This was a second application where severe hardship was shown. RESOLUTION TO AUTHORIZE PERMIT FOR MOBILE HOME RESOLUTION NO. 209, introduced by Mr. Austin, who moved its adoption seconded by Mr. Demboski. WHEREAS, Marshall Harris of Star Route, Glens Falls, N.Y. has made application in accordance with paragraph 2 (c) Section 4, of an ordinance of the Town of Queensbury entitled: ORDINANCE FOR THE REGULARION OF MOBILE HOMES AND MOBILE HOME COURTS IN THE TOWN OF QUEENSBURY, WARREN COUNTY, NEW YORK, to locate a mobile home outside of a duly licensed mobile home court at property situated at the Old -Cronin Road and WHEREAS, this town board has conducted a public hearing in connection with said application and has heard all persons desiring to be heard in favor of or against said application, and WHEREAS, it is hereby determined that the facts presented in said application and at said public hearing are sufficient to authorize the issuance of the permit requested by said application, therefore be it RESOLVED, that pursuant to the provisions of the above mentioned ordinance, permission :�s hereby given to Marshall Harris to locate a mobile home situated on Old Cronin Road and that the Building Inspector is hereby authorized and directed to issue such permit in accordance with the terms and conditions of said ordinance. The application to replace a Mobile Home by William Kacenas was then brought before the board. RESOLUTION TO SUBSTITUTE A MOBILE HOME RESOLUTION NO. 210, introduced by Mr. Robillard, who moved its adoption seconded by Mr. Austin. WHEREAS, William Kacenas of 27 Sweet Road has made application to this board for a permit to substitute a mobile home at property situated at 27 Sweet Road and owned by Albert Kacenas, and WHEREAS, upon proper investigation it appears that the applicant has complied with all of the requirements of the ordinance regulations relating to mobile homes in the Town of Queensbury, therefore be it RESOLVED, ' that the application of William Kacenas of 27 Sweet Road as above described is hereby approved and that the Building Inspector is hereby authorized and directed to issue to William Kacenas the proper permit. Duly adopted by the following vote: Ayes: Mr. Demboski, Mr. Austin, Mr. Robillard and Mr. Solomon. Noes: None. WHEREAS, Wilson Monroe of RD #3 Burch Road has made application in accordance with paragraph 2 (c) Section 4, of an ordinance of the Town of Queensbury entitled: ORDINANCE FOR THE REGULATION OF MOBILE HOMES AND MOBILE HOME COURTS IN THE TOWN OF QUEENSBURY, WARREN COUNTY, NEW YORK, to locate a mobile home outside of a duly licensed mobile home court at property situated on Burch Road and WHEREAS, it is hereby determined that said application complies with the requirements of said ordinance, and WHEREAS, it is hereby determined that the facts presented in said application are sufficient to justify further consideration by this board, therefore be it RESOLVED, that pursuant to theprovisions of the above mentioned ordinance the town board shall conduct a public hearing on said application on November 4, 1971 at 8:00 P.M. in the Queensbury Town Office Building Bay Road, and that the Town Clerk is hereby authorized and directed to give proper notice of said public hearing in accordance with the provisions of said ordinance. RESOLUTION TO AUTHORIZE TEMPORARY PERMIT FOR MOBILE HOME RESOLUTION NO. 212, introduced by Mr. Robillard who moved its adoption seconded by Mr. Austin. WHEREAS, William Smith of Rhode Island Ave has made application in accordance with paragraph 2 (b) Section 4 of an ordinance of the Town of Queensbury entitled: ORDINANCE FOR THE REGULATION OF MOBILE HOMES AND MOBILE HOME COURTS IN THE TOWN OF QUEENSBURY, WARREN COUNTY, NEW YORK, to locate a mobile home outside of a duly licensed mobile home court at property situatedat Rhode Island Ave. and WHEREAS, it is hereby determined that the facts presented in said application are sufficient to authorize the issuance of the permit requested by said application, therefore be it RESOLVED, that pursuant to the provisions of the above mentioned ordinance, a one year extension is hereby given to William Smith of Rhode Island Ave. to locate a mobile home outside of a duly licensed mobile home court for a period of one year at property situated at Rhode Island Ave. Town of Queensbury and that the Building Inspector is hereby authorized and directed to issue such permit in accordance with the terms and conditions of said ordinance. The application of Gordon Palmer to substitute a- Mobile home was then brought before the board. RESOLUTION TO APPOINT DOG ENUMERATOR FOR 1972 RESOLUTION NO. 214, introduced by Mr. Austin who moved its adoption seconded by Mr. Demboski. WHEREAS, annually the Town Board of each town shall appoint a resident or residents or designate the police department to prepare a list of persons in such town owning or harboring dogs, therefore be it RESOLVED, that Edward J. Waters be and he hereby is appointed Dog Enumerator, under the provisions of Section 108 of the Agriculture and Markets Law, for the year 1972. RESOLUTION TO TRANSFER SURPLUS FUNDS FROM THE GENERAL FUND TO THE CAPITAL FUND RESOLUTION NO. 215, introduced by Mr. Demboski who moved its adoption seconded by Mr. Robillard. WHEREAS, the construction of the recreation pool and related projects are of a capital nature, and as tuch should be paid from the capital fund account, therefore be it RESOLVED, that the sum of $2,567.42 be transferred from the un- appropriated surplus funds of the General Town Fund to the Capital Fund Account. Duly adopted by the following vote: Ayes: Mr. Demboski, Mr. Austin, Mr. Robillard and Mr. Solomon. Noes: None. Next on the agenda was the setting of a public hearing for November 11, 1971 to establish the West Queensbury Water District. Mr. Solomon quoted a round figure cost of $1,000,000.00. More detailed figures would be available at the public hearing. This is the first step of a three-phase action to extend water service in the town with a Hudson River filtration plant as a new source of supply. There will be two more hearings within the next six weeks. One will be the extension of the South Queensbury Water District the other will be on the filtration plant project. The boundaries of the West Queensbury Water District compass all of West Glens Falls not now within a water district. Mr. Solomon stated that the new districts will be established subject to the new source of supply. HAROLD ROBILLARD , Councilman. r -------------- ---M------------------------ In the Matter of The Establishment of the West Queensbury Water District in the Town of Queensbury, Warren County, New .York WHEREAS , the Town Board of the Town of Queensbury, Warren County, New York, has duly caused a general map , plans and report to be prepared and filed in the office of the Town Clerk in said Town in relation to the proposed establishment of a water district in said Town to be known as West Queensbury Water Distri t, to be bounded and described as set forth in Schedule A attached hereto and made a part hereof, and WHEREAS , the improvements proposed for said Water District consist of the construction of a water distribution system, including water mains , valves , hydrants and appurtenant 1 � 4 r e facilities , together with the acquisition of lands and rights in land where necessary, all as more fully set forth and shown on said map and plans ; and WHEREAS , the maximum amount proposed to be expended for said improvements is $1,060,000.00; and WHEREAS , the proposed method of financing said improve- ments consists of the issuance of serial bonds to mature in annual installments over a period not exceeding forty years , payable in the first instance from assessments levied and collected from the several lots and parcels of land within said proposed West Queens- bury Water District for such purpose and in the same manner and at the same time as other Town charges ;. and WHEREAS , said map, plans and report are available for public inspection in the office of the Town Clerk of said Town -- during regular business hours ; and WHEREAS , it is now desired to call a public hearing in connection with the establishment of said District pursuant to Section 209-d of the Town Law; NOW, THEREFORE, IT IS HEREBY ORDERED, by the Town Board of the Town of Queensbury, Warren County, New York, as follows : Section 1.
