Planning Board decision Prosect Description Applicant proposes to complete right of way 40 ft. access road from Luzerne Road on -7.12 through -7.2 to have access to -7.13. Project includes storage building and parking area previously proposed with associated site work. Right of way work includes grading and stormwater management, 800 +/- ft. landscaping to be installed along property line of storage building portion. Pursuant to Chapter 179-9-120 of the Zoning Ordinance, modification to an approved site plan shall be subject to Planning Board review and approval. Staff Comments • Location-The project includes driveway work on parcel 7.12 currently vacant parcel and approved as a materials storage lot and parcel 7.2 (240 Luzerne Rd) existing self storage and approved storage building. • Site Design- - The applicant has indicated the driveway work that had been started was not consistent with the approved plans. The applicant has proposed to correct the driveway access this includes installing plantings along the property line between the two properties. • Grading and drainage plan Sediment and erosion control-The driveway is 832 ft and is 20 ft wide. The plans show the driveway disturbance is 42,340 sq ft. The drainage plans has been designed for the driveway only and a 3.5 ft x 3 ft depth stone gravel trench is to be installed for the driveway stormwater. Silt fence is shown along the length of the project area. The plans indicate a stockpile of materials on 7.2 will be removed. The project is associated with the SP 26-2017(lot 3)for DDDJ contractor's yard and an 8,000 sq ft pole barn project. The applicant has indicated the grading on the self storage parcel 7.2 will match the grading needed for parcel 7.13 (lot 3 for DDDJ). The applicant is in the process of updating the stormwater to include the storage building and associated site work(SP 93-2016/SP35-2017mod). • Landscape plan—the plans shows 10 white spruce to be installed along the property line Pursuant to Section 179-9-050 the Planning Board may grant waivers on its own initiative or at the written request of an applicant. The application form identified as "Requirements" outlines the items to appear on the site plan or included as attachments. At the time of application the applicant has either requested waivers, indicated the item not applicable or has not addressed the item/ left check box blank. This includes the follow items listed under Requirements of the applicant's application: g. site lighting, h. signage, k. topography, n traffic, o. commercial alterations/ construction details, p floor plans, q. soil logs, r. construction/demolition disposal s. snow removal.
