FOR INFRASTRUCTURE REPLACEMENT PROJECT INCLUDING IMPLEMENTATION OF CLOUD BASED SERVICE -MICROSOFT AZURE RESOLUTION NO.: ,2018 INTRODUCED BY: WHO MOVED ITS ADOPTION SECONDED BY: WHEREAS, by Resolution No.: 318,2014, the Queensbury Town Board authorized a 24 month Agreement between the Town of Queensbury and Stored Technology Solutions, Inc., (Stored Tech) for the continued provision of professional information technology services and waived its requirement under the Town's Purchasing Policy for two (2) written quotes and authorized information technology equipment services through Stored Tech, and WHEREAS, by Resolution No.: 304,2016, the Town Board authorized a five (5) year extension of the Agreement between the Town of Queensbury Stored Tech for the continued provision of professional information technology services, and WHEREAS, by Resolution No.: 190,2017, the Town Board authorized and directed the establishment of the Information Technology Conversion to Azure Capital Project Fund 4217 in the amount of$10,000 to establish funding for: 1: Temporary installation and support of additional storage capacity; and 2. Enablement of a proposed "Proof of Concept" Project designed to validate the feasibility of using Microsoft Azure Cloud Services as an option to replace the Town server and storage infrastructure, which proposed solution will help the Town meet its requirements to centralize authentication, files and access to Town data, in order to meet compliance requirements and help standardize system access; and WHEREAS, the Town of Queensbury wishes to replace its computer infrastructure to centralize authentication, files and access to the Town's data to meet compliance requirements and help standardize system access, including the move to a cloud based service alternative being the Microsoft Azure hosted cloud, and WHEREAS, Stored Tech has submitted a proposal dated February 18, 2018 for such work in the amount of- * £• $78,504.07 for the hardware and software total in accordance with New York State Contract Pricing; • $5,907.34 for other maintenance and software licensing; • $11,396.18 for other necessary hardware; • $54,632.16 for the Microsoft Azure annual total in accordance with New York State Contract Pricing; and • $35,000 estimated for completion of all professional services as defined in the scope of work and project plan; for a total of$185,439.75, and WHEREAS, the Town Board wishes to engage Stored Tech in accordance with their February 18, 2018 proposal as such professional services are consistent with Stored Tech's existing provision of information technology services and has the skill, expertise and an established familiarity and comfort level with the Town's building infrastructure, and WHEREAS, the Town Budget Officer has requested that the Town Board also authorize her to approve and sign certain Change Orders up to $10,000 contingency for Change Orders that she deems necessary or appropriate, and WHEREAS, the Town Board wishes to authorize a withdrawal and expenditure in the total estimated amount of$195,439.75 from Capital Reserve No. 64 to Capital Project Fund 4217 toward the specific infrastructure upgrades and equipment, and WHEREAS, in accordance with New York State General Municipal Law §6(c), the Town Board is authorized to withdraw and expend funds from Reserve 464 subject to permissive referendum, NOW, THEREFORE, BE IT RESOLVED, that the Queensbury Town Board hereby authorizes the specific Computer Infrastructure Replacement including implementation of the Microsoft Azure Cloud Offering capital project and expenditures from Information Technology Conversion to Azure Capital Project Fund 4217, and BE IT FURTHER, RESOLVED, that the Queensbury Town Board hereby authorizes and directs the engagement of Stored Technology Solutions, Inc., (Stored Tech) for professional services in accordance with Stored Tech's February 18, 2018 Infrastructure Replacement Proposal and authorizes and directs the Town Supervisor to sign such Proposal and/or any needed Agreement and/or documentation to effectuate the Town's engagement of such services, and BE IT FURTHER, RESOLVED, that the Town Board hereby authorizes the Town Budget Officer to approve and sign Change Orders pertaining to the Contract up to $10,000 contingency that she deems necessary or appropriate, and BE IT FURTHER, RESOLVED, that the Town Board hereby authorizes the Town Budget Officer to take all actions necessary to amend the Town Budget and effectuate a transfer from Capital Reserve No.: 64 in the amount of$195,439.75 to fund such Project and hereby increases appropriations and revenues as necessary: • Revenue Acct No. —217-0000-55031 (Interfund Revenue) $195,439.75; • Expense Acct No. —217-1680-2033 (Computer Consultant) $35,000; • Expense Acct. Azure Proposal for Town of Queensbury Page 5 of 12 Infrastructure Replacement Proposal Introduction StoredTech,serving as the Town of Queensbury's IT Service Provider, has been working with the town to maintain its current IT environment.As the towns environment has aged,StoredTech has worked with the town to remediate and plan for the eventual replacement of the towns infrastructure. Last year,the Town and StoredTech agreed to investigate options for upgrade and replacement, including Cloud based service alternatives.Through discussions, it was determined for StoredTech to complete a proof of concept with the towns current applications in a cloud based infrastructure. StoredTech tested and created a proof of concept environment in Microsoft's Azure hosted cloud. Microsoft's platform provides the ability to scale the town's environment as needs change and helps to minimize other risks in a traditional IT environment.Our focus during the proof of concept was to test compatibility on a select group of applications and test for functionality in a cloud based environment. The results from our proof of concept were promising,with most applications compatible with a cloud based infrastructure. With the robust ability available to the town through a cloud hosted infrastructure,we determined the best option moving forward would be to replace today's environment with an Azure based solution offering. Critical systems at the Water department and NYS Court systems were not included in any part of design due to the complexity and requirements of some of those applications. Why Azure? Microsoft's Cloud Offering, known as Azure, is a cloud offering allowing the scalability, robustness,and security needed in an everchanging IT landscape.Azure's ability to add additional infrastructure on as needed basis is important.As the towns IT needs change,Azure can quickly adapt and scale to the needs of the town.With simple deployment and configuration templating available in the cloud,adding or changing resources becomes a much easier conversation. In an ever-complex world,security in IT solutions in paramount to protect critical organizational data.Azure's holistic security practice ensures that data is stored and protected in the most efficient way possible. Solution Design (SOW) In order to implement a fully robust solution that will improve today's environment and allow for future potential upgrades,there are some upgrades that would need to be made. At Town Hall To support an environment completely hosted in Azure,the town would need upgrade their current internet connection to higher speed. Currently the town maintains a primary Internet connection with FirstLight with a bandwidth speed of 30mbps for both upload and download speed. In order to stay connected to the cloud hosted infrastructure,StoredTech would implement a new firewall at town hall to provide a constant connection to the cloud. Azure Proposal for Town of Queensbury Page 6 of 12 While many of the towns servers and infrastructure will be hosted in Azure,there will still be a need to have some equipment. From the proof of concept, it was determined one application would be better hosted at Town Hall. There is a need to purchase a server to also have local copies of files for quick access and redundancy. While there is a need for server hardware in the town,this is a scaled down version of the infrastructure as it exists today.This design only includes space for applications that need to run at Town Hall and any future changes would be in addition to the scope today. In Microsoft's Azure (the cloud) In the cloud will sit the remainder of the towns operating infrastructure.To maintain the secure connection with Town Hall,there will be a firewall in Azure supporting the remote connectivity.All of the data that exists at town hall today would need to be migrated to the cloud in order to begin the process of building a cloud environment. All Town Buildings In order to plan for future changes in the network,StoredTech recommends upgrading the switching and networking capabilities. Included in this proposal is replacing the switches at all locations. Project Plan (SOW) Pending board approval,StoredTech would immediately begin work on the project and confirming project schedules with application vendors and more. Outlined below is a rough timeline First 4 Weeks— Phase 1 During the initial phase,StoredTech would complete the procurement of the necessary hardware, contact FirstLight to increase internet bandwidth appropriately, and begin building servers in Azure. Once the internet circuit has been increased,we can begin to synchronize data between Town Hall and Azure to prepare for migration. Weeks 4-10— Phase 2 Once equipment has been procured,we will begin the installation process on site. Our initial focus will be on InCode which needs to stay at the town hall due to technical requirements. Once users have been migrated on InCode,we will begin building and migrating the cloud hosted applications. Weeks 10-22— Phase 3 During the cloud migration,we will be working with vendors based on availability to migrate completely to cloud infrastructure. Weeks 22-28— Phase 4 After the conclusion of the project,we will decommission older servers and power off all end of life devices for closure. Cost: $35,000.00 Note:Phase 1-4 will bill broken into 4 equal milestone billing amounts of$8.750.00 Azure Proposal for Town of Queensbury Page 9 of 12 Principles of Engagement Engagement Expectations Customer will: • Appoint a Project Liaison who will be available for discussion and interaction with the Project Team.This individual will be responsible for coordinating any requests for assistance,facilitating decisions,have the appropriate administrative access to all systems,and authority for this responsibility. • Actively participate in this engagement, and individuals with relevant domain,business,and/or technical expertise will be available as required.These participants are the acknowledged spokespersons for the areas they represent, and the project team requires regular and timely access to them • Complete prerequisites identified in the Project Kick-off,or request and authorize StoredTech to assist and perform the work to be covered under additional time&material costs. • The Project Liaison will handle internal communications with divisions and users in regards to scheduling downtime and how the project will affect them. • Provide free and clear access to the facilities as pertaining to this project including appropriate building and information systems access,phone,Internet and remote access. • Be responsible for providing space and environmental conditions(AC)and network cables unless otherwise specified in this Statement of Work. • Sign-off on Project Acceptance upon project completion,only by Project Liaison or authorized signer. • Optionally may provide a confidentiality agreement to be signed by StoredTech,which should be done on or before the project kick off. StoredTech will: • Respond to issues directly related to this project within 24 hours to assess,determine severity,and provide direction for remediation.Critical,production impacting,issues will be assessed in 4 hours.Additionally,STOREDTECH will work with the vendor's customer support for products provided by STOREDTECH as part of this project. • Immediately notify Customer of any situation that impacts timeframe or cost.Any additional efforts must be documented,re-planned and approved by Customer through our change control process. • Treat all documentation and data supplied by Customer as confidential,and if information is required to be transferred off the Customer's premises said transfer will be performed in a secure manner and all such transferred data will be completely and securely destroyed from any non-Customer equipment when it is no longer required,or upon completion of the project,whichever occurs first. • Be responsible to complete all services specified in the Statement of Work in a reasonable and timely fashion.Work will be performed both on and off-site. • Not be responsible for troubleshooting issues with pre-existing systems. • Not be responsible for costs and delays caused by inadequate site preparations,improper systems configuration of pre-existing systems,scheduling conflicts with other contractors or any significant changes to the Statement of Work and will charge as out-of-scope according to Payment Terms. • Not be responsible for delays in product shipment due to shortage of manufacturer stock. • Provide contact and escalation information or the project team and executive management. Azure Proposal for Town of Queensbury Page 10 of 12 Standard Assumptions • STOREDTECH will need free and clear access to the facilities as pertaining to this project. • STOREDTECH's standard work hours are 8am to 5pm,Monday through Friday. Overtime rates are 1.5x,with holidays at 2x.Travel is billed portal-to-client site plus lodging if needed.(unless negotiated differently in the Payment Terms)STOREDTECH will be provided a work schedule that does not interfere with the client or delay our completion. • This project plan is an estimate of the number of man-hours and task(s)needed based on the information you have provided. Project Manager will schedule weekly status meetings and Lead Engineer periodically will inform you of project status during implementation. Any changes in time and/or tasks will be documented with a change control form and submitted for your approval by Project Liaison. • The supplied electrical power and space provided is sufficient to support and run the equipment including,but not limited to,system, monitor,printer,hub or switch. The location will be clean and sturdy and include the necessary ventilation and temperature control as stated by the equipment manufacturer (typical 65° F to 80° F). All customer-supplied equipment shall be in good working order. STOREDTECH will repair or replace customer-supplied equipment and/or supply additional cables,hubs etc if needed at an added cost. The client will provide user account and password information and Internet Protocol(IP)schema meets industry standard compliance. • Any services such as LAN/WAN/phone connectivity etc.contracted by the client are the responsibility of the client. Any work to repair, re-provision,re-certify or problem resolution is chargeable. • STOREDTECH will pass through any and all manufacturer warranties for products supplied by STOREDTECH.STOREDTECH will obtain and install service packs,support packs,updates,upgrades,revisions,version upgrades,and flashes as recommended or required by various hardware and software manufacturers during the initial installation of purchased components.STOREDTECH will apply these updates adhering to the strict instructions of the manufacturer. STOREDTECH makes no claim these updates as delivered from manufacturers will be free of issues or defects.STOREDTECH makes no expressed or implied warranty other than that provided by the manufacturer. • Most software and some hardware have recurring maintenance and support costs. Failure to renew maintenance and/or support agreements can result in lack of coverage, or reduced functionality. STOREDTECH will assume the responsibility of tracking and communicating information to the client.It is the responsibility of the client,not STOREDTECH,to renew these agreements. • The determination of data that needs to be backed up is a shared responsibility between the client and STOREDTECH.The client is responsible for securing the back-up and STOREDTECH will be responsible for managing and monitoring the back-up process. • All of the software is owned and legally licensed by the customer.STOREDTECH strictly adheres to all local and federal laws governing the copyright of software. • Customer&STOREDTECH agrees that for the duration of this Agreement and for a period of one(1)year after project completion, neither Customer,nor STOREDTECH,nor an affiliate shall directly or indirectly solicit for employment or performance of computer services,or hire or contract with,any STOREDTECH employee,or Customer employee,or subcontractor,employed at the time of termination.If Customer,STOREDTECH,or Affiliate hires or contracts with any STOREDTECH employee,Customer employee,or subcontractor,they agree to pay the affected party an amount equal to all compensation,including salary,wages,bonuses, commissions,and employee benefits for a six(6)month period Azure Proposal for Town of Queensbury Page 11 of 12 Proposal Acceptance Payment Terms Terms of Sale: -Hardware and Software purchases due upon deliver -Microsoft Azure charges due upon receipt -Milestone billing for Professional Services as detailed in the proposal due upon receipt *Customer is responsible for any applicable Sales Tax and Shipping&Handling *Acceptable payment methods:Bank Check,Corporate Check,Online payment,Town Check *Product returns will be requested within 15 days of receipt *Open software is not returnable unless defective *Special or Customized Orders are not returnable Signature Block To order the product&services for this project in accordance with the provisions and charges, as set forth above, please return two signed copies of this letter.
