv is reduced through infiltration
practices. This will need to be verified once additional soil testing is completed in
accordance with section 6.3.1 and Appendix D of the NYSSMDM, In general, conformance to
the General Permit wetter quality and quantity requirements will be reviewed once the
pertinent comments are addressed.

The existing site contains over one (1) acre of impervious surfaces that drain untreated
to Route 9, The proposed Stormwater management system will reduce the untreated
impervious surfaces by over 75% and provides water quality and quantity controls per
the NYS SNIDM.
19, The applicant has modeled three subcatchments on the site ander predevelopment conditions
and has divided the first of'these into tvco subccatchments (1A and 1B). It Is unclear why
Subcatchment 1 has been divided in tvvo cis IA and IB etre not distinct drainage areas; rather
portions of 1B drain onto IA and then to Design Point 1. The applicant'shall revise the
predevelopment watershed map to accurately reflect subcatchrnent boundaries,
Subcatchment 1 has been consolidated.
20, The applicant has bounded Subcatchment IC in the post-development watershed delineation
map at the north and west parcel boundaries, However, it appears that offsite runoff will
contribute to this subcatchment and ultimately enter the infiltration system. The applicant
shall clarify the drainage of of areas and ensure that the infiltration system is adequately
sized to accept flows from the contributing areas. In accordance with the NYS SllID11,,
infiltration practices should generally be designed to accept less than five acres of
contributing area.
Subcatchment boundaries have been revised.
21. The applicant has provided a HydroCAD model which analyzes each subeatchrnent
individually tncler pre-and post-development conditions. The HydroCAD model shall be
revised to Incorporate the distinct Design Points indicated on the watershed delineation
maps such that the peals rtnoff rates at each design point may be evaluated,
Design points have been incorporated into the HydroCAD model.
22. The HydroCAD model does not include the entire existing end proposed stormwater system
and the HydroCAD model shall be revised to include the entire existing and proposed system
(i,e, catch basins, storm sevver, storm manholes, atnderdrains, trench grate, etc,). The
Applicant shall include in the HydroCAD model the existing trench drain grate opening to
ensure the grate fitnctions as designed.
The existing grate and storm system will receive significantly less flow in the proposed
condition and will function as designed.
23, The pre-and post-development drainage maps limit the existing and proposed contours to just
the parcel area, It is difficult to discern if offsite areas drain to the project site, The overcall
watershed boundaty should not be limited to the subject property line; it shall include the
entire watershed tributary to each Subcatchment/Design Point. Pursuant to this the Applicant

24. The post-development drainage map does not match the site plan and shall be revised
accordingly.
Drainage map and site plan are now consistent.
25. The project involves work within the State DOT right-of-wav as well as inodificadons to the
DOT storm system. The Applicant shall coordinate with the DOT and it is recommended that
they copy the town on all correspondence. Please note, it is assumed that the DOT will
perform a drainage capacity analysis on their storm system.
So noted.
26. The applicant has indicated in the SPYPPP that the post-development pe'alc discharge rates
are less than or equal to the pre-development discharge rates for the site for the ]-year, 10-
year, and 100 year design storm. These conclusions will need to be reevaluated once
watershed boundaries and design points are accurately modeled.
The statement remains accurate per revised calculations.
27, The HydroCAD model indicates 119 SC-740 units will comprise the proposed infiltration
practice while the site plans,indiccate 116 units. The applicant shall revise the HydroCAD
model and/or site plans for consistency.
HydroCAD model and site plan are now consistent.
28. The dimensions and layout of'the proposed infiltration area are not clearly defined on the
site plans and so cannot be verified against the HydroCAD model. The applicant shall add
appropriate dimensions of the infiltration practice (Le, length, i,vidth, number of rows, and
number of uanits per row) to the site plans for review.
Appropriate dimensions have been added to the plan.
29. A legally binding and enforceable maintenance agreement may be executed between the
facility owner and the Town ensuring that proper maintenance measures will be implemented
for all proposed stormwater management practices as specified in Town code section 147-
10.D if the Town chooses. A draft of this agreement should be provided to the Town for
review.

30. The retaining wall detail states, "The retaining wall detail is for concept only and shall be
designed by others from a N.Y.S. licensed professional engineer shop drawings must be
provided for approvals",
Page 4.48 Retaining Walls of the New York Standards and Specifications for Erosion and
Sediment Control(July 2016 edition) states, "The design of any retaining wall structure must
address the aspects offoundation bearing capacity, sliding, overturning, drainage and
loading systems. These are complex systems that should be designed by a licensed
professional engineer." The Applicant shall provide a retaining wall design designed by a
