Prosect Description
Applicant proposes modification to an approved site plan for a 7,453 sq. ft. single story building for automotive
parts. Modification is a waiver request for post-construction stormwater. Pursuant to Chapter 179-3-040 &
179-6-080 of the Zoning Ordinance, modification to an approved site plan shall be subject to Planning Board
review and approval.
Staff Comments
• Location-Project site is located at 682 Glen Street
• Arrangement- The existing site has 2,500 sq ft restaurant building and associated parking to be demolished.
The project includes a new 7,453 sq ft building with two parking areas.
• Site Design- The new building is to be located towards the center of the property. The parking areas are to
be at the front and rear of the building.
• Building—The building is to be 7,453 sq ft with the main entrance facing Route 9. There is a sidewalk
along the north side of the building that connects the rear parking area to the front. The rear parking area is
primarily for delivery of auto related items. The east side of the building/rear delivery door and an area for
the dumpster location. The applicant was granted a setback variance in July of 2017 for the building
location AV41-2017.
• Signage-The plans indicate there is to be a new pole sign and new wall signage. Applicant will need to
provide dimensions of all signage.
• Site conditions- The site is an existing restaurant operations that is to be removed regraded and prepared for
a new parking, building, stormwater fixtures, lighting and landscaping.
• Traffic- The plans show 25 proposed where 38 is required. Relief was granted as part of AV41-2017.
• Site layout and utility plan—The proposed new building will be connected to existing water and sewer
utilities. Building will connect to existing electric and phone as well.
• *New Grading and drainage plan—The applicant has submitted a request for a waiver from pre to post
conditions where some of the design points have slightly higher run off volumes at 1 yr and 10 yr storms.
The applicant has shown the discharge rate for the same storms are lower for the post construction design
points. Stormwater conditions are not to be increased from pre to post construction conditions where the
applicant has demonstrated two design points that are higher in the 1 yr and 10 yr storms due to the ground
conditions high water table and site grading. The applicant has also indicated the project would be
compliant with NYDEC requirements that reviews stormwater at rate and not volume where the Queensbury
code reviews the for both rate and volume. Information has been forwarded to the Town Engineer for
review and comment.
• Sediment and erosion control—An erosion control plan has been provided as part of the submission
drawings. Silt fence is noted at the 100 ft buffer line from the designated wetland note wetland is not on
property but the 100 ft buffer is on the project site and is proposed to not be disturbed. (The Board should
highlight that the no-disturbed areas are protected during construction.)
• Landscape plan Plans show a mix of shrubs, ground cover, and 5 trees. Plantings are also shown around
the sign area
• Site lighting plan-lighting indicates the average for the site is 1.42 and is less than the suggested 2.5 foot
candles in the lighting code section.
• Elevations and Floor plans- The applicant has provided a typical elevation, floor plan and color scheme for
the building.
Pursuant to Section 179-9-050 the Planning Board may grant waivers on its own initiative or at the written
request of an applicant. The application form identified as "Requirements" outlines the items to appear on the
site plan or included as attachments. At the time of application the applicant has either requested waivers,
indicated the item not applicable or has not addressed the item/left check box blank.
-The applicant requests a waiver for having a design points with higher volume than pre site conditions.
Summary
The applicant has completed a site plan application for the demolition of an existing building to construct a new
building for auto part sales with associated site work.

Stormwater drainage facilities will prevent an increase ofpost-development drainage flows as compared to
predevelopment drainage flows. Drainage of the site shall recharge groundwater to the extent practical.
Surface waters flowing off-site shall not degrade any streams or adversely affect drainage on adjacent
properties or public roads. Facilities shall be in conformance with the drainage standards of Chapter 147 of the
Town Code and the Town of Queensbury Subdivision Regulations, where applicable.
